Wuppertal

Wuppertal's cadastre flags 305 buildings as unused or ruined (103 large enough to map) and the city keeps a private database of 96 problem and 28 scrap properties (1 October 2025). Its building company reported about 51,000 m² of empty municipal floor space in June 2026 — two office blocks are 100% vacant — and the council was asked on 13 July 2026 to authorise buying the 34,000 m² former Kaufhof at Neumarkt. By the electricity-meter method 5.4% of homes (about 10,900) are empty.

Office figures: bulwiengesa (RIWIS) for the Wuppertal economic development agency, quoted in the city's answer to the Greens, 23 Aug 2023: city-wide office vacancy 3.6%, about 60,000 m² in 2022, down from 6.2% (100,000 m²) in 2014. No newer figure was found. Map built 2026-10-09.

The map

Every building a record says stands empty, one point per building: filter by type, size and how sure the evidence is, and open one to see who says so. “Opportunities” switches to the co-op lens: public land, conversion potential and projects already under way, every source as its own layer.

Where to look first

Buildings with evidence that they stand empty — a second source agrees, a public record names them, or we have checked them — ranked by a score you can read: co-op scale, daylight depth, a station nearby, a zone that allows homes, affordable land and an open route in. Checked buildings carry their result; nobody has visited them on site yet. Leerstandsmelder reports join the list when they sit in a large non-residential building and a second source agrees.

Homes standing empty

Of 18 Leerstandsmelder reports on the map, 18 sit in a building we can identify — 4 of them homes. Most are single flats or buildings below co-op scale. These are whole buildings of flats that people report empty, ranked by a reactivation score: co-op scale, whether the whole building is empty, how recent the report is, location and land. A building of flats needs no change of use. Reports are public and not checked by us — each card links to its entry on Leerstandsmelder.

Districts where conversion makes sense

Where empty offices, the right zoning and a working neighbourhood come together — and what could go wrong.

A hand outlining a neighbourhood on a city map, with small houses drawn inside

Elberfeld city centre (Neumarkt, Weidenstraße, Bundesallee)

The 34,000 m² former Kaufhof, an empty city office block at Weidenstraße 25 and the listed Schauspielhaus lie within a kilometre; the city is moving to own the Kaufhof.

  • Kaufhof Neumarkt 26: about 34,000 m² gross floor area, purchase authorised on 13 Jul 2026 agenda
  • Weidenstraße 25: 945 m², 100% vacant (30 Jun 2026)
  • Elberfeld district: 22 problem and 7 scrap properties (1 Oct 2025)

Risk: The city's money is tight (no budget to buy problem properties) and its plans for the Kaufhof and Schauspielhaus are cultural and educational.

Barmen (Steinweg, Hatzfeld)

A city-owned office building at Steinweg 20 stands entirely empty and the former Prym land at Hatzfelder Straße has been stalled for years.

  • Steinweg 20: 1,755 m², 100% vacant (30 Jun 2026)
  • Prym site: plan 1252 stalled, no new start decision
  • City-wide vacancy about 5.4% (meter method)

Risk: Barmen's Prym site depends on a traffic fix and private landowners; the city has no money to buy.

Zooviertel and Elberfeld-West

The listed Zoosäle have been empty for more than ten years and the district council has a reported long-term vacancy at Simonsstraße 67/69; the Bundesgartenschau 2031 will raise attention here.

  • Zoosäle empty more than ten years (motion, Apr 2023)
  • Two-stage investor procedure planned with NRW.URBAN (report, May 2025)
  • Simonsstraße 67/69: student flats planned, empty for years (Apr 2026)

Risk: Planning limits rule out traditional housing at the Zoosäle; the sale procedure is restricted and non-public.

Stadt Wuppertal — Gebäudemanagement (GMW) and the Rat

The city's building company reported about 51,000 m² of empty internal space on 30 June 2026 (schools 25,000, culture and sport 14,200, social 3,200, offices and others 8,600). Two office blocks (Steinweg 20, Weidenstraße 25) are fully empty; the council can decide to sell or let them. Ask GMW for the full list and the Rat for a disposal on a concept basis.

Stadt Wuppertal — problem and scrap properties (Ressort 101)

The city lists 96 problem and 28 scrap properties (empty flats plus building defects). It cannot buy (no budget) but uses the pre-emption right and forced sales; each time so far a buyer signed a refurbishment commitment under §28 BauGB instead. A co-operative can step in as that buyer with finance and a refurbishment plan.

Council motion for a building-level vacancy register

On 9 Sep 2026 Die Linke and the Greens asked the administration to turn the meter-based monitoring (5.4%, about 10,900 homes) into a register and a public reporting tool, with results due by 31 Mar 2027. Offer the city a co-operative as the 'activation partner' for owners.

Read from the EEA's open ArcGIS services, the same way in every radar city. The 2021 edition (Copernicus Data Space) drops plots built on since 2018 where scripts/reuse/import-urban-atlas-2021.ts has been run. Points are context, never evidence of vacancy.

What this radar cannot see yet

  • The city's database of problem and scrap properties (124 buildings) is not public; only counts are given in council answers.
  • The 'Potenzialflächen-Online' site database is password-protected, and the 2017 list of municipal buildings is too old to use.
  • wuppertal.de, wz.de and wuppertaler-rundschau.de answered automated requests with 403, so the Zoosäle sale page and local press on the Kleeblatt post building (13,344 m², flagged unused) could not be read — leads for a person.
  • Council papers: titles of about 5,500 papers back to May 2022 were read through the open OParl interface; only titles naming empty buildings were followed up.
  • Floor area: the cadastre records no storeys; the NRW 3D building model (LoD2) still needs an adapter.
