Bordeaux

Bordeaux has more offices on offer than it lets: 289,500 m² were available within a year at the end of 2025, more than two years of take-up. Its old stone centre also has buildings that are falling apart: the City publishes every safety order it signs, and 119 buildings are closed today by an order forbidding access, use and habitation, most of them in Saint-Michel, the Capucins and the centre. Public bodies are already moving in: the Métropole's developer InCité buys and restores degraded buildings in the historic centre, the City takes over property found vacant and without an owner, and the health-insurance fund's 1960s tower in Grand Parc empties at the end of 2026.

Office figures: OIEB (Observatoire de l'immobilier d'entreprise bordelais) via a'urba, year 2025 — office space available within one year 289,500 m² (+3%), more than two years of take-up; take-up 122,000 m² (+3%), half of it in Bordeaux and Euratlantique. Map built 2026-10-09.

The map

Every building a record says stands empty, one point per building: filter by type, size and how sure the evidence is, and open one to see who says so. “Opportunities” switches to the co-op lens: public land, conversion potential and projects already under way, every source as its own layer.

There is no open list of empty homes: the national vacant-homes file (LOVAC) is restricted to public authorities.

Check any building in Bordeaux: could it become homes, and could the EHC model work there?

Where to look first

Buildings with evidence that they stand empty — a second source agrees, a public record names them, or we have checked them — ranked by a score you can read: co-op scale, daylight depth, a station nearby, a zone that allows homes, affordable land and an open route in. Checked buildings carry their result; nobody has visited them on site yet. Leerstandsmelder reports join the list when they sit in a large non-residential building and a second source agrees.

Districts where conversion makes sense

Where empty offices, the right zoning and a working neighbourhood come together — and what could go wrong.

A hand outlining a neighbourhood on a city map, with small houses drawn inside

Saint-Michel, Capucins, Victoire and Sainte-Croix

The densest cluster of buildings under safety orders in the city, inside the historic centre where InCité restores degraded buildings for the Métropole.

  • 113 buildings under a safety order in force, 40 of them closed whole (City acts, May 2020–October 2026)
  • Four of the eight buildings in the 2021 restoration order are here (rue du Hamel, rue des Vignes, rue Camille Sauvageau)

Risk: Small, narrow stone houses in a protected heritage area: works are slow and costly, and owners often sell to investors.

Centre: Saint-Pierre, quais and Saint-Seurin

Many safety orders on large stone buildings along the quays and old streets, and the State selling a former office building nearby.

  • 93 buildings under a safety order in force, 40 closed whole, e.g. on quai Richelieu (City acts)
  • A 338 m² former State office building for sale by tender (September 2026)

Risk: The most expensive part of the city; closed buildings are usually repaired and relet rather than sold cheaply.

Grand Parc and Chartrons

The CPAM's 1960s tower empties at the end of 2026 and is to become social student homes after a phase of temporary use.

  • About 9,000 m² in the existing tower to be converted, plus 8,700 m² new build
  • Temporary use planned between the move at the end of 2026 and works in early 2028

Risk: The tower already has a developer team; what is open is the temporary use in 2027.

Cerema's LOVAC file (tax records) counts 16,796 private homes vacant on 1 January 2025, 3,779 of them for two years or more, against 150,727 private homes. The 2026 edition changed method, so it runs above earlier years; the address-level file goes only to local authorities.

Land without current use and stalled construction, mapped from satellite imagery (Copernicus Urban Atlas 2006–2018)
European Environment Agency — Copernicus Land Monitoring Service
Urban Atlas class 13400 (brownfields, demolition sites and gaps in the built-up area, 0.25 ha and up) compared across the 2006, 2012 and 2018 editions, so each plot says how long it has stood unused; plus construction sites (13300) already under way in 2012, and 2012 construction sites left unused by 2018. Read from the EEA's open ArcGIS services, the same way in every radar city. The 2021 edition (Copernicus Data Space) drops plots built on since 2018 where scripts/reuse/import-urban-atlas-2021.ts has been run. Points are context, never evidence of vacancy.

What this radar cannot see yet

  • There is no open list of empty homes: the national vacant-homes file (LOVAC) is restricted to public authorities.
  • Safety orders are read from the titles of the City's acts published since May 2020; orders signed before then and still in force are not seen.
  • InCité's list of the buildings it has bought (an annex to its annual report) is not published as data.
  • Bordeaux Métropole's 'Bâtiment public' layer (2,391 footprints in Bordeaux) has no use, owner or occupancy, so it is not drawn.
  • Live State property sales (cessions.immobilier-etat.gouv.fr) refuse automated requests; only sales found in the press are shown.
