Lublin

Lublin's strongest evidence is the City's own: it is selling the buildings its administration used to occupy at ul. Leszczyńskiego 20 and 22 — two office buildings, one of eight storeys, 'currently unused', starting price PLN 25.5m, tender on 26 November 2026, with planning-conditions decisions of 18 September 2025 for conversion to flats — and the former 'Czerwona Karczma' at ul. Turystyczna 2, which the City describes as unoccupied and unused. The national topographic database records 92 buildings out of use and 127 ruined, led by the Odlewnia Żeliwa foundry (footprints of 20,229 and 11,942 m²). Offices stand 10.5% vacant, about 24,000 m² (BNP Paribas Real Estate, Q2 2026).

Office figures: BNP Paribas Real Estate Poland, end of Q2 2026 — Lublin 10.5% of the stock vacant, about 24,000 m² (read from the report chart); the eight-city regional average is 17.3%. Lublin took under 2% of the quarter's leasing. Map built 2026-10-09.

A tour in 3D

An empty building in Lublin, and what it could become

A building checked against today's sources and found empty — a site that could be well suited to the EHC model. A short film: how it could come back to life, with what our conversion check and economic model say it could hold. A potential we spotted, not a plan.

Together, room for ≈ 32 homes — a potential, not a plan.

  1. Offices of the former City administration, ul. Stanisława Leszczyńskiego 20/22 (Wieniawa)Stanisława Leszczyńskiego 20 · ≈ 32 homes
  • activated ground floor
  • shared rooms
  • furnished mid-term flats
  • affordable long-term homes

The map

Every building a record says stands empty, one point per building: filter by type, size and how sure the evidence is, and open one to see who says so. “Opportunities” switches to the co-op lens: public land, conversion potential and projects already under way, every source as its own layer.

Check any building in Lublin: could it become homes, and could the EHC model work there?

Named empty by owners and public records

2 buildings that the owner or a public register records as empty — whole buildings of at least 1,500 m² whose plans suit homes on paper (band A in our conversion check), not ruins and not let for interim use. Each row says who records it empty and when. We have not been to them, and a record can be out of date; those we have confirmed empty ourselves are marked as tour stops.

Where to look first

Buildings with evidence that they stand empty — a second source agrees, a public record names them, or we have checked them — ranked by a score you can read: co-op scale, daylight depth, a station nearby, a zone that allows homes, affordable land and an open route in. Checked buildings carry their result; nobody has visited them on site yet. Leerstandsmelder reports join the list when they sit in a large non-residential building and a second source agrees.

Districts where conversion makes sense

Where empty offices, the right zoning and a working neighbourhood come together — and what could go wrong.

A hand outlining a neighbourhood on a city map, with small houses drawn inside

Wieniawa and the centre — Leszczyńskiego 20/22 and ul. 3 Maja

A 0.25 ha City plot with two unused office buildings (one of eight storeys) near the city centre has conversion-to-flats permissions and a tender date; a heritage villa on ul. 3 Maja stood empty from 2023.

  • Leszczyńskiego 20/22: tender 26 November 2026, planning-conditions decisions of 18 September 2025 allow flats, hotel or services
  • Council vote to sell: 26 March 2026 (18 for, 9 against)
  • 11 BDOT10k out-of-use or ruined records within 1.5 km (4,341 m² of footprint)

Risk: The starting price is PLN 25.5m and the Mayor himself thinks demolition would be best; the 3 Maja villa is priced at PLN 6.2m and its owner is not named in the article.

Tatary and the eastern industrial belt — Czerwona Karczma and the foundry

The largest recorded out-of-use floor space in Lublin lies along ul. Frezerów and ul. Mełgiewska (the Odlewnia Żeliwa foundry: 20,229, 11,942 and 2,456 m² footprints), a kilometre from the City's own offer of the unused Czerwona Karczma.

  • 19 BDOT10k out-of-use or ruined records within 2.5 km, 7 of them of 500 m² or more (41,978 m² of footprint in all)
  • Czerwona Karczma: 0.3521 ha, monuments register, starting price PLN 2.9m with a 50% discount

Risk: An industrial belt with unknown owners and probable contamination; the BDOT10k flag lags and the foundry's legal state was not verified.

LSM estate — Hansen pavilion, ul. Balladyny 10

A modernist pavilion by Zofia and Oskar Hansen, abandoned and decaying, is the subject of a protection-and-reuse study with the City Monument Conservator.

  • Inventory and research from May 2025; workshop 31 July and presentation 1 August 2025
  • 4 BDOT10k out-of-use or ruined records within 1.5 km

Risk: Small and heritage-sensitive; the article names no owner and the new use is still to be agreed.

Gmina Lublin — Wydział Gospodarowania Mieniem i Energią (tenders in the BIP)

The City sells built property by unrestricted oral tender after a council resolution (Leszczyńskiego 20/22: resolution of 26 March 2026, notice of 23 September, tender 26 November 2026, deposit PLN 2.55m). Its investor page offers the Czerwona Karczma at PLN 2.9m with a 50% discount. A co-op can ask the council to put a property into a limited tender under the co-operatives act before the tender is announced.

Allocation rule

Rada Miasta Lublin — sales under the Housing Co-operatives Act

A municipal council may resolve to sell municipal real estate only to housing co-operatives and to members acting under a co-operation agreement, by limited written tender (Art. 12). The price can be offset against flats sold back to the municipality, paid in instalments over 5 to 20 years, and the sale carries a repurchase right if the homes are not built within five years (Arts. 12, 16, 17, 19). A group can ask the council to apply it to a property on the City's list; the act covers sale, not lease.

State Treasury property passed to the City

Two years before March 2026 the City received the former Ministry of the Interior clinic at ul. Spokojna 3 and 5 (0.51 ha) from the State Treasury for a municipal safety centre; the Mayor said the City will not take on a costlier, harder investment that would not give users the space they need. State property can reach a city this way, which is the precedent for asking for other State buildings.

What this radar cannot see yet

  • Lublin publishes tenders, not vacancies: no register of empty municipal buildings or flats was found (the BIP shows one built property on sale and the investor page one more).
  • The City's spatial portal geoportal.lublin.eu lists layers for land ownership ("Mapa własności gruntów"), building function and storeys, and the register of demolition permits, but its GeoServer answers HTTP 403 to non-browser clients, so none of it could be read; a person with access could export them.
  • invest-in-lublin.com (the City's "Oferty Brownfield" and office-space offers) answered HTTP 521 and 522 (origin down) and was not read.
  • The foundry's ownership and legal state, and the owner of the 3 Maja villa, are not published in anything we opened; commercial company registers (aleo.com) answered HTTP 403.
  • BDOT10k flags lag reality and name no owner.
