Wrocław

Wrocław's national topographic database records 259 buildings as out of use and 41 as ruined, 36 of them with a footprint of 1,000 m² or more: the old factory halls of the HACO machine-tool works on Grabiszyńska and two former hospitals among them. The City runs a property exchange that listed 48 built properties and 126 units on 9 October 2026, Długa 49 (a 14,523 m² plot with office and warehouse buildings, asking PLN 130m) the largest. Offices stand 21.8% empty, about 295,000 m².
Vacant office space295,000 m²21.8% of the stock stands empty
Empty buildings on record67641 confirmed, 45 likely
Flagged unused258buildings in the official cadastre; 36 have 3,000 m² or more
Homes potential—not in the economic model’s office data yet

Office figures: BNP Paribas Real Estate Poland, end of Q2 2026 — 21.8% of the stock vacant, about 295,000 m² (read from the report chart); Property Forum puts the stock at 1,353,800 m². Katowice (22.2%) is the only regional market with a higher rate; the eight-city average is 17.3% (PINK). Map built 2026-10-09.

The map

Every building a record says stands empty, one point per building: filter by type, size and how sure the evidence is, and open one to see who says so. “Opportunities” switches to the co-op lens: public land, conversion potential and projects already under way, every source as its own layer.

Check any building in Wrocław: could it become homes, and could the EHC model work there?

Where to look first

Buildings with evidence that they stand empty — a second source agrees, a public record names them, or we have checked them — ranked by a score you can read: co-op scale, daylight depth, a station nearby, a zone that allows homes, affordable land and an open route in. Checked buildings carry their result; nobody has visited them on site yet. Leerstandsmelder reports join the list when they sit in a large non-residential building and a second source agrees.

Districts where conversion makes sense

Where empty offices, the right zoning and a working neighbourhood come together — and what could go wrong.

A hand outlining a neighbourhood on a city map, with small houses drawn inside

Grabiszyn (HACO works, Grabiszyńska and Klecińska)

The largest cluster of industrial buildings recorded out of use: six halls of 3,100 to 8,000 m² footprint along Grabiszyńska and Klecińska, on the site of the Fabryka Automatów Tokarskich (HACO), which OpenStreetMap mappers mark abandoned.

  • Ten buildings of 500 m² or more recorded out of use or ruined within 1.6 km, 40,243 m² of footprint (BDOT10k, 2025–26 records)
  • Halls of 7,956, 7,768, 7,608, 6,394, 4,021 and 3,132 m² recorded out of use (records of 6 Feb 2026 and 5 Aug 2025)

Risk: The site was the works of the machine-tool maker FAT (HACO group): some records may be a partial closure rather than a derelict works, and the owner is not named in any open record.

Stare Miasto and Nadodrze

The City's own sale list is densest here: Długa 49 (PLN 130m, 14,523 m² plot), the three listed tenements at Piłsudskiego 70/72 and a built plot at Żiżki 3 and 5, plus 63 BDOT10k records within 2 km.

  • Długa 49: PLN 130m asking price, offer in preparation since 10 Aug 2026
  • Żiżki 3 and 5: tender on 15 Dec 2026, PLN 10.5m
  • The 14,354 m² Arkady Wrocławskie site (1.7 ha) is being cleared for a mixed scheme

Risk: Prices are high and heritage rules apply; the exchange does not say which buildings are empty.

2 sources

Ołbin and Przedmieście Oławskie

The old Traugutta hospital stands here, and the City's own tenements in Plac Grunwaldzki and Przedmieście Oławskie are in the PoWROty kamienic renovation programme.

  • 44 BDOT10k records within 1.5 km, 13 of them of 500 m² or more
  • PoWROty kamienic: 100 City-owned tenements to be renovated by 2029; 7 of the 22 first-stage buildings (PLN 51m) are in Plac Grunwaldzki and 1 in Przedmieście Oławskie

Risk: The hospital is owned by a company and has been empty since 2015; the tenements are the City's housing stock and are mostly lived in.

2 sources

Krzyki and al. Wiśniowa

The former Railway Hospital (2.38 ha, 1901 main building) sits on al. Wiśniowa; the BDOT10k flag was refreshed in February 2026, so it was still recorded out of use then.

  • Hospital departments moved out in about 2015; the Marshal's Office sold the site for over PLN 28m in February 2018
  • Record out of use dated 6 Feb 2026 (3 storeys, 2,561 m² footprint)

Risk: Heritage protection limits the work to modernisation, and the developer who bought it in 2018 may already be building.

Gmina Wrocław — property exchange (Giełda Nieruchomości)

The City lists what it sells with coordinates, plan symbols and tender dates: 48 built properties and 126 units on 9 October 2026. Tenders open on 30 Oct (Osobowicka 134, 136, PLN 1.85m), 17 Nov (Kamieńskiego 58, PLN 1.08m), 27 Nov (Pszczyńska 22, 24, 26, PLN 2.35m) and 15 Dec 2026 (Żiżki 3, 5, PLN 10.5m). A co-op needs the offers' buildings checked on site; the exchange does not say which stand empty.

Allocation rule

Rada Miejska Wrocławia — sales under the Housing Co-operatives Act

A council may resolve to sell municipal land only to housing co-operatives and members acting under a co-operation agreement, by limited written tender, with a repurchase right if the homes are not built (Arts. 12–19). Wrocław already supported three co-operatives at Nowe Żerniki through a city company before the act existed. The act covers sale of land, not leases.

City housing stock — Zarząd Zasobu Komunalnego and the PoWROty kamienic programme

The City is renovating 100 tenements it owns outright by 2029 (22 in the first stage, PLN 51m). Ask the housing company which of them stand empty after renovation or are earmarked for a long lease to a resident-run organisation; the City's own page does not say whether any are empty.

Urban Atlas class 13400 (brownfields, demolition sites and gaps in the built-up area, 0.25 ha and up) compared across the 2006, 2012 and 2018 editions, so each plot says how long it has stood unused; plus construction sites (13300) already under way in 2012, and 2012 construction sites left unused by 2018. Read from the EEA's open ArcGIS services, the same way in every radar city. The 2021 edition (Copernicus Data Space) drops plots built on since 2018 where scripts/reuse/import-urban-atlas-2021.ts has been run. Points are context, never evidence of vacancy.

What this radar cannot see yet

  • The City publishes no register of empty municipal flats or buildings: the Zarząd Zasobu Komunalnego manages the stock, but no vacancy list was found; an access-to-public-information request is the only route (draft only, never sent).
  • The property exchange says 'built', not 'empty', and gives the plot's area, not the buildings' floor area.
  • The BDOT10k out-of-use and ruined flags lag reality (Arkady Wrocławskie is being demolished) and name no owner; the City geoportal (geoportal.wroclaw.pl) exposes no open EGiB or building service we could find, so storeys and floor area come from BDOT10k.
  • bip.um.wroc.pl's robots.txt disallows PDF files and searches, so the City's sale notices (wykazy) were not read; the exchange carries the same offers.
