Marseille

After two buildings collapsed on rue d'Aubagne in November 2018, Marseille began publishing every building safety order in force, street by street, with the orders themselves. Read order by order, that list shows 1,291 addresses under an order today, and about 200 buildings closed to anyone living in or using them. Public bodies are taking on the worst: the Métropole's developers hold or are acquiring 58 degraded buildings in the centre to recycle into homes, and the City sells its own vacant property for housing through calls, auctions and listings.

Office figures: Cushman & Wakefield, H1 2026 — 233,800 m² of offices available at once in the Aix-Marseille area (+20% in a year), vacancy 3.6%; the rise comes only from second-hand space released (+24% in Marseille), while take-up fell 35% to 48,300 m², its lowest in five years. Map built 2026-10-09.

The map

Every building a record says stands empty, one point per building: filter by type, size and how sure the evidence is, and open one to see who says so. “Opportunities” switches to the co-op lens: public land, conversion potential and projects already under way, every source as its own layer.

There is no open list of empty homes: the national vacant-homes file (LOVAC) is restricted to public authorities; the Métropole publishes only statistics by IRIS.

Named empty by owners and public records

3 buildings that the owner or a public register records as empty — whole buildings of at least 1,500 m² whose plans suit homes on paper (band A in our conversion check), not ruins and not let for interim use. Each row says who records it empty and when. We have not been to them, and a record can be out of date; those we have confirmed empty ourselves are marked as tour stops.

Where to look first

Buildings with evidence that they stand empty — a second source agrees, a public record names them, or we have checked them — ranked by a score you can read: co-op scale, daylight depth, a station nearby, a zone that allows homes, affordable land and an open route in. Checked buildings carry their result; nobody has visited them on site yet. Leerstandsmelder reports join the list when they sit in a large non-residential building and a second source agrees.

Districts where conversion makes sense

Where empty offices, the right zoning and a working neighbourhood come together — and what could go wrong.

A hand outlining a neighbourhood on a city map, with small houses drawn inside

Noailles, Belsunce and the 1st arrondissement

The heart of Marseille's failing-building crisis: the most safety orders in force, and the Métropole's recycling blocks (Noailles) where public developers hold dozens of buildings.

  • 308 buildings under a safety order in force, 55 closed whole (City list)
  • 31 of the 58 buildings held or being acquired by Marseille Habitat and the SPLA-IN

Risk: Small, deep, co-owned buildings with heavy structural works; most recycled buildings are already promised to social landlords.

3 sources

Belle de Mai, Saint-Mauront and the 3rd arrondissement

Dense 19th-century streets with the second-largest number of safety orders and a priority recycling block (Clovis Hugues / Belle de Mai).

  • 221 buildings under a safety order in force, 38 closed whole
  • 12 of the 65 degraded co-owned estates in the recovery agreement

Risk: Low incomes and a fragile tenant population: any purchase must keep people housed.

2 sources

Joliette and Euroméditerranée (2nd and 3rd)

The office district, where most of Marseille's lettings happen and where the City's former Paquet headquarters stands empty.

  • 90 boulevard des Dames: 4,000+ m² City building empty since 2020
  • Most of Marseille's 31,050 m² of H1 2026 take-up was in Euroméditerranée and Marseille Sud

Risk: Prime offices are let; empty space is mostly second-hand floors, not whole buildings.

2 sources

Northern arrondissements (13th–16th)

Large degraded co-owned estates of the 1960s–70s, many under the State–Métropole–City recovery agreement, and the most brownfields.

  • 34 of the 65 degraded co-owned estates (13th, 14th, 15th)
  • 216 buildings under a safety order in force

Risk: Estates are lived in; recovery means works and buy-backs of flats, not empty buildings.

Ville de Marseille — 'Habiter Marseille : le Logement'

Since May 2024 the City sells its vacant property (historic acquisitions, leftovers of development schemes, ownerless property) by call for projects, auction or listing, every two to three months, to produce housing, notably social housing. A co-op can bid, alone or with a social landlord; four houses and flats are listed now.

Métropole, Marseille Habitat and the SPLA-IN — recycling degraded buildings

The Métropole acquires the most degraded buildings (by agreement, pre-emption or expropriation), makes them safe and structurally sound, then hands them to a social landlord chosen by call (AMI) or to Foncière Logement, at a price equal to the works done. Marseille Habitat still has 12 buildings to sell by 2028; a co-op can ask to be considered alongside social landlords.

Urban Atlas class 13400 (brownfields, demolition sites and gaps in the built-up area, 0.25 ha and up) compared across the 2006, 2012 and 2018 editions, so each plot says how long it has stood unused; plus construction sites (13300) already under way in 2012, and 2012 construction sites left unused by 2018. Read from the EEA's open ArcGIS services, the same way in every radar city. The 2021 edition (Copernicus Data Space) drops plots built on since 2018 where scripts/reuse/import-urban-atlas-2021.ts has been run. Points are context, never evidence of vacancy.

What this radar cannot see yet

  • There is no open list of empty homes: the national vacant-homes file (LOVAC) is restricted to public authorities; the Métropole publishes only statistics by IRIS.
  • Most safety orders are anonymised scans: whether an order forbids occupation is read by OCR from pages 2–6, so some bans are missed (those buildings stay in the weaker layer); the City warns its list is not exhaustive.
  • The SPLA-IN's and Marseille Habitat's lists come from their 2024 reports; acquisitions since then are not yet published.
  • Live State property sales (cessions.immobilier-etat.gouv.fr) refuse automated requests.
  • No list of vacant buildings of AP-HM (the hospitals), the diocese or the State in Marseille was found.
