Liège

Since early 2024 a City of Liège unit has identified 1,150 vacant homes, 258 of which were not even paying the vacant-building tax; vacancy was proven for 151 of those and about 100 files are ready for court. The Walloon map lists 47 'sites à réaménager' in the commune (about 216 ha), and big public buildings stand empty in the centre — the Province's 17,000 m² Chiroux complex and the City's former ice rink at Coronmeuse. Offices are tight (3.52% vacancy at the end of 2025), while almost a third of shop units in the hypercentre were empty in early 2025.

Office figures: Cushman & Wakefield's regional office MarketBeat puts Liège office vacancy at 3.52% at the end of 2025, down after a temporary rise; it does not publish vacant m², and its Q2 2026 edition reports prime rents rising to €195–215/m²/year after BNP Paribas Fortis pre-let 5,900 m² at The Hub near the station. Empty buildings in Liège

One point per building, from public records, open data and cited reports. Filter by type, size and how sure the evidence is; open one to see who says so and whether it could become homes.

No vacancy register is published: the City's list of about 1,150 empty homes found since 2024 and the roll of its tax on empty buildings stay internal, so empty homes cannot be shown building by building.

Where conversion makes sense, and who to talk to

The districts where empty space, the right zoning and a working neighbourhood come together, and the owners and programmes that open a door. 3.52% of the office stock stands empty (the floor area is not published).

Hypercentre: Chiroux–Croisiers

Two large neighbouring complexes in the commercial heart have emptied at once: the Province's Chiroux library (2023) and Ethias's head office (2025), and the university has walked away from both.

  • About 17,000 m² offered at a €3.8 million starting price in December 2023; three developer bids by 28 February 2024; sale withdrawn in June 2024
  • Ethias moved about 900 staff to Coronmeuse on 27 March 2025
  • Hypercentre shop vacancy 30.3% in early 2025, up from 2.8% in 2012

Risk: The Province now calls a real-estate project 'a possible hypothesis' for the part it does not keep, and the Ethias building is already in a developer's hands, so the window for a public or co-operative use may close.

Outremeuse: Bavière

The former hospital site is a recognised Walloon redevelopment site where new flats and the Province's B3 have been built, but the old hospital building itself is still a burnt-out shell.

  • Site à réaménager of 3.91 ha, definitive order 2 February 2011
  • More than 200 new flats on the site, most already sold by August 2024
  • Second major fire in November 2022

Risk: Two fires in five years and no energy supply; the building's future has depended on expert reports rather than a project.

Coronmeuse and Droixhe (tram terminus)

The tram line opened on 28 April 2025 with a terminus here, the Rives Ardentes eco-district is filling fast, and the City's own former ice rink stands empty in the middle of it.

  • 1,325 homes planned on 25 ha at Coronmeuse
  • Grand Palais closed since 2011, starting price €501,000, sale abandoned 29 May 2026
  • Tram line 11.7 km from Sclessin to Coronmeuse

Risk: Demand is high, so the Grand Palais could go to a demolition-and-rebuild buyer once the heritage talks end; one of the three 2026 bidders wanted to demolish most of it.

Hors-Château, Pierreuse and the Chartreuse hill

The historic quarter below the citadel and the slope across the river hold listed buildings that have stood without a use for years, from the Teutonic commandery to the Chartreuse fort.

  • Commandery without use since 2013; 8 flats proposed in April 2026
  • Chartreuse fort: provisional site à réaménager of 7.13 ha (13 November 2025), 580 objections
  • City-owned Immaculée-Conception church interior still awaiting restoration in June 2026

Risk: Listed fabric decays while permits and status procedures run; the Chartreuse status is contested by residents who fear building on a green site.

Urban Atlas class 13400 (brownfields, demolition sites and gaps in the built-up area, 0.25 ha and up) compared across the 2006, 2012 and 2018 editions, so each plot says how long it has stood unused; plus construction sites (13300) already under way in 2012, and 2012 construction sites left unused by 2018. Read from the EEA's open ArcGIS services, the same way in every radar city. The 2021 edition (Copernicus Data Space) drops plots built on since 2018 where scripts/reuse/import-urban-atlas-2021.ts has been run. Points are context, never evidence of vacancy.

Where no register dates a building: its era read from a Panoramax or Mapillary photo looking at it — Google Street View only where no open photo answers (scripts/reuse/estimate-photo-eras.ts), only when the building is clearly visible and the model is confident, and only as “before 1945” or “1945 or later” — the split it got right for 89% of buildings with a register year in Amsterdam and Paris, and 89% from Street View pictures alone (photo-eras/calibration.json). What this radar cannot see yet

  • No vacancy register is published: the City's list of about 1,150 empty homes found since 2024 and the roll of its tax on empty buildings stay internal, so empty homes cannot be shown building by building.
  • Wallonia's inventory of sites to redevelop (last updated December 2024) names abandoned or partly abandoned sites and their buildings, but not owners, storeys or when they emptied.
  • Wallonia has no open register of building use with floor areas or storeys: offices come from the topographic map's «Administration» class and OpenStreetMap, and floor areas are estimated from satellite heights (no Walloon floor-area source is wired into the build yet).
  • Shop vacancy (about 30% of units in the hypercentre in early 2025) is not published by address.
  • The Diocese publishes no list of churches to be closed or deconsecrated in the city; churches appear only when the press reports them.
  • Sales by the federal Régie des Bâtiments, the Province and the City are announced one by one, not as open data.
