Lille

Lille's office market has turned: CBRE counts 389,300 m² of offices available in the metropolitan area (8.2%), and lettings fell by half in early 2026. Empty homes are the other story: the Métropole runs a 12-year concession to recycle vacant, degraded or blocked housing, and declares long-abandoned buildings — such as two in Fives in 2025 and one in Hellemmes in 2026 — manifestly abandoned so that it can expropriate them. Conversions are under way: 68 permits since 2013 each create at least 300 m² of homes from offices and shops, almost half of them in the centre, and the State's former Cité administrative is to become about 670 homes and student rooms.

Office figures: CBRE via Le Journal des Entreprises (13 May 2026): 389,300 m² of office space available in the Lille metropolitan area, vacancy 8.2%; take-up over 163,000 m² in 2025 (+7%) but 22,600 m² in Q1 2026 (−51% on a year). The reference date of the supply figure is not stated. Map built 2026-10-09.

The map

Every building a record says stands empty, one point per building: filter by type, size and how sure the evidence is, and open one to see who says so. “Opportunities” switches to the co-op lens: public land, conversion potential and projects already under way, every source as its own layer.

There is no open list of empty buildings or homes: the national vacant-homes file (LOVAC) is restricted to public authorities, and La Fabrique des quartiers' list of buildings in its vacant-housing concession is not published.

Districts where conversion makes sense

Where empty offices, the right zoning and a working neighbourhood come together — and what could go wrong.

A hand outlining a neighbourhood on a city map, with small houses drawn inside

Lille-Centre

Where offices are already becoming homes: 31 of the 68 conversion permits since 2013 are here.

  • 31 permits creating ≥ 300 m² of homes from non-residential space (Sitadel, 2013–2026)
  • 4 PLU housing or social-mix reservations

Risk: The most expensive part of the city; office owners convert themselves or sell to developers.

Fives and Hellemmes

Former industrial east Lille: the most brownfields in the city after Lomme, and three of the Métropole's abandonment cases (rue de Lannoy, rue Malsence, rue Faidherbe).

  • 15 Cartofriches sites (12 in Fives, 3 in Hellemmes)
  • 3 buildings declared manifestly abandoned, expropriation requested 2025–2026
  • 10 PLU housing or social-mix reservations

Risk: Big sites such as the former Fives-Cail works already have public developers; small abandoned houses take years of procedure.

Métropole Européenne de Lille and La Fabrique des quartiers — vacant housing concession

Since 2020 the Métropole's development company buys vacant, degraded or blocked homes — by agreement, pre-emption, or expropriation after an abandonment declaration — and has them rehabilitated, often as social rented homes. A co-op can ask to take on and renovate buildings from this pipeline.

Ville de Lille and the Métropole — manifest-abandonment procedure

The mayor records a building as manifestly abandoned (no regular occupant, no upkeep); if the owner does nothing within three months, the Métropole can expropriate it for a public-interest project. The decisions name the address — a list of buildings that are empty by official finding.

Métropole Européenne de Lille — PLU housing reservations

The PLU reserves 21 plots in Lille, Lomme and Hellemmes for housing programmes (often 100% homes, some with a social share) and sets social-mix and home-size rules on others; an owner who wants to sell can ask the beneficiary to buy. A co-op can target these plots with the Métropole or the City.

Urban Atlas class 13400 (brownfields, demolition sites and gaps in the built-up area, 0.25 ha and up) compared across the 2006, 2012 and 2018 editions, so each plot says how long it has stood unused; plus construction sites (13300) already under way in 2012, and 2012 construction sites left unused by 2018. Read from the EEA's open ArcGIS services, the same way in every radar city. The 2021 edition (Copernicus Data Space) drops plots built on since 2018 where scripts/reuse/import-urban-atlas-2021.ts has been run. Points are context, never evidence of vacancy.

What this radar cannot see yet

  • There is no open list of empty buildings or homes: the national vacant-homes file (LOVAC) is restricted to public authorities, and La Fabrique des quartiers' list of buildings in its vacant-housing concession is not published.
  • The City of Lille does not publish its building safety orders as a list or as data (after the 2022 rue Pierre-Mauroy collapse they were counted only in the press).
  • Abandonment and expropriation decisions are published one by one in the Métropole's register of acts (PDF); only those found are shown, as named sites.
  • The Métropole's news pages answer automated requests with 403, so its announcements of abandonment procedures could not be read.
