Toulouse

Toulouse has the lowest office vacancy of the big regional markets — 4.7% in mid-2026 — yet offices that emptied years ago are being turned into homes: the Tersud block in Montaudran, empty since 2018, is becoming 232 homes, and 65 permits since 2013 each create at least 300 m² of homes from offices and other buildings. In the old town, the City's unsafe-buildings service closes buildings by urgent safety order, some for years. The public data that would map these — safety orders, municipal property — is not published as open data, so this radar leans on national registers and named sites.

Office figures: BNP Paribas Real Estate, regional offices review Q2 2026: vacancy rate 4.7% at the end of June 2026, the lowest of the eight regional markets measured; the supply available within a year rose 4% on a year while new supply fell 29%. Map built 2026-10-09.

The map

Every building a record says stands empty, one point per building: filter by type, size and how sure the evidence is, and open one to see who says so. “Opportunities” switches to the co-op lens: public land, conversion potential and projects already under way, every source as its own layer.

There is no open list of empty buildings or homes: the national vacant-homes file (LOVAC) is restricted to public authorities.

Districts where conversion makes sense

Where empty offices, the right zoning and a working neighbourhood come together — and what could go wrong.

A hand outlining a neighbourhood on a city map, with small houses drawn inside

Minimes, Barrière de Paris and Ponts-Jumeaux

The most conversions in the city, among them the former postal site on avenue des Minimes, and seven brownfields along the canal.

  • 13 permits creating ≥ 300 m² of homes from non-residential space, incl. 7,833 m² at 163 avenue des Minimes (authorised October 2025)
  • 7 Cartofriches sites

Risk: Large sites go to developers by permit before anyone else hears of them.

Carmes and Saint-Étienne (old town)

Timber-framed and brick buildings that the City closes by urgent safety order when floors fail — some stay closed for years.

  • 22 rue des Polinaires closed 30 June 2026
  • 5 rue Pharaon and 4 rue des Poutiroux closed since November 2020

Risk: Small co-owned buildings: buying needs every owner, and the City's orders are not published as a list.

Owners of buildings closed by safety order

The City's unsafe-buildings service (Immeuble menaçant ruine, Direction de la Protection des Populations) closes buildings by order and can do the works at the owners' cost. A co-owned building closed for years is a candidate for purchase: a co-op can approach the syndic with a works plan.

Subsidy

Action Logement's landlords (Promologis, In'li Sud-Ouest)

Action Logement subsidiaries buy converted offices in bulk for young workers and social, intermediate and assisted-ownership homes (Tersud). A co-op can propose a share of such a conversion or a partnership on a smaller building.

Urban Atlas class 13400 (brownfields, demolition sites and gaps in the built-up area, 0.25 ha and up) compared across the 2006, 2012 and 2018 editions, so each plot says how long it has stood unused; plus construction sites (13300) already under way in 2012, and 2012 construction sites left unused by 2018. Read from the EEA's open ArcGIS services, the same way in every radar city. The 2021 edition (Copernicus Data Space) drops plots built on since 2018 where scripts/reuse/import-urban-atlas-2021.ts has been run. Points are context, never evidence of vacancy.

What this radar cannot see yet

  • There is no open list of empty buildings or homes: the national vacant-homes file (LOVAC) is restricted to public authorities.
  • The City's safety orders are published one by one as PDFs on deliberations.toulouse.fr, searchable only through a form; only those found are shown, as named sites.
  • Toulouse Métropole's open-data portal publishes nothing on vacancy, municipal property or disposals, and metropole.toulouse.fr disallows all robots.
  • The PLUi-H social-housing rules (Géoportail de l'urbanisme) cover large sectors, not plots, so they are not drawn.

Know an empty building we have missed?

Open data cannot see everything. Tell us about a building in Toulouse that stands empty or barely used; once we have checked it, it joins the map under “Reported by visitors (checked)”.
