Marne-la-Vallée

Marne-la-Vallée is a new town, not a commune: this radar covers the 27 communes inside OpenStreetMap’s outline of it, from Noisy-le-Grand and Champs-sur-Marne to the Val d’Europe, about 343,000 residents (the EHC profile lists 318,000), not the smaller Paris–Vallée de la Marne agglomeration (12 communes, about 233,000 residents) whose housing statistics the profile’s data use. Offices are plentiful: Cushman & Wakefield counts 135,000 m² available (an 8.9% vacancy rate) against 6,851 m² let in the first half of 2026. Conversion is already under way in Noisy-le-Grand: 32 permits since 2013 across the new town include 31,646 m² and 716 homes from former offices at 5 rue du Centre in Noisy-le-Grand and two In’li schemes of 51 and 108 homes. The public land is large and spoken for — five public brownfields of a hectare or more in the regional inventory, the Noisy-Pôle-Gare project, and the 3.8 ha Louis-Lumière school site chosen for a scheme in 2019.

Office figures: Cushman & Wakefield, MarketBeat Bureaux Île-de-France, first half of 2026 — Marne-la-Vallée: 135,000 m² of immediate supply (2% of the regional total), an 8.9% vacancy rate, and 6,851 m² taken up in the half-year. Map built 2026-10-09.

The map

Every building a record says stands empty, one point per building: filter by type, size and how sure the evidence is, and open one to see who says so. “Opportunities” switches to the co-op lens: public land, conversion potential and projects already under way, every source as its own layer.

The new town has no legal boundary: the radar uses the 27 communes inside OpenStreetMap’s outline (relation 7779330). Chelles, Pontault-Combault, Roissy-en-Brie, Vaires-sur-Marne, Courtry and Brou-sur-Chantereine belong to the Paris–Vallée de la Marne agglomeration behind the profile’s housing statistics but are outside it and not covered.

Check any building in Marne-la-Vallée: could it become homes, and could the EHC model work there?

Where to look first

Buildings with evidence that they stand empty — a second source agrees, a public record names them, or we have checked them — ranked by a score you can read: co-op scale, daylight depth, a station nearby, a zone that allows homes, affordable land and an open route in. Checked buildings carry their result; nobody has visited them on site yet. Leerstandsmelder reports join the list when they sit in a large non-residential building and a second source agrees.

Districts where conversion makes sense

Where empty offices, the right zoning and a working neighbourhood come together — and what could go wrong.

A hand outlining a neighbourhood on a city map, with small houses drawn inside

Noisy-le-Grand — Mont d’Est and Champy

The new town’s converting office district: five of its 32 permits lie within about 1.8 km, among them 31,646 m² at 5 rue du Centre, 6,259 m² at 3 rue de la Closerie and 3,769 m² at 1 avenue Montaigne, and, just east, the Champy slab where public bodies are taking control of the land.

  • 18 of the 88 service buildings of four storeys or more without homes (BD TOPO)
  • 5 conversion permits within about 1.8 km, three of them above 3,700 m² (Sitadel)
  • Five Cartofriches sites, among them the State and Grand Paris Aménagement land "Métro SK" (129,794 m², no project), the Dalle Gustave Courbet and the Esplanade de la Commune de Paris (Cerema)

Risk: The conversions are by large landlords and the Champy slab is in the hands of the Métropole, EPFIF and the public developer; a co-op would be a partner in a public scheme, not a buyer.

The research campus next to Noisy-Champs station, where an office conversion of 6,060 m² and 298 homes was authorised on 23 June 2022 at 2–4 boulevard Newton and where the State holds 21 lines of property in the 2021 inventory.

  • 2–4 boulevard Newton, Champs-sur-Marne: 6,060 m² and 298 homes from former offices, authorised 23 June 2022 (Sitadel)
  • The Noisy-Pôle-Gare project covers about 14 ha around the future station (EpaMarne, 2019)
  • 21 State property lines in the 2021 inventory within about 1.5 km (DGFiP)

Risk: Few tall office buildings (two) and the area is being reshaped by the Grand Paris Express station; the Champy slab belongs to the Noisy-Pôle-Gare project.

Val Maubuée — Noisiel, Torcy and Lognes

The middle of the new town, with 24 tall service buildings, five conversion permits and three Cartofriches sites within about 1.5 km: two permits at 61 and 63 rue de la Tour d’Auvergne in Lognes (5,568 m² each, authorised) and 1,180 m² of former public premises at Place Émile Menier in Noisiel.

  • 24 service buildings of four storeys or more without homes (BD TOPO)
  • 5 conversion permits within the same radius (Sitadel)
  • Three Cartofriches sites, all with a project (Cerema)

Risk: The permits are for non-residential buildings of unstated type and the brownfield records carry projects; nothing in the data says the tall buildings are empty.

Public developers and the land agency — SPLA-IN Noisy-Est, Métropole du Grand Paris, EPFIF

The Noisy-Pôle-Gare project is run by a public developer (SPLA-IN Noisy-Est, set up by EpaMarne and the territory, later taken over by the Métropole) with an agreement for the regional land agency to acquire the Champy parcel; 71,500 m² of homes, 48,000 m² of activity and 8,800 m² of shops were planned in 2019. A co-op would have to approach the developer for a share of the housing programme.

State and Grand Paris Aménagement — land in Noisy-le-Grand

The State (Direction de l’immobilier de l’État) and Grand Paris Aménagement are named owners of several Cartofriches sites in Noisy-le-Grand — "Lot B2" of 253,152 m² with a project and "Métro SK" of 129,794 m² with none — and, with the City, of the Louis-Lumière school site. These are the largest holdings a co-op could ask about.

State and its companies — public land for public-sector housing (law of 29 June 2026)

Law no. 2026-553 lets the authority depart from a local plan’s destination rules for housing on land held by a public body or public company, if at least half the homes go to public agents or public-service employees. The State’s inventory counts 21 office and finance-centre buildings in the new town.

Read from the EEA's open ArcGIS services, the same way in every radar city. The 2021 edition (Copernicus Data Space) drops plots built on since 2018 where scripts/reuse/import-urban-atlas-2021.ts has been run. Points are context, never evidence of vacancy.

What this radar cannot see yet

  • The new town has no legal boundary: the radar uses the 27 communes inside OpenStreetMap’s outline (relation 7779330). Chelles, Pontault-Combault, Roissy-en-Brie, Vaires-sur-Marne, Courtry and Brou-sur-Chantereine belong to the Paris–Vallée de la Marne agglomeration behind the profile’s housing statistics but are outside it and not covered.
  • There is no open list of empty buildings or homes: the national vacant-homes file (LOVAC) is restricted to public authorities, and no vacancy register or list of safety orders was found for any of the 27 communes.
  • The regional brownfield inventory is open only for public sites of one hectare or more and private sites of 50 hectares or more, so the small private offices and shops that make up most of the vacancy are invisible.
  • Live disposals of State property (cessions.immobilier-etat.gouv.fr) answer "Access Denied" (403) to automated requests; the inventory used here dates from 2021 and has no occupancy or sale status.
  • What became of the Louis-Lumière scheme after 2019 and of the 2022 Champy agreement is not in any source read; ask Grand Paris Aménagement, the Métropole or Noisy-le-Grand.
  • Cushman & Wakefield gives the new town’s figures at market level, not by commune.
