Stuttgart

Stuttgart’s office vacancy has reached its highest level since the early 1990s, the city is selling administrative buildings around the Rathaus "for offices or flats", and the state’s empty former statistics office in Heslach is waiting for a buyer — while the city gives its own land only on ground lease, with a choice to buy for cooperatives.

Office figures: bulwiengesa via DZ HYP Regionenstudie 2026|2027 — 8.3 million m² of offices, 7.1% empty in mid-2026, the highest since the early 1990s (vacant area = stock × rate, a lower bound). Homes: our economic model’s conversion engine. Map built 2026-10-09.

A tour in 3D

An empty building in Stuttgart, and what it could become

A building checked against today's sources and found empty — a site that could be well suited to the EHC model. A short film: how it could come back to life, with what our conversion check and economic model say it could hold. A potential we spotted, not a plan.

Together, room for ≈ 183 homes for ≈ 403 people — a potential, not a plan.

The map

Every building a record says stands empty, one point per building: filter by type, size and how sure the evidence is, and open one to see who says so. “Opportunities” switches to the co-op lens: public land, conversion potential and projects already under way, every source as its own layer.

Neither the open state cadastre nor the city’s own records carry an "unused" condition, so there is no official list of empty buildings; floor area for offices is the footprint, with storeys estimated from heights.

Check any building in Stuttgart: could it become homes, and could the EHC model work there?

Where to look first

Buildings with evidence that they stand empty — a second source agrees, a public record names them, or we have checked them — ranked by a score you can read: co-op scale, daylight depth, a station nearby, a zone that allows homes, affordable land and an open route in. Checked buildings carry their result; nobody has visited them on site yet. Leerstandsmelder reports join the list when they sit in a large non-residential building and a second source agrees.

Homes standing empty

Of 227 Leerstandsmelder reports on the map, 222 sit in a building we can identify — 130 of them homes. Most are single flats or buildings below co-op scale. These are whole buildings of flats that people report empty, ranked by a reactivation score: co-op scale, whether the whole building is empty, how recent the report is, location and land. A building of flats needs no change of use. Reports are public and not checked by us — each card links to its entry on Leerstandsmelder.

Districts where conversion makes sense

Where empty offices, the right zoning and a working neighbourhood come together — and what could go wrong.

A hand outlining a neighbourhood on a city map, with small houses drawn inside

Mitte — Rathaus and Eberhardstraße

The city is moving its offices into the former Kaufhof and plans to sell the Graf-Eberhard-Bau, Eberhardstraße 39 and later Schmale Straße 9–13 — buildings it says could become offices or flats, in the core next to U-Bahn and S-Bahn.

  • Mayor’s proposals to sell two administrative buildings once their users have moved (May 2026)
  • Council decision of July 2026: the former Kaufhof becomes an administrative building; flats in it are dropped

Risk: Central land is the dearest in the city, the buildings need full refurbishment, and the sales follow the users’ move (2027 at the earliest) and a sale procedure the council has not yet set.

2 sources

Süd — Heslach (Böblinger Straße)

The state’s former statistics office on the Schoettle-Areal has stood empty since November 2024, and the state is talking about a discounted sale for social housing; the city has also forced empty flats nearby back onto the market.

  • Schoettle-Areal fully vacated in November 2024; last city–state negotiating round in October 2025
  • Wilhelm-Raabe-Straße 4: the city ordered empty flats re-let in 2025 under the ban on misuse of housing

Risk: The state is negotiating with the city housing company SWSG first, and the valuation is not final.

2 sources

Vaihingen and Möhringen (SynergiePark, STEP)

Stuttgart’s largest office cluster, where brokers see 10–15% vacancy in peripheral locations and tell owners of older buildings to think about a change of use; fund-held offices here report a third of their space empty.

  • JLL, July 2026: "no demand" for C-quality buildings in secondary locations
  • Meitnerstraße 6 (39% empty) and Breitwiesenstraße 19 (32%) in open-ended fund reports

Risk: Business-park zoning means homes need new planning law, many floor plates are deep, and the strongest new lettings are also here.

3 sources

Bad Cannstatt — NeckarPark and Hallschlag

A city plot for co-housing groups goes to a concept procedure from December 2026, and the listed former officers’ mess in Hallschlag has stood boarded up since the federal government sold it in 2016.

  • City page on Baugemeinschaften (July 2026): next procedure in the NeckarPark
  • Kontext, October 2024: the officers’ mess is empty and nothing has been built

Risk: The NeckarPark plot is new building, not reuse, and events at the stadium bring noise.

2 sources

Nord — Rosenstein and Heilbronner Straße

The city owns the whole Stuttgart 21 track field (85 ha), plans at least half of its homes subsidised and names cooperatives as builders; along Heilbronner Straße offices report vacancy, and the city company has already turned a hospital block here into 136 flats.

  • 4,700–5,700 homes planned, ≥ 50% subsidised
  • Bürgerhospital ward block converted to 136 flats (2024)

Risk: Everything depends on the new station opening and the tracks coming out — years away — and land enquiries are not yet being answered.

City of Stuttgart — land policy

City plots for flats go by concept and, for most buyers, on ground lease only; Stuttgart cooperatives, the SWSG and co-housing groups in a cooperative model may choose to buy or to take a 100-year ground lease at 2% of the land value (0.4% while homes are subsidised).

City of Stuttgart — co-housing groups (Baugemeinschaften)

Since 2013 the city sells plots to co-housing groups at a fixed price by concept procedure, rental models with a cooperative approach included; the next procedure, in the NeckarPark, is due to open in December 2026.

The 2021 edition (Copernicus Data Space) drops plots built on since 2018 where scripts/reuse/import-urban-atlas-2021.ts has been run. Points are context, never evidence of vacancy.

What this radar cannot see yet

  • Neither the open state cadastre nor the city’s own records carry an "unused" condition, so there is no official list of empty buildings; floor area for offices is the footprint, with storeys estimated from heights.
  • The city’s own building map (storeys, addresses, empty building plots) is not open data: publishing from it needs the city surveying office’s consent, so the radar does not use it.
  • Land values are not machine-readable: the state service is closed to automated access and the city’s map is an image only.
  • Stuttgart’s courts do not publish forced auctions on zvg-portal.
  • The 2022 census counted 11,152 empty flats (3.5%), far more than the city’s own estimate of about 3,000 — but not by address.
  • Leerstandsmelder reports are public reports, not checked by EHC; the map counts one as empty only while nothing since says otherwise — its status, its comments or its age.
