Augsburg

Augsburg's office vacancy reached 5.6% at the end of 2025 — about 86,000 m² of a 1.52 million m² stock, the highest in years — and the 2022 census counted about 6,930 empty flats (4.3% of the stock), 2,910 of them empty for a year or longer. The biggest empty buildings are the former Karstadt store (closed August 2024, upper floors still empty and examined for schools) and a listed state-owned barracks wing on Calmbergstraße, empty since 2016. The city has no ordinance against leaving homes empty; a motion for one was sent back to committee in June 2026.

Office figures: A³ Immobilienmarktreport Wirtschaftsraum Augsburg 2025/2026 (Regio Augsburg Wirtschaft with bulwiengesa, data to Q1 2026): space available within three months at the end of 2025 was about 86,000 m² (MF-GIF), a vacancy rate of 5.6%, the highest of recent years and above the normal fluctuation reserve for the first time since 2018, on a stock of about 1.52 million m². Take-up fell to about 17,000 m² in 2025 against a ten-year average of 29,000 m²; the report expects vacancy to rise further in 2026, with older buildings under most pressure. No figure is given for older stock. Map built 2026-10-15.

Empty buildings in Augsburg

One point per building, from public records, open data and cited reports. Filter by type, size and how sure the evidence is; open one to see who says so and whether it could become homes.

No open list of empty buildings. The City's housing vacancy management (Stabsstelle Wohnraumentwicklung und Leerstandsmanagement) takes reports at leerstand@augsburg.de and the Wirtschaftsförderung runs a shop-vacancy form, but neither publishes a register; only buildings named by the city, the state or the press are on the map.

Where conversion makes sense, and who to talk to

The districts where empty space, the right zoning and a working neighbourhood come together, and the owners and programmes that open a door. 86,000 m² of offices stand empty (5.6% of the stock).

A hand outlining a neighbourhood on a city map, with small houses drawn inside

Innenstadt (Bürgermeister-Fischer-Straße, Annastraße, Karolinenstraße)

The former Karstadt department store and the former Rübsamen fashion house stand on the main shopping streets, and the city uses empty shops for interim uses and pop-ups.

  • Karstadt closed 24 Aug 2024; four upper floors empty about two years (June 2026)
  • Rübsamen closed April 2024; interim use KARO [10] Nov 2025–Mar 2026
  • Central shop vacancy about 4% in October 2024, up one point on a year

Risk: Owners prefer retail and school tenants; ground floors are re-letting and the upper floors are planned for schools, so homes are not on the table yet.

Oberhausen

The former Zeuna-Stärker works is being turned into a quarter of about 680 homes with a creative quarter, and the city utility has converted the listed gasworks next door into more than 100 studios.

  • Development plan for about 680 homes in force since 17 Apr 2025
  • BayernHeim plots for about 160 affordable flats (bought Dec 2022)
  • Gasworks: about 70,000 m², 55,000–60,000 m² lettable when finished

Risk: Zeuna-Stärker is mostly demolition and new build, and the first developer left in 2024; the gasworks is a commercial and cultural use.

Textilviertel and Spickel-Herrenbach (Berliner Allee, Schwabencenter)

The former Ledvance lamp works on Berliner Allee is planned for up to 1,000 homes, and the half-empty Schwabencenter arcade waits for a rebuild that would add flats.

  • Ledvance site about 120,000 m², sold to an investor in 2019
  • Up to 1,000 timber flats planned, half subsidised (July 2025)
  • Schwabencenter: owners' consent still outstanding in February 2025

Risk: Both are in private hands and depend on permits and, at the Schwabencenter, on the consent of many flat owners; neither reuses buildings for homes.

Signals to watch

Decisions, auctions and closures that change what becomes available, and when.

  1. 2026-09-21Fallback rule for subsidised housing

Because state subsidy may run short until 2029, the city proposed that developers who get no funding may instead sell the flats to the Wohnbaugruppe, pay a compensation sum, or let at rent-index level; the council was due to decide on 24 September.

  2. 2026-09-04Empty Kongress car park being demolished

Demolition of the car park beside the hotel tower, empty for years, resumed on 2 September after the city ordered it in July; the majority owner (a private owner) wants a 220-flat senior residence, but the plan allows only parking and the use is undecided.

  3. 2026-07-07Office vacancy at 5.6%

The A³ property market report puts available office space at about 86,000 m² at the end of 2025, the highest in years, and expects vacancy to rise further in 2026.

Urban Atlas class 13400 (brownfields, demolition sites and gaps in the built-up area, 0.25 ha and up) compared across the 2006, 2012 and 2018 editions, so each plot says how long it has stood unused; plus construction sites (13300) already under way in 2012, and 2012 construction sites left unused by 2018. Read from the EEA's open ArcGIS services, the same way in every radar city. The 2021 edition (Copernicus Data Space) drops plots built on since 2018 where scripts/reuse/import-urban-atlas-2021.ts has been run. Points are context, never evidence of vacancy.

Probable era: estimated from a street photo (Panoramax, Mapillary, Google Street View)
Panoramax and Mapillary contributors; Google Street View (research use agreed with Google, 14 Oct 2026); estimate by EHC with a vision model
Where no register dates a building: its era read from a Panoramax or Mapillary photo looking at it — Google Street View only where no open photo answers (scripts/reuse/estimate-photo-eras.ts), only when the building is clearly visible and the model is confident, and only as “before 1945” or “1945 or later” — the split it got right for 89% of buildings with a register year in Amsterdam and Paris, and 89% from Street View pictures alone (photo-eras/calibration.json). An estimate: a sentence in the conversion check, never points.

What this radar cannot see yet

  • No open list of empty buildings.
  • The City's geoportal (geodaten.augsburg.de, ArcGIS) draws its urban-renewal, redevelopment and development-measure areas, but its layers refuse queries ('Requested operation is not supported', checked 15 Oct 2026), so they are not read; the radar does not work around this.
  • No open Bavarian cadastre source with building use or condition was found, so there is no 'unused' flag and no cadastre office layer; offices come from OpenStreetMap. Bavaria's open LoD2 model (registry augsburg-lod2-heights) gives heights for floor areas.
  • State property: Immobilien Freistaat Bayern's sales list had no Augsburg building on 15 Oct 2026; whether the listed barracks wing at Calmbergstraße 2a was sold after its 2024 tender, and what became of the empty granary at Karmelitengasse 12, is not published.
  • Homes: the 2022 census counted about 6,930 empty flats (4.3%), 2,910 of them empty for a year or more (Pestel Institut via Presse Augsburg, 21 Aug 2024); the census grid was not read, and the city has no ordinance against leaving homes empty, so there is no case list.
  • The federal BImA list (1 Jan 2023) has a single Augsburg row, an estate on Ulmer Straße with empty flats; the council information system was not mined.
