Turin

Turin counts about 21,700 empty homes by the City's own estimate, and a long tail of former factories, barracks and State offices. The State's register and its investor portal name the large free buildings, the City lists what it will sell in a published disposal plan, and it regularly offers empty buildings — including property confiscated from organised crime — to non-profit bodies by public call.

A tour in 3D

An empty building in Turin, and what it could become

A building checked against today's sources and found empty — a site that could be well suited to the EHC model. A short film: how it could come back to life, with what our conversion check and economic model say it could hold. A potential we spotted, not a plan.

Together, room for ≈ 21 homes — a potential, not a plan.

  • furnished mid-term flats
  • affordable long-term homes

The map

Every building a record says stands empty, one point per building: filter by type, size and how sure the evidence is, and open one to see who says so. “Opportunities” switches to the co-op lens: public land, conversion potential and projects already under way, every source as its own layer.

The City's open-data portal AperTO still answers every request with 403 (tried once with EHC's User-Agent, 8 Oct 2026), so the City's own datasets were not read.

Named empty by owners and public records

4 buildings that the owner or a public register records as empty — whole buildings of at least 1,500 m² whose plans suit homes on paper (band A in our conversion check), not ruins and not let for interim use. Each row says who records it empty and when. We have not been to them, and a record can be out of date; those we have confirmed empty ourselves are marked as tour stops.

Where to look first

Buildings with evidence that they stand empty — a second source agrees, a public record names them, or we have checked them — ranked by a score you can read: co-op scale, daylight depth, a station nearby, a zone that allows homes, affordable land and an open route in. Checked buildings carry their result; nobody has visited them on site yet. Leerstandsmelder reports join the list when they sit in a large non-residential building and a second source agrees.

Districts where conversion makes sense

Where empty offices, the right zoning and a working neighbourhood come together — and what could go wrong.

A hand outlining a neighbourhood on a city map, with small houses drawn inside

Barriera di Milano and Regio Parco (north)

Former industrial belt with the ex INCET transformation area and the ex Manifattura Tabacchi, whose factory blocks the State records as free.

  • Ex Manifattura Tabacchi: 41,000 m² of buildings to regenerate
  • Corso Regio Parco 124–142: eight State factory records, about 17,300 m², recorded free (heritage-listed, so not on the free-building layer)
  • Ex INCET blocks at Via Cigna: about 7,350 m² offered by the City in 2025

Risk: Large sites are already planned for public uses or sold by auction; soil remediation is likely.

Lingotto, Nizza Millefonti and Italia '61 (south)

The empty Palazzo del Lavoro and the hospital quarter, where part of the former Regina Margherita hospital is State property recorded as free.

  • Palazzo del Lavoro abandoned, damaged by fire in 2015, owned by Cassa Depositi e Prestiti since 2021
  • Former Regina Margherita: about 20,340 m² recorded free

Risk: Heritage buildings with heavy restoration costs; the hospital quarter is earmarked for health and research uses.

Santa Rita and Mirafiori Nord (south-west)

A 27,000 m² State office building recorded as free, in a residential district with tram and metro links.

  • Via Bruno Giordano 97: about 27,000 m² gross recorded free
  • Corso Sebastopoli 3: State tax offices (about 6,600 m², heritage-listed) recorded free

Risk: A single large office block: the State may reuse or sell it as one lot.

Città di Torino — Divisione Patrimonio (property division)

The City publishes a three-year plan of sales, surface rights and valorisation leases (2025–2027) and runs auctions and direct sales from it; in 2025 it also sounded the market on lending City buildings for student housing under the national PNRR scheme (DM 481/2024). A co-op can bid for a surface right or ask for a valorisation lease on a listed building.

City Council — the 'Vuoti a rendere' citizens' resolution

A citizens' initiative asked for a census of homes empty for two years or more, warnings and higher taxes for owners of five or more empty units, and an end to sales of public housing; the version put to the vote in September 2025 had been watered down. A census, if adopted, would be the first list of empty buildings in Turin.

Città di Torino — calls for non-profit bodies (Divisione Patrimonio)

The City offers empty buildings to non-profit bodies by public notice with a reduced rent for a social project (Avviso 3/2026: three lots including the former education building at Via Cena 5, closed 29 September 2026), and gathers expressions of interest for reusing buildings it cannot fund itself (Corso Regina Margherita 47, open to 9 November 2026). A co-op or its partner association can apply.

Città di Torino — confiscated property (Codice Antimafia, art. 48)

Property confiscated from organised crime and handed to the City is granted free of rent to third-sector bodies with a social project; the City runs its own calls (Avviso Beni Confiscati 2/2026: two units at Via San Francesco da Paola 38/G and Via Cavour 9, open until 12:00 on 14 October 2026).

Urban Atlas class 13400 (brownfields, demolition sites and gaps in the built-up area, 0.25 ha and up) compared across the 2006, 2012 and 2018 editions, so each plot says how long it has stood unused; plus construction sites (13300) already under way in 2012, and 2012 construction sites left unused by 2018. Read from the EEA's open ArcGIS services, the same way in every radar city. The 2021 edition (Copernicus Data Space) drops plots built on since 2018 where scripts/reuse/import-urban-atlas-2021.ts has been run. Points are context, never evidence of vacancy.

Office buildings of 1,000 m² or more, with depth and storeys (EUBUCCO)
EUBUCCO (TU Berlin / ai4up), from the Spanish cadastre, Regione Lombardia’s building database and OpenStreetMap
EUBUCCO harmonises Europe's building footprints with their use, height and age. Only buildings whose source names the use are kept — the cadastre's office class in Barcelona and Madrid, Lombardy's "commerciale" in Milan, building=office in OpenStreetMap for Dublin and Lisbon — never EUBUCCO's machine-learning guesses. The footprint gives the plan depth, so the conversion score treats them like the German cadastre's offices (scripts/reuse/import-eubucco.ts → src/scripts/data/reuse/eubucco/, ODbL).

What this radar cannot see yet

  • The City's open-data portal AperTO still answers every request with 403 (tried once with EHC's User-Agent, 8 Oct 2026), so the City's own datasets were not read.
  • No building-level vacancy data: Piemonte's topographic database records no ruined buildings inside the city (62 in the surrounding box, none in Turin).
  • The general plan's zones (PRG Azzonamento, CC BY 4.0) are downloadable only from a password-protected area of the City geoportal and as a WMS picture, so transformation zones are not on the map.
  • The disposal plan is a PDF: its whole buildings are transcribed by hand (10), its flats, cellars, kiosks and land are not.
  • No office-market vacancy figure is published for Turin.
  • The orthophoto states no licence; it is credited to the City pending confirmation.
