Tirana

Albania publishes no list of empty or unused State buildings. What Tirana shows is the State turning to its own property: in January 2025 the government offered four State sites in the capital to developers in exchange for office space (offers due 20 and 24 January 2025), and on 4 October 2026 it opened a draft law merging the cadastre, the Property Treatment Agency and State-property administration into one agency under the Prime Minister. The best-known idle landmark, the former Hotel Dajti, belongs to the Bank of Albania, which bought it in 2010 for €30 million; it stopped working as a hotel in 2002. No office-vacancy figure is published.

Office figures: No current Tirana office-vacancy figure was found (searched 9 Oct 2026); the Belgrade MarketBeat series does not cover it. Map built 2026-10-09.

The map

Every building a record says stands empty, one point per building: filter by type, size and how sure the evidence is, and open one to see who says so. “Opportunities” switches to the co-op lens: public land, conversion potential and projects already under way, every source as its own layer.

No register of empty or unused State or municipal buildings is published. The 2015 list of 85 assets named districts but no addresses and is eleven years old.

Where to look first

Buildings with evidence that they stand empty — a second source agrees, a public record names them, or we have checked them — ranked by a score you can read: co-op scale, daylight depth, a station nearby, a zone that allows homes, affordable land and an open route in. Checked buildings carry their result; nobody has visited them on site yet. Leerstandsmelder reports join the list when they sit in a large non-residential building and a second source agrees.

Districts where conversion makes sense

Where empty offices, the right zoning and a working neighbourhood come together — and what could go wrong.

Boulevard Dëshmorët e Kombit — former Hotel Dajti

A protected 1940s hotel on the city’s main boulevard has not worked as a hotel since 2002 and belongs to the central bank.

  • Stopped operating as a hotel in 2002
  • Bank of Albania bought it in 2010 for €30 million
  • Monument status since 2002

Risk: A public body with its own plan (a €16 million rebuild at tender in 2017); heritage protection since 2002; a disputed purchase.

Stadium district — State sites offered to developers

The government’s programme puts State plots near the Selman Stërmasi stadium, the Harry Fultz school and the engineering faculties on offer, with the State taking office space in exchange for building rights.

  • 22 institutions with about 13,000 staff to be re-housed near the stadium
  • Developer offers due 20 January 2025; stadium tender 24 January 2025

Risk: New towers on State plots, not reuse; the State keeps about half the development and offers no housing share in what was published.

Open-ended real-estate funds (each point names its fund and report)
German and Austrian open-ended public property funds must list every property with its vacancy (or letting) rate in their annual and half-year reports. scripts/reuse/import-fund-reports.ts reads those lists; properties at 10 % vacancy or more are shown, those at 25 % or more count as evidence.

Land without current use and stalled construction, mapped from satellite imagery (Copernicus Urban Atlas 2006–2018)
European Environment Agency — Copernicus Land Monitoring Service
Urban Atlas class 13400 (brownfields, demolition sites and gaps in the built-up area, 0.25 ha and up) compared across the 2006, 2012 and 2018 editions, so each plot says how long it has stood unused; plus construction sites (13300) already under way in 2012, and 2012 construction sites left unused by 2018. Read from the EEA's open ArcGIS services, the same way in every radar city. The 2021 edition (Copernicus Data Space) drops plots built on since 2018 where scripts/reuse/import-urban-atlas-2021.ts has been run. Points are context, never evidence of vacancy.

What this radar cannot see yet

  • No register of empty or unused State or municipal buildings is published. The 2015 list of 85 assets named districts but no addresses and is eleven years old.
  • The national geoportal (geoportal.asig.gov.al) redirects to a login (CAS) and answers its robots.txt with 403; it was not used. No open orthophoto service was found. Floor areas come from the Global Building Atlas only.
  • The Hotel Dajti’s present use could not be confirmed; the Bank of Albania’s note of June 2017 is the latest source found.
  • Buildings abandoned by developers (unfinished apartment blocks that are being legalised and mortgaged) are a distinct Albanian category; the press article on the programme (Monitor) answered 403 and no list was found.
  • Military and war-damaged sites are left out by rule.
