The Hague

The Hague has the tightest office market of the four big Dutch cities — 4.5% vacancy in 2024 — and the floor space used as offices has shrunk by more than a tenth since 2015, mostly as offices became homes. What stands empty is named in council papers: a State office on the Regulusweg, police buildings on the Jan Hendrikstraat, two former KPN exchanges and a hospital chapel. On 1 January 2024, 14,763 homes (5.4%) had nobody registered, and a vacancy ordinance waits for national rules.

Office figures: Monitor Staat van de Haagse Economie 2024 (Cushman & Wakefield, spaces of 500 m² and more): vacancy 4.5% of the stock; office floor area 3.61 million m² in BAG (2024); vacant area = stock × rate (an estimate). Knight Frank (April 2026) puts the Binckhorst at 17%, the core districts below 5%. Map built 2026-10-09.

A tour in 3D

An empty building in The Hague, and what it could become

A building checked against today's sources and found empty — a site that could be well suited to the EHC model. A short film: how it could come back to life, with what our conversion check and economic model say it could hold. A potential we spotted, not a plan.

Together, room for ≈ 28 homes — a potential, not a plan.

The map

Every building a record says stands empty, one point per building: filter by type, size and how sure the evidence is, and open one to see who says so. “Opportunities” switches to the co-op lens: public land, conversion potential and projects already under way, every source as its own layer.

Check any building in The Hague: could it become homes, and could the EHC model work there?

Where to look first

Buildings with evidence that they stand empty — a second source agrees, a public record names them, or we have checked them — ranked by a score you can read: co-op scale, daylight depth, a station nearby, a zone that allows homes, affordable land and an open route in. Checked buildings carry their result; nobody has visited them on site yet. Leerstandsmelder reports join the list when they sit in a large non-residential building and a second source agrees.

Homes standing empty

Of 1 Leerstandsmelder reports on the map, 1 sit in a building we can identify — 1 of them homes. These are whole buildings of flats that people report empty, ranked by a reactivation score: co-op scale, whether the whole building is empty, how recent the report is, location and land. A building of flats needs no change of use. Reports are public and not checked by us — each card links to its entry on Leerstandsmelder.

Districts where conversion makes sense

Where empty offices, the right zoning and a working neighbourhood come together — and what could go wrong.

Binckhorst and Laakhaven

The office district with the highest vacancy in the region, in transformation, with the empty State office on the Regulusweg.

  • Office vacancy 17% in the Binckhorst (Knight Frank, 2025)
  • Regulusweg 1 empty since September 2025

Risk: Large plots are in developers' hands and planned for new build; the Regulusweg office is earmarked for civil servants from 2028.

Centrum (Jan Hendrikstraat, Westeinde, Passage)

Public and institutional owners hold long-empty buildings in the old centre.

  • Police buildings Jan Hendrikstraat 25-27: upper floors empty
  • Westeinde hospital chapel and sisters' house long unused
  • Administrative housing vacancy highest in Centrum and Scheveningen

Risk: Monument rules and split entrances make upper floors hard to use; the police building sits next to a secure yard.

  • Former KPN exchange, De Constant Rebecquestraat 55: partly empty
  • De Zaen, Beeklaan 219: permit for 18 apartments revoked (2025)

Risk: Private owners; De Zaen is under enforcement after its permit was revoked.

Bezuidenhout and Benoordenhout

  • Koningin Sophiestraat 27-29 empty since 2024
  • Neuhuyskade 32 (2,253 m²) sold by the State in December 2025

Risk: Both now belong to private developers with their own plans.

Read from the EEA's open ArcGIS services, the same way in every radar city. The 2021 edition (Copernicus Data Space) drops plots built on since 2018 where scripts/reuse/import-urban-atlas-2021.ts has been run. Points are context, never evidence of vacancy.

What this radar cannot see yet

  • No open list says which city or State buildings stand empty: the city's 2020 sale list was confidential and withdrawn in 2024, and the city has no current overview of temporary use.
  • The city's property dataset gives actual use, not occupancy; an older 'maatschappelijk vastgoed' layer marks 733 objects 'Leeg', but that means 'not let' (schools and offices in the city's own use), so it is not used.
  • The national building register marks only one building and ten units in The Hague as out of use.
  • The permit dataset stops in February 2024, when permits moved to the national Omgevingsloket; the city's building-projects dataset on dataplatform.nl could not be reached.
  • Empty homes are known to the city only as registration figures until the vacancy ordinance comes into force.
