Luxembourg City

One home in ten in Luxembourg City had nobody registered in it at the 2021 census — double the national rate — yet the City keeps no list of empty buildings and has never applied its tax on them. Its office market is tight, so the openings are public: priority housing zones the State and the City can buy into, City land given on long leases, and a parliament that asked the government in March 2026 for a strategy for housing co-operatives.

Office figures: JLL — about 4.6 million m² of offices in Luxembourg (stable), 3.6% empty at end-June 2026 against 3.9% at end-2025 (vacant area = stock × rate; the market covers the whole country, overwhelmingly the City). Homes: our economic model’s conversion engine. Map built 2026-10-09.

The map

Every building a record says stands empty, one point per building: filter by type, size and how sure the evidence is, and open one to see who says so. “Opportunities” switches to the co-op lens: public land, conversion potential and projects already under way, every source as its own layer.

No register of empty buildings and no vacant-building tax in use: the City says it has no overview of empty homes, and the census count is for the whole commune only.

Districts where conversion makes sense

Where empty offices, the right zoning and a working neighbourhood come together — and what could go wrong.

A hand outlining a neighbourhood on a city map, with small houses drawn inside

Hollerich and Gare

The Nei Hollerich quarter on the former Paul Wurth works and social-security headquarters is a priority housing zone, with 85 parcels the State and City may pre-empt; Gare has the most mapped office buildings and empty ground floors.

  • Framework agreement for Nei Hollerich signed on 13 December 2024
  • Priority housing zones of about 42 ha around the Porte de Hollerich

Risk: A private consortium leads Nei Hollerich, the affordable share goes to public bodies, and the City's Schluechthaus site is planned as a park, not homes.

Kirchberg

State land run by the Fonds Kirchberg is let on long leases with capped prices; two priority housing zones (Kuebebierg 58 ha, Kennedy Sud about 10 ha); EU institutions are reshuffling their buildings.

  • Priority housing zones Kuebebierg and Kennedy Sud
  • Fonds Kirchberg lets plots on emphyteosis or surface right

Risk: Land goes by developer-architect calls, not to co-operatives by default, and office vacancy is not published by district.

Gasperich and Cloche d'Or

The City's second office cluster: the European Commission plans to leave the 76,000 m² Drosbach complex once Jean Monnet 2 is delivered.

  • Jean Monnet 2 now expected in 2028

Risk: The move has slipped for years (Jean Monnet 2 was due in 2023, now 2028), the owner is not known, and the floor plates are deep.

Belair, Rollingergrund and Limpertsberg

Wunnquartier Stade (10 ha, 83% City-owned, co-operatives under study) and the former Villeroy & Boch works (8.5 ha, up to 810 homes).

  • STADePARK won the Wunnquartier Stade competition in November 2021
  • Zoning for up to 810 homes on the Villeroy & Boch site (December 2021)

Risk: The Villeroy & Boch land is mostly private and the stadium quarter's timetable is not public.

Ville de Luxembourg

Owns 870 addresses and about 87 ha of buildable land; sells affordable homes on its land by long lease (emphyteosis), grants surface rights to non-profits and buys every affordable home created in new-quarter plans. It says it has no experience with housing co-operatives yet but is studying them for Nei Hollerich and Wunnquartier Stade — a door to knock on now.

Urban Atlas class 13400 (brownfields, demolition sites and gaps in the built-up area, 0.25 ha and up) compared across the 2006, 2012 and 2018 editions, so each plot says how long it has stood unused; plus construction sites (13300) already under way in 2012, and 2012 construction sites left unused by 2018. Read from the EEA's open ArcGIS services, the same way in every radar city. The 2021 edition (Copernicus Data Space) drops plots built on since 2018 where scripts/reuse/import-urban-atlas-2021.ts has been run. Points are context, never evidence of vacancy.

What this radar cannot see yet

  • No register of empty buildings and no vacant-building tax in use: the City says it has no overview of empty homes, and the census count is for the whole commune only.
  • The national register of buildings and dwellings and the national tax on empty homes are still bills in committee, so nothing about empty homes is public by address.
  • The State's building records carry heights but not use, so office buildings come only from OpenStreetMap, which misses much of Kirchberg.
  • The zoning plan's new-quarter zones are now on the map (deferred-development zones are read for corroboration), but not the detailed zones (HAB-1/HAB-2/MIX) that say where homes are allowed inside built-up quarters.
  • Office vacancy is published for the whole country, not by district; the answers to two July 2026 parliamentary questions on empty State buildings and homes were not yet found online.
  • Leerstandsmelder reports are public reports, not checked by EHC; one counts as empty only while nothing since says otherwise.
