Dresden

Dresden's statistics office counted 20,291 empty flats at the end of 2025 — 6.5% of 313,244 — with the highest rate in the Innere Altstadt (281 of 1,807 flats, 15.6%, in the open 2022 table). Saxony's cadastre flags no building as unused, so the radar rests on the city's own property calls: listed villas and former daycare centres to lease or sell, and the courtyard complex on Lößnitzstraße that the city tendered by concept in January 2026, plus two long-empty city-owned theatres.

Homes potential—not in the economic model’s office data yet

Office figures: BNP Paribas Real Estate, Büromarkt Dresden Q4 2025: vacancy rose over the year to 130,000 m² (4.3%), mainly from new buildings not yet let; the report expects it to rise further in older stock in 2026. Map built 2026-10-09.

The map

Every building a record says stands empty, one point per building: filter by type, size and how sure the evidence is, and open one to see who says so. “Opportunities” switches to the co-op lens: public land, conversion potential and projects already under way, every source as its own layer.

No open list of empty buildings: flat vacancy is published only as district estimates (latest open table 2022; city page for 2025), not by address, and the city's own list of empty properties is not public.

Where to look first

Buildings with evidence that they stand empty — a second source agrees, a public record names them, or we have checked them — ranked by a score you can read: co-op scale, daylight depth, a station nearby, a zone that allows homes, affordable land and an open route in. Checked buildings carry their result; nobody has visited them on site yet. Leerstandsmelder reports join the list when they sit in a large non-residential building and a second source agrees.

Homes standing empty

Of 28 Leerstandsmelder reports on the map, 27 sit in a building we can identify — 20 of them homes. Most are single flats or buildings below co-op scale. These are whole buildings of flats that people report empty, ranked by a reactivation score: co-op scale, whether the whole building is empty, how recent the report is, location and land. A building of flats needs no change of use. Reports are public and not checked by us — each card links to its entry on Leerstandsmelder.

Districts where conversion makes sense

Where empty offices, the right zoning and a working neighbourhood come together — and what could go wrong.

A hand outlining a neighbourhood on a city map, with small houses drawn inside

Innere Altstadt and Albertstadt

The two districts with the highest shares of empty flats in the city's open table (15.6% and 13.0% in 2022); the Innere Altstadt also had the city's highest rate at the end of 2025.

  • Innere Altstadt: 281 of 1,807 flats empty (2022)
  • Albertstadt: 200 of 1,540 flats empty (2022)
  • Citywide: 20,291 of 313,244 flats empty at the end of 2025 (6.5%)

Risk: The table is a statistical estimate by district, building age and type — it gives counts, not addresses, so it cannot be turned into a list of buildings.

Neustadt and Trachenberge

Two city-owned sites in the northern quarters: the decayed courtyard complex at Lößnitzstraße 5 (Äußere Neustadt, concept award in January 2026) and the former daycare buildings at Weinbergstraße 2 (Trachenberge), a concept tender in preparation.

  • Lößnitzstraße 5: concept award for culture and creative use, heritable right planned (Jan 2026)
  • Weinbergstraße 2: listed two-building complex, concept tender 'in preparation' (5 Oct 2026)

Risk: The Lößnitzstraße award went to a cultural working group and an earlier housing plan failed on noise rules; Weinbergstraße 2 has no tender date yet.

Klotzsche

Two listed villas that housed daycare centres, Darwinstraße 14 and Dörnichtweg 32, are about to be sold by the city.

  • Darwinstraße 14: listed villa with corner pavilion and garden
  • Dörnichtweg 32: listed neoclassical villa with garden house and large garden

Risk: Both are on the sale route (Verkauf), where price counts, in a high-value villa area; the date of the offer has slipped from April 2026.

Stadt Dresden — Amt für Hochbau und Immobilienverwaltung (city property)

The city sells, grants heritable building rights and runs concept tenders on the Baupilot platform; in a concept tender the price is fixed and the quality of the idea decides. Open on 5 October 2026: a call for tenants for the listed Villa Bautzner Straße 173 (until 30 October 2026), concept tenders at Sachsenplatz (up to 130 flats, with rent- and occupancy-restricted homes required; until 31 March 2027) and at Stadtteilzentrum Leuben (about 10,450 m²; until 30 June 2027); the three former daycare buildings follow.

Allocation rule

Concept award on a decayed city property (Lößnitzstraße 5)

The city let a long-empty courtyard complex by concept tender to a working group on a heritable building right. A co-operative can answer the same kind of tender with a housing-led concept, as the Sachsenplatz tender already asks for rent- and occupancy-restricted flats.

Federal agency BImA — empty federal estates

The BImA's list of 1 January 2023 names ten Dresden properties with empty offices or flats, among them Semperstraße 7, Else-Sander-Straße 8 and the estates at Hechtstraße 52–68 and Große Meißner Straße 4–10; in October 2026 it was letting flats at Löwenstraße 5a and 5d and Große Meißner Straße 4 and 10, so some have since been refurbished.

Federal programme 'Gewerbe zu Wohnen'

From July 2026 the federal government pays up to €30,000 a flat for turning heated non-residential buildings into homes (€300 million for 2026). It fits the offices, shops and parish and school buildings the radar lists.

Read from the EEA's open ArcGIS services, the same way in every radar city. The 2021 edition (Copernicus Data Space) drops plots built on since 2018 where scripts/reuse/import-urban-atlas-2021.ts has been run. Points are context, never evidence of vacancy.

What this radar cannot see yet

  • No open list of empty buildings: flat vacancy is published only as district estimates (latest open table 2022; city page for 2025), not by address, and the city's own list of empty properties is not public.
  • Saxony's cadastre records neither an 'unused' condition nor storeys (the condition field is empty on all 143,079 Dresden buildings), so the radar's building layer is public-purpose and administration buildings only.
  • Council papers: the city's OParl interface (oparl.dresden.de, dl-de/zero-2-0) is live but serves ten papers a page without search; reading the titles of 2,050 papers back to March 2025 found 26 on sales, heritable rights and the vacancy ordinance, and led to the two long-empty city buildings now on the map (the former theatre in Cotta and the former Staatsoperette in Leuben).
  • The state property agency's sale portal (immobilien.sachsen.de) is a search form with no open interface; the city's 20,775 owned plots are an open layer (kommisdd.dresden.de, NodeId 1616) but carry no building data.
  • Floor area: Saxony's cadastre has no storeys; GeoSN's LoD2 model or the Global Building Atlas must supply heights.
