Reuse radar

Graz

Graz publishes no data on empty buildings and has no city-wide vacancy survey: a 2021 council motion put empty flats at 6,000 to 15,000, and although Styria has allowed a vacancy levy since April 2022, no Graz decision to levy it was found. The radar therefore shows where reuse is in motion — the Rösselmühle and Postgarage area, the former Kirchnerkaserne, the City-bought Tennenmälzerei — plus the office buildings and brownfields mapped on OpenStreetMap.

Office figures: No Graz office vacancy figure was found in published market reports (searches of 9 October 2026 returned only German and Swiss cities); OpenStreetMap maps 294 office buildings in the city's box. Map built 2026-10-09.

The map

Every building a record says stands empty, one point per building: filter by type, size and how sure the evidence is, and open one to see who says so. “Opportunities” switches to the co-op lens: public land, conversion potential and projects already under way, every source as its own layer.

No register or survey of empty buildings or flats exists for Graz: estimates run from 6,000 to 15,000 empty flats (council motion, 2021), and the survey the City office was preparing in 2022 has not been published.

Districts where conversion makes sense

Where empty offices, the right zoning and a working neighbourhood come together — and what could go wrong.

A hand outlining a neighbourhood on a city map, with small houses drawn inside

Gries (Rösselmühle, Postgarage, Griesplatz)

A 1.375 ha commercial area west of Griesplatz whose owners want homes and work space, with a council-adopted framework plan and a housing co-operative society now among the owners.

  • Framework plan adopted by the City Council on 12 March 2026
  • Postgarage sold to the Rottenmanner Siedlungsgenossenschaft in October 2025, beside the non-profit developer ÖSW
  • Architecture competition is the next step

Risk: The Postgarage is a listed building with a running club lease, about 40% of the area stays commercial, and noise limits the number of homes (up to about 200).

Jakomini (Kirchnerkaserne)

A former barracks site where the City has opened a district sports ground and is about to start a park, under one master plan that also covers municipal housing (Wohnen Graz).

  • Bezirkssportplatz opened in September 2025
  • Ivanka-Gruber park: design competition June 2025, construction from summer 2026
  • Master plan covers the sports ground, the park and Wohnen Graz

Risk: The site is being filled with sport and green space; the City's list does not say which barracks buildings remain or who owns them.

Reininghaus (Tennenmälzerei)

The City bought the listed maltings and opened it for interim use while the new quarter is built around it: the model for heritage buildings it cannot yet refurbish.

  • Interim use since August 2024: 600 m² of event space and 600 m² of neighbourhood space
  • Reuse materials and a new roof after storm damage

Risk: Interim use only: a scaffold shell protects the building until a later general refurbishment, and the programme is culture and neighbourhood activity, not homes.

Stadt Graz — Abteilung für Immobilien (interim uses)

The City buys heritage buildings (the Tennenmälzerei) and opens them for interim use at low cost with reuse materials, until a general refurbishment. A co-op can propose an interim or long-term use for a City-owned building without a programme to the property department.

Allocation rule

Stadt Graz — building rights for non-profit developers

The City has granted non-profit developers building rights on City land for municipal flats — in 2010, 55 years at EUR 1 a year for Mariatroster Straße 186, with the City's allocation right — because the Styrian subsidy rules make the municipality bear land and servicing costs and non-profit developers build. A co-op that is a registered non-profit developer can bid for such a right.

City agency

Stadt Graz — Abteilung für Immobilien (purchase wish list)

The City says it is looking to BUY built or unbuilt land for homes in every district (1,200 to 6,000 m² of usable floor area) and green space in Lend, Gries and Jakomini, so an owner or a co-op with an empty building can offer it to the same desk — or offer it together with a non-profit developer.

Study: Graz grew 18% since 2010 and cannot expand municipal housing

EcoAustria's study for the non-profit developer ÖWG says Graz's population grew about 18% between 2010 and 2024, that the City is the most indebted state capital per resident and that Wohnen Graz lost EUR 5.5m in 2025 despite a EUR 3.0m City grant. It is commissioned by a non-profit developer.

Styria allows a vacancy levy; Graz opposition asks for it

A SPÖ council motion records that the Styrian Landtag had just passed a spatial-planning law letting municipalities charge for flats unused for over six months, and says the responsible office was preparing a vacancy survey.

Open-ended real-estate funds (each point names its fund and report)
German and Austrian open-ended public property funds must list every property with its vacancy (or letting) rate in their annual and half-year reports. scripts/reuse/import-fund-reports.ts reads those lists; properties at 10 % vacancy or more are shown, those at 25 % or more count as evidence.

Land without current use and stalled construction, mapped from satellite imagery (Copernicus Urban Atlas 2006–2018)
European Environment Agency — Copernicus Land Monitoring Service
Urban Atlas class 13400 (brownfields, demolition sites and gaps in the built-up area, 0.25 ha and up) compared across the 2006, 2012 and 2018 editions, so each plot says how long it has stood unused; plus construction sites (13300) already under way in 2012, and 2012 construction sites left unused by 2018. Read from the EEA's open ArcGIS services, the same way in every radar city. The 2021 edition (Copernicus Data Space) drops plots built on since 2018 where scripts/reuse/import-urban-atlas-2021.ts has been run. Points are context, never evidence of vacancy.

What this radar cannot see yet

  • No register or survey of empty buildings or flats exists for Graz: estimates run from 6,000 to 15,000 empty flats (council motion, 2021), and the survey the City office was preparing in 2022 has not been published.
  • The City's open data (CC BY 4.0) hold only counts of buildings, addresses and units per census tract from the national register; the building-level register behind them is not open and the BEV download answers 403.
  • The City's project list names places and plans but no coordinates, and says nothing about which barracks or mill buildings stand empty.
  • Court auctions in Graz yield one whole building (Schillerplatz 7) and two house shares among the 82 Styrian edicts of 9 October; the notices name debtors and were not read.
  • Federal (BIG) and railway property for sale in Graz is not published in a list that could be read; ask both for their disposal pipelines.
  • Floor areas come from the Global Building Atlas: the City's open height model (Höhenmodell, CC BY 4.0) could give measured heights, but no ready building-height service was found.
