Eindhoven

Eindhoven has no list of empty buildings and the national building register (BAG) marks none as out of use, so the empties are those the City or the State names: the Karelspoort tax-office complex (18,089 m²) that the Rijksvastgoedbedrijf sold to the housing corporation Trudo in April 2026, the former VGZ office at Kennedyplein 300 that the City bought in December 2025, and a handful of churches. The City is a heavy converter: its permits register shows 41 applications since 2017 to turn offices into homes, a total of 599 address records.

Homes potential—not in the economic model’s office data yet

Office figures: No open city-wide office vacancy figure was read: the NVM regional report could not be opened and the broker reports are paywalled. The BAG register lists 186 office-only buildings with a unit of 1,000 m² or more inside the municipality (9 Oct 2026 test), which says what stands, not what is empty. Map built 2026-10-09.

The map

Every building a record says stands empty, one point per building: filter by type, size and how sure the evidence is, and open one to see who says so. “Opportunities” switches to the co-op lens: public land, conversion potential and projects already under way, every source as its own layer.

Eindhoven publishes no list of empty buildings or disposal list; its open data portal (138 datasets, 9 Oct 2026) has no vacancy or property layer, and the City's page on buying or renting a building answers automated requests with HTTP 403 (not crossed).

Districts where conversion makes sense

Where empty offices, the right zoning and a working neighbourhood come together — and what could go wrong.

A hand outlining a neighbourhood on a city map, with small houses drawn inside

Station district — Kennedyplein and Karelspoort

Two large former offices around the station have just changed hands to public or social owners.

  • Karelspoort 18,089 m² sold by the State, sale recorded 2 Apr 2026
  • Kennedyplein 300 empty since March 2025, bought by the City (Dec 2025)

Risk: Both are already earmarked: Karelspoort for asylum places and social housing (Trudo), Kennedyplein 300 for whatever the City decides.

Strijp and Woensel — churches

Churches and parish halls that the parish no longer needs: Theresiakerk, Jacobuskerk and Pastoor van Arskerk.

  • Theresiakerk: temporary housing for up to 35 people, still unpermitted
  • Jacobuskerk: demolition and rebuild 2026–28 with 123 homes

Risk: The parish and care providers have mostly reached for them already; the Pastoor van Arskerk became 40 homes for older people in June 2026.

Stratum and the city's own offices

The former municipal administration office at PC Hooftlaan shows the path from City office to ~120 flats; the permits register shows the cluster of small conversions along Stratumsedijk.

  • PC Hooftlaan: about 120 flats, construction not before 2027
  • 41 distinct office-to-home permit applications since 2017

Risk: Conversions here are mostly small office floors or villas, not whole buildings.

Gemeente Eindhoven — Vastgoed and vacancy management

The City hands vacant property it owns to a vacancy manager for temporary use until it is sold or redeveloped (VPS Nederland since a 2018 tender; the current contract was not read). Ask the Vastgoed department for the current vacant list and for the plan for Kennedyplein 300.

European Environment Agency — Copernicus Land Monitoring Service
Urban Atlas class 13400 (brownfields, demolition sites and gaps in the built-up area, 0.25 ha and up) compared across the 2006, 2012 and 2018 editions, so each plot says how long it has stood unused; plus construction sites (13300) already under way in 2012, and 2012 construction sites left unused by 2018. Read from the EEA's open ArcGIS services, the same way in every radar city. The 2021 edition (Copernicus Data Space) drops plots built on since 2018 where scripts/reuse/import-urban-atlas-2021.ts has been run. Points are context, never evidence of vacancy.

What this radar cannot see yet

  • Eindhoven publishes no list of empty buildings or disposal list; its open data portal (138 datasets, 9 Oct 2026) has no vacancy or property layer, and the City's page on buying or renting a building answers automated requests with HTTP 403 (not crossed).
  • The national building register marks no building in Eindhoven as out of use, and the Rijksvastgoedbedrijf's Biedboek shows for Eindhoven only Karelspoort (sold) and a plot for temporary housing.
  • The permits register records one row per address, so 41 office-conversion cases appear as 599 points; whether each conversion happened is not recorded.
  • No open office vacancy figure for the city could be read; the provincial and broker monitors are paywalled or behind bot challenges.
  • Empty homes are known to the City (the Leegstandwet permits are published one by one) but not as a list.
