Novi Sad

Novi Sad publishes no register of empty buildings; the last public count, from the City’s construction inspectorate, was 41 abandoned building sites and 53 abandoned buildings in 2015. What is documented by name: an unfinished building in Pašićeva street stalled since 1994, a City-owned former clinic closed for about fifteen years, a protected inn in the old core close to collapse, and the bankrupt Jugoalat factory in a western industrial zone now being re-planned. The radar adds the mapped office stock and OpenStreetMap’s abandoned-building tags; nothing here is a vacancy register.

Where conversion makes sense, and who to talk to

The districts where empty space, the right zoning and a working neighbourhood come together, and the owners and programmes that open a door.

Old Core (Stari grad)

Several empty or unfinished buildings stand within a few hundred metres of each other in the protected historic centre: Pašićeva 19, the Bela lađa in Njegoševa and the former clinic in Vase Stajića.

  • Pašićeva 19 unfinished since 1994
  • Bela lađa empty for almost two decades, roof partly collapsed (Dec 2025)
  • Vase Stajića 38 closed since about 2009

Risk: Heritage protection, split or disputed ownership and pending cadastre proceedings slow every building down; one former clinic has already gone to the heritage institute.

Western industrial zone — Futoški put and Jugoalat

A 22.35 ha former industrial zone between Futoški put, Bulevar Slobodana Jovanovića and Branislava Borote is being re-planned as a business district; the abandoned Jugoalat factory stands on 3.05 ha of it.

  • Early public review of the plan elaborate, Feb 2026
  • Jugoalat bought out of bankruptcy for over 1.2 billion dinars
  • Buildings up to 15 storeys allowed

Risk: The plan favours offices and shops: housing is capped at 30% of a parcel (50% on complexes over 1.5 ha), and the Jugoalat site belongs to a developer with its own scheme.

Land without current use and stalled construction, mapped from satellite imagery (Copernicus Urban Atlas 2006–2018)
European Environment Agency — Copernicus Land Monitoring Service
Urban Atlas class 13400 (brownfields, demolition sites and gaps in the built-up area, 0.25 ha and up) compared across the 2006, 2012 and 2018 editions, so each plot says how long it has stood unused; plus construction sites (13300) already under way in 2012, and 2012 construction sites left unused by 2018. Read from the EEA's open ArcGIS services, the same way in every radar city. The 2021 edition (Copernicus Data Space) drops plots built on since 2018 where scripts/reuse/import-urban-atlas-2021.ts has been run. Points are context, never evidence of vacancy.

Probable era: estimated from a street photo (Panoramax, Mapillary, Google Street View)
Panoramax and Mapillary contributors; Google Street View (research use agreed with Google, 14 Oct 2026); estimate by EHC with a vision model
Where no register dates a building: its era read from a Panoramax or Mapillary photo looking at it — Google Street View only where no open photo answers (scripts/reuse/estimate-photo-eras.ts), only when the building is clearly visible and the model is confident, and only as “before 1945” or “1945 or later” — the split it got right for 89% of buildings with a register year in Amsterdam and Paris, and 89% from Street View pictures alone (photo-eras/calibration.json). An estimate: a sentence in the conversion check, never points.

What this radar cannot see yet

  • No register of empty or abandoned buildings is published. The construction inspectorate’s list (41 sites and 53 buildings in 2015) was reported by number only; its addresses are not public.
  • The City has no open-data portal and no City datasets on data.gov.rs (checked 15 Oct 2026). Its lease and sale notices were read as news reports; the 16 premises of May 2025 are not on the map because their addresses were not published in the report.
  • The Republic Directorate for Property’s map of public-property buildings (gis.rdi.gov.rs) answers point lookups but refuses list queries, and it holds only Republic property — not the City’s or the Province’s — so it cannot be drawn as a layer.
  • No open orthophoto or building register was reachable: the Republic Geodetic Authority’s hosts (geosrbija.rs, ogc.geosrbija.rs, inspire.geosrbija.rs, geoportal.gov.rs) refused connections on 15 Oct 2026, as they did for Belgrade on 9 Oct. Floor areas come from the Global Building Atlas only.
  • No office-vacancy figure is published for Novi Sad.
  • Military property is left out by rule: the former “Arčibald Rajs” barracks on Futoški put, empty and on the Ministry of Defence’s disposal list, appears only as OpenStreetMap brownfield land.
