Verona

Verona publishes no register of empty buildings. A press piece of March 2025 counts over 21,000 empty homes, about 15% of the stock, without naming its source. What the State records is concrete: eight buildings free in the register (many ex-Defence), three Torricelle fortification towers offered to investors, and the Ex Caserma San Bernardino — about 21,000 m² in the old town, "inutilizzato", where the new Questura offices are to move under the Piano Città. The City declares twelve whole buildings, mainly schools, 'not used' in the Treasury's 2022 census.

The map

Every building a record says stands empty, one point per building: filter by type, size and how sure the evidence is, and open one to see who says so. “Opportunities” switches to the co-op lens: public land, conversion potential and projects already under way, every source as its own layer.

No vacancy register or empty-buildings list from the City; the open-data host tried (dati.comune.verona.it) returned no catalogue on 9 Oct 2026, and the regional portal's City-property dataset (CC BY 4.0) lists concession and rental contracts, not vacancy.

Where to look first

Buildings with evidence that they stand empty — a second source agrees, a public record names them, or we have checked them — ranked by a score you can read: co-op scale, daylight depth, a station nearby, a zone that allows homes, affordable land and an open route in. Checked buildings carry their result; nobody has visited them on site yet. Leerstandsmelder reports join the list when they sit in a large non-residential building and a second source agrees.

Districts where conversion makes sense

Where empty offices, the right zoning and a working neighbourhood come together — and what could go wrong.

Historic centre — San Bernardino

The Ex Caserma San Bernardino, a former laundry and military compound of about 21,000 m² on Circonvallazione Maroncelli, is the largest unused State site in the centre.

  • About 12 buildings, mostly sheds, in mediocre condition
  • Part of the Piano Città di Verona

Risk: The State has already assigned part of it to the Questura; heritage status (historic-artistic State property) limits works.

North-west — the Martini barracks flats

Via Francesco da Levanto and Via Maldonado hold two blocks of former Defence flats recorded as free or partly free: 9,280 m² and three buildings of 3,200 m².

  • Via F. da Levanto 32: 9,280 m², partly free
  • Via M. Maldonado: three palazzine, 3,200 m², free

Risk: They may be earmarked for the State's own housing needs; the sources read do not say.

1 source

Verona Sud — Via Apollo

The former Motorizzazione Civile site has an office building of 3,192 m² and annexes of 2,272 and 800 m² recorded free.

  • Via Apollo: three free records (3,192, 2,272 and 800 m²), about 6,260 m² in all

Risk: Offices and technical buildings; the State's plan for the vehicle-licensing function is in the Genovesa compound.

Agenzia del Demanio — Piano Città di Verona and the State register

The Agency's Piano Città for Verona rationalises State seats (the Questura moves into the Ex Caserma San Bernardino; Motorizzazione and fire service are in the Genovesa compound). A co-op can ask for one of the eight buildings the register records as free, or answer the investor-portal offer of the Torricelle towers (each needs an urban-planning variant). The eight free records exclude hangars, bunkers and a building still "to be built".

Ministry of Defence → Agenzia del Demanio — ex-Defence flats

The Martini barracks flats and Montorio workshops came to the Agency by "ex Difesa" decrees; the Agency can sell, let or reuse them. Flats in a block (9,280 m² and 3,200 m²) are the closest thing in Verona to ready housing stock in State hands.

Urban Atlas class 13400 (brownfields, demolition sites and gaps in the built-up area, 0.25 ha and up) compared across the 2006, 2012 and 2018 editions, so each plot says how long it has stood unused; plus construction sites (13300) already under way in 2012, and 2012 construction sites left unused by 2018. Read from the EEA's open ArcGIS services, the same way in every radar city. The 2021 edition (Copernicus Data Space) drops plots built on since 2018 where scripts/reuse/import-urban-atlas-2021.ts has been run. Points are context, never evidence of vacancy.

Office buildings of 1,000 m² or more, with depth and storeys (EUBUCCO)
EUBUCCO (TU Berlin / ai4up), from the Spanish cadastre, Regione Lombardia’s building database and OpenStreetMap
EUBUCCO harmonises Europe's building footprints with their use, height and age. Only buildings whose source names the use are kept — the cadastre's office class in Barcelona and Madrid, Lombardy's "commerciale" in Milan, building=office in OpenStreetMap for Dublin and Lisbon — never EUBUCCO's machine-learning guesses. The footprint gives the plan depth, so the conversion score treats them like the German cadastre's offices (scripts/reuse/import-eubucco.ts → src/scripts/data/reuse/eubucco/, ODbL).

What this radar cannot see yet

  • No vacancy register or empty-buildings list from the City; the open-data host tried (dati.comune.verona.it) returned no catalogue on 9 Oct 2026, and the regional portal's City-property dataset (CC BY 4.0) lists concession and rental contracts, not vacancy.
  • A Politecnico di Milano thesis on the 'places of abandonment' of east Verona (a census from 2013–14 mapping work) returned HTTP 403 on 9 Oct 2026; it is a lead for a person, not read.
  • ANBSC's confiscated-property export (openregio.anbsc.it) answered HTTP 504 on every request on 9 Oct 2026, so the confiscated-property layer is missing.
  • The "21,000 empty homes" figure is a press claim with no stated source; ISTAT's census of non-occupied dwellings would be the official counterpart (not fetched).
  • No regional ruins or building-height layer for Veneto was read; floor areas come from the Global Building Atlas.
