Nuremberg

Nuremberg's own market report puts office vacancy at 10.3% at the end of 2025, up from 7.1% a year earlier. The city is the owner behind the radar's biggest stories: the former Kaufhof (closed June 2023, bought October 2024, in a concept selection since January 2026) and a 25,500 m² former Siemens office block in Röthenbach, empty since 2016 and being converted into vocational schools. A house group with the Mietshäuser Syndikat also took a listed city house on Regensburger Straße in December 2025 after 18 years of vacancy.

Office figures: Stadt Nürnberg, Marktbericht Immobilien Nürnberg 2026 (Wirtschaftsförderung): vacancy rate 10.3% in 2025 (7.1% a year earlier) on a stock of about 4,135,000 m²; demand for unrenovated older offices keeps falling and owners turn to modernisation and to conversion, often to housing. The report gives no vacant floor area. Map built 2026-10-09.

The map

Every building a record says stands empty, one point per building: filter by type, size and how sure the evidence is, and open one to see who says so. “Opportunities” switches to the co-op lens: public land, conversion potential and projects already under way, every source as its own layer.

No open list of empty buildings. The city's digital vacancy tool LeAn (nuernberg.le-an.de) sits behind a login, which the radar does not work around; the free listings the city publishes are the commercial-space offers (23 objects, all privately owned) read as 'market offers'.

Where to look first

Buildings with evidence that they stand empty — a second source agrees, a public record names them, or we have checked them — ranked by a score you can read: co-op scale, daylight depth, a station nearby, a zone that allows homes, affordable land and an open route in. Checked buildings carry their result; nobody has visited them on site yet. Leerstandsmelder reports join the list when they sit in a large non-residential building and a second source agrees.

Homes standing empty

Of 49 Leerstandsmelder reports on the map, 48 sit in a building we can identify — 30 of them homes. Most are single flats or buildings below co-op scale. These are whole buildings of flats that people report empty, ranked by a reactivation score: co-op scale, whether the whole building is empty, how recent the report is, location and land. A building of flats needs no change of use. Reports are public and not checked by us — each card links to its entry on Leerstandsmelder.

Districts where conversion makes sense

Where empty offices, the right zoning and a working neighbourhood come together — and what could go wrong.

A hand outlining a neighbourhood on a city map, with small houses drawn inside

Altstadt (Königstraße and Breite Gasse)

The city owns the former Kaufhof and its car park, the neighbouring City Point is in the same selection procedure, and the Zeughaus and Mauthalle join the same process.

  • Kaufhof closed June 2023, city-owned since 1 Oct 2024
  • City Point empty five years until Dec 2024
  • Council started the selection procedure on 28 Jan 2026

Risk: A multi-stage investor selection with heritage constraints (Kaufhof listed since October 2023); the first phase is closed and the city has not fixed a use.

2 sources

Röthenbach-Ost

A 25,500 m² 1990s office block empty since 2016 is being converted by the city into two vocational schools, a worked example of reusing an office frame.

  • Gross floor area 25,500 m² on a 1.9 ha site
  • Empty since 2016; kept rather than demolished
  • Preliminary design finished in June 2026

Risk: The client is the city and the use is public education, so it is a precedent, not an opening for housing.

2 sources

Langwasser

A twelve-storey tower of the Evangelisches Siedlungswerk has stood empty since 2020; the owner gave up refurbishing it and plans a full redevelopment with more, mostly subsidised, flats.

  • 48 flats empty since 2020 over fire-safety defects (the escape stairwell)
  • Refurbishment judged uneconomic; concept phase to finish 'soon'

Risk: The owner is a church-linked housing company with its own plans (659 new flats planned for 2024–2029), and the epd report gives no address.

Stadt Nürnberg — Wirtschaftsreferat (Sonderstab Kaufhof) and Liegenschaftsamt

The city owns the Kaufhof and runs the concept selection with the City Point, Zeughaus and Mauthalle; the Liegenschaftsamt sells surplus buildings. A co-operative can team with an investor in the second (concept and dialogue) phase or ask for the upper floors, as the city judges concepts on use mix, urban quality and treatment of the listed buildings as well as price.

Heritable lease to a house group (Regen406)

In December 2025 the city let a listed house that stood empty for 18 years to a house group with the Mietshäuser Syndikat for €1 on a heritable-lease arrangement; the group raises direct loans (€850,000 by May 2026) and a KfW loan. A co-operative can propose the same model for other empty city houses.

1 source
Subsidy

Federal programme 'Gewerbe zu Wohnen'

From July 2026 the federal government pays up to €30,000 a flat for turning heated non-residential buildings into homes (€300 million for 2026) — relevant to the older offices the city's report says are losing demand.

Urban Atlas class 13400 (brownfields, demolition sites and gaps in the built-up area, 0.25 ha and up) compared across the 2006, 2012 and 2018 editions, so each plot says how long it has stood unused; plus construction sites (13300) already under way in 2012, and 2012 construction sites left unused by 2018. Read from the EEA's open ArcGIS services, the same way in every radar city. The 2021 edition (Copernicus Data Space) drops plots built on since 2018 where scripts/reuse/import-urban-atlas-2021.ts has been run. Points are context, never evidence of vacancy.

What this radar cannot see yet

  • No open list of empty buildings. The city's digital vacancy tool LeAn (nuernberg.le-an.de) sits behind a login, which the radar does not work around; the free listings the city publishes are the commercial-space offers (23 objects, all privately owned) read as 'market offers'.
  • No open cadastre source with building use or condition was found for Bavaria in this wave (the open Hausumringe product holds outlines and was not downloaded), so there is no 'unused' flag or office layer from the cadastre; offices come from OpenStreetMap.
  • The council information system was not mined; the long-vacant old Arbeitsamt on Frauentorgraben (empty since 1992) and the Langwasser tower have no address in the sources read, so they are in the signals only.
  • Flat vacancy: no Nuremberg figure from the 2022 census or the city's statistics office was read; the city's housing-misuse ordinance has no public case list.
  • Floor area: Bavaria's LoD2 model (the registry's nuremberg-lod2-heights) is the source for heights.
