Naples

Naples publishes no register of empty buildings, and the City's open property list dates from 2014. The radar shows what the State records as free — led by the 13 empty buildings of the Boscariello barracks in Miano — homes and shops confiscated from organised crime and handed to the City, and the City's own schools, churches and public buildings. Naples is also where occupied empty public buildings were first recognised as urban commons.

The map

Every building a record says stands empty, one point per building: filter by type, size and how sure the evidence is, and open one to see who says so. “Opportunities” switches to the co-op lens: public land, conversion potential and projects already under way, every source as its own layer.

The City publishes no list of its empty or unused property; its open property list is the 2014 edition, with no use status and no coordinates.

Check any building in Naples: could it become homes, and could the EHC model work there?

Where to look first

Buildings with evidence that they stand empty — a second source agrees, a public record names them, or we have checked them — ranked by a score you can read: co-op scale, daylight depth, a station nearby, a zone that allows homes, affordable land and an open route in. Checked buildings carry their result; nobody has visited them on site yet. Leerstandsmelder reports join the list when they sit in a large non-residential building and a second source agrees.

Districts where conversion makes sense

Where empty offices, the right zoning and a working neighbourhood come together — and what could go wrong.

A hand outlining a neighbourhood on a city map, with small houses drawn inside

Centro storico (UNESCO) and the Quartieri Spagnoli

The densest cluster of State property, the Trinità delle Monache and Carbonara convents, and the most confiscated units.

  • 8 State buildings free or partly free, about 35,000 m² gross
  • 35 addresses with 51 confiscated units handed to public bodies
  • 116 City schools, churches and public buildings

Risk: Short-term letting has emptied the centre of residents; most public buildings are listed convents.

Napoli Est (Gianturco, San Giovanni a Teduccio)

Former oil depots and factories, and small State buildings near the station that came to the State when a property company gave them up.

  • 13 State buildings free, about 13,900 m² gross
  • Former Eni-Agip depots and the ex Feltrinelli area mapped as brownfield

Risk: Contaminated land; the large sites wait for planned schemes.

1 source

Fuorigrotta, Bagnoli and Posillipo (west)

The Canzanella barracks, earmarked for student housing in the university district, and City depots and villas moved into a development fund.

  • Canzanella: about 10,000 m² covered on 27,000 m² of land
  • 12 addresses with confiscated units
  • 67 City public buildings

Risk: Posillipo sites are high-value and constrained; Bagnoli's former steelworks follow their own State programme.

Agenzia del Demanio — Piano Città degli immobili pubblici di Napoli

The State and the City signed a plan in December 2024 for nine State properties (over €600m), open to more State, City and other public buildings and to public-private partnerships; the State also lets empty buildings for 6–18 months while it plans (temporary use). A co-op can propose a housing use for a building added to the plan or bid for a temporary concession.

Comune di Napoli — urban commons (beni comuni)

Resolution 446 of 27 May 2016 recognised seven empty public buildings that citizens had reopened — Villa Medusa, ex Lido Pola, the ex OPG, the Giardino Liberato, Santa Fede Liberata, the Scugnizzo Liberato and the ex Schipa school — as places of civic and collective use, after the ex Asilo Filangieri. A community that runs an empty public building can ask for the same recognition.

Comune di Napoli and ANBSC — confiscated property

Homes and shops confiscated from organised crime pass to the City, which under article 48 of the anti-mafia code must list them and may assign them free of charge to non-profit bodies, including social co-operatives, for social use. The radar maps 132 addresses handed to public bodies.

Comune di Napoli — Municipalità 2

The district council of the historic centre has asked twice (September 2024, March 2025) for an inventory of unused City premises to be given to non-profit bodies; no answer had come by March 2025. A co-op can ask the Municipalità to put named premises forward.

Land without current use and stalled construction, mapped from satellite imagery (Copernicus Urban Atlas 2006–2018)
European Environment Agency — Copernicus Land Monitoring Service
Urban Atlas class 13400 (brownfields, demolition sites and gaps in the built-up area, 0.25 ha and up) compared across the 2006, 2012 and 2018 editions, so each plot says how long it has stood unused; plus construction sites (13300) already under way in 2012, and 2012 construction sites left unused by 2018. Read from the EEA's open ArcGIS services, the same way in every radar city. The 2021 edition (Copernicus Data Space) drops plots built on since 2018 where scripts/reuse/import-urban-atlas-2021.ts has been run. Points are context, never evidence of vacancy.

Office buildings of 1,000 m² or more, with depth and storeys (EUBUCCO)
EUBUCCO (TU Berlin / ai4up), from the Spanish cadastre, Regione Lombardia’s building database and OpenStreetMap
EUBUCCO harmonises Europe's building footprints with their use, height and age. Only buildings whose source names the use are kept — the cadastre's office class in Barcelona and Madrid, Lombardy's "commerciale" in Milan, building=office in OpenStreetMap for Dublin and Lisbon — never EUBUCCO's machine-learning guesses. The footprint gives the plan depth, so the conversion score treats them like the German cadastre's offices (scripts/reuse/import-eubucco.ts → src/scripts/data/reuse/eubucco/, ODbL).

What this radar cannot see yet

  • The City publishes no list of its empty or unused property; its open property list is the 2014 edition, with no use status and no coordinates.
  • The Città Metropolitana di Napoli's open-data portal (property and confiscated-property lists) did not answer on 8 Oct 2026.
  • No official building heights or floor areas: the regional building data in EUBUCCO for Naples are OpenStreetMap outlines with estimated heights.
  • The aerial photo is the national 2012 orthophoto; no newer open imagery was found.
  • Empty public homes (ERP) of the City and ACER Campania are not published; confiscated units still managed by ANBSC have no address.
  • No broker publishes Naples office vacancy.
