Prague

Prague is among the least affordable cities in Europe — a new flat costs about 15 years of average gross pay — yet its planning institute maps 653 sites where buildings stand without any use — and 55 City-owned buildings lie inside them. A new Metropolitan Plan in force since September 2026 opens former railway and factory land, and the City is converting some of its empty buildings into municipal rented homes.

Office figures: Prague Research Forum (CBRE, Colliers, Cushman & Wakefield, iO Partners, Knight Frank, Savills), Q2 2026 — 229,100 m² vacant, 5.8% of 3.95 million m² of modern offices; highest in Prague 10 (11.4%) and Prague 3 (11.2%). Map built 2026-10-10.

A tour in 3D

An empty building in Prague, and what it could become

A building checked against today's sources and found empty — a site that could be well suited to the EHC model. A short film: how it could come back to life, with what our conversion check and economic model say it could hold. A potential we spotted, not a plan.

Together, room for ≈ 17 homes for ≈ 39 people — a potential, not a plan.

The map

Every building a record says stands empty, one point per building: filter by type, size and how sure the evidence is, and open one to see who says so. “Opportunities” switches to the co-op lens: public land, conversion potential and projects already under way, every source as its own layer.

Check any building in Prague: could it become homes, and could the EHC model work there?

Where to look first

Buildings with evidence that they stand empty — a second source agrees, a public record names them, or we have checked them — ranked by a score you can read: co-op scale, daylight depth, a station nearby, a zone that allows homes, affordable land and an open route in. Checked buildings carry their result; nobody has visited them on site yet. Leerstandsmelder reports join the list when they sit in a large non-residential building and a second source agrees.

Districts where conversion makes sense

Where empty offices, the right zoning and a working neighbourhood come together — and what could go wrong.

A hand outlining a neighbourhood on a city map, with small houses drawn inside

Karlín and Libeň (Praha 8)

The most mapped unused buildings of any district, the City's largely empty Karlín barracks, and many administrative buildings by the river.

  • 60 unused-building areas in IPR's survey (most of any district)
  • 61 administrative buildings of 500 m² or more in RÚIAN
  • Kasárna Karlín: renovation to 2032

Risk: Karlín is one of Prague's priciest office and housing districts; the barracks programme leans to culture and student rooms.

3 sources

Old Town and New Town (Praha 1)

The City owns more buildings here than anywhere else, and several stand unused — including burgher houses by the Old Town Hall.

  • 121 City-owned buildings of about 300 m² or more
  • 57 unused-building areas in IPR's survey
  • Praha 1 keeps a list of endangered buildings whose owners it has called on to repair them

Risk: Listed buildings in the heritage reserve: costly repairs and strong pressure for hotels and short-term letting; office vacancy only 3.7%.

3 sources

Žižkov and Vršovice (Praha 3 and Praha 10)

The highest office vacancy in Prague and large transformation land around the Žižkov freight station and the Orionka factory site.

  • Office vacancy 11.2% (Praha 3) and 11.4% (Praha 10) in Q2 2026
  • 45 buildable transformation areas in Praha 10
  • City-owned buildings at Jana Želivského 2200 and in the Orionka site mapped as unused

Risk: Transformation land is largely in railway and developer hands; homes come only with new structures.

3 sources

Vysočany (Praha 9)

The largest number of buildable transformation areas in the new plan, and the City's Skloněná hostel waiting to become 152 rented homes.

  • 55 buildable transformation areas (most of any district)
  • Skloněná: 152 municipal flats planned

Risk: Former industrial land with contamination and long planning; the hostel conversion has already been re-tendered once.

Read from the EEA's open ArcGIS services, the same way in every radar city. The 2021 edition (Copernicus Data Space) drops plots built on since 2018 where scripts/reuse/import-urban-atlas-2021.ts has been run. Points are context, never evidence of vacancy.

What this radar cannot see yet

  • IPR's unused-building class is a survey of land use, not a register: it names no address, owner or date, and includes the building's grounds.
  • Ownership of buildings other than the City's is not open in bulk (the land register answers per parcel).
  • IPR's map services shut out automated agents; its open-data downloads work, but a filtered download is generated on the first request and answers "pending" until it is ready.
  • The State's property offers is not readable by machine (a script-driven portal). The Prázdné domy (Empty Houses) association's live database sits behind a bot challenge; its buildings are read from the Internet Archive's copies instead, so their statuses are only as fresh as the last capture (mostly 2017–2022).
  • No co-op route is open today: the City's 2019 plan for co-operative housing on its land has not produced a call.
  • The Empty Houses association (Prázdné domy) database sits behind a bot challenge (WEDOS protection, HTTP 401), which is never passed; since 9 Oct 2026 its map and building cards are read from Wayback Machine captures (547 buildings empty, to be rescued or under works) — ask the association for a current export.
  • Prague 1 knows which of its 1,432 non-residential units are free (126 on 8 Oct 2026) but publishes the addresses only through a map service that refuses outside requests (HTTP 403) and a form export; districts other than Prague 5 have published no empty-premises list.
