Gdańsk

Gdańsk's national topographic database flags only 11 buildings as out of use and 32 as ruined in the whole city (records of 13 December 2024) — far fewer than its Polish peers — so the stronger evidence is named buildings: the City-owned Dwór Fischera in Nowy Port, empty since its last residents were evicted in 2006; the Owsiana block on Granary Island, whose old buildings the City itself called vacant when it put them to tender at PLN 24m in 2025; and a Wrzeszcz villa empty since 1996. The City's sale list held 18 offers on 9 October 2026, almost all plots and flats. Offices in the Tricity stand 10.4% vacant, about 112,000 m² (BNP Paribas Real Estate, Q2 2026).

Office figures: BNP Paribas Real Estate Poland, end of Q2 2026 — Tricity (Gdańsk, Gdynia, Sopot) 10.4% of the stock vacant, about 112,000 m² (read from the report chart); the eight-city regional average is 17.3%. Prime rent in the Tricity is EUR 16.5 per m² a month. Map built 2026-10-09.

The map

Every building a record says stands empty, one point per building: filter by type, size and how sure the evidence is, and open one to see who says so. “Opportunities” switches to the co-op lens: public land, conversion potential and projects already under way, every source as its own layer.

Check any building in Gdańsk: could it become homes, and could the EHC model work there?

Where to look first

Buildings with evidence that they stand empty — a second source agrees, a public record names them, or we have checked them — ranked by a score you can read: co-op scale, daylight depth, a station nearby, a zone that allows homes, affordable land and an open route in. Checked buildings carry their result; nobody has visited them on site yet. Leerstandsmelder reports join the list when they sit in a large non-residential building and a second source agrees.

Districts where conversion makes sense

Where empty offices, the right zoning and a working neighbourhood come together — and what could go wrong.

A hand outlining a neighbourhood on a city map, with small houses drawn inside

Śródmieście — Wyspa Spichrzów and Długi Targ

The City's own empty old buildings on the Owsiana block (five plots, 6,760 m²) went to tender in 2025, and a 1,346 m² office-service building at Długi Targ 41/42 was offered by the Maritime University in 2026 — both inside the historic centre, on a rail and tram hub.

  • Owsiana block: five plots, 6,760 m², starting price PLN 24m, tender 11 June 2025
  • Długi Targ 41/42: 1,345.58 m² usable, starting price PLN 17,891,000, offers due 24 July 2026
  • 5 BDOT10k out-of-use or ruined records within 1.5 km, 2 of them of 500 m² or more (2,312 m² of footprint in all)

Risk: The Owsiana tender excluded residential use and any change needed the heritage conservator's approval; the Długi Targ building is offered at PLN 17.9m, far above what a co-operative can raise without a fund.

Nowy Port — Dwór Fischera

A City-owned heritage manor, empty since 2006, which the City and a developer plan to restore under a public-private partnership.

  • Last residents evicted in 2006; entered in the heritage register in 1971
  • Order to repair the roof in February 2023; conservator inspections in February 2024 and May 2026
  • Restoration planned under a partnership between the City and Develia, work around 2030

Risk: A wall collapsed in February 2024 and a fire followed in May 2026; the conservator wants a use settled before reconstruction and restoration work is only planned for around 2030.

Wrzeszcz — Sobótki and Zingler Hill

A large neo-Renaissance villa, the Gdańsk TVP seat until 1996, has stood empty for 30 years on Zingler Hill in Wrzeszcz.

  • Empty since 1996; bought by the developer Yareal in 2018 for PLN 12m
  • Plan of 2019: restore the villa and build four residential buildings; no permit granted
  • 2 BDOT10k out-of-use or ruined records within 1.5 km (394 m² of footprint)

Risk: A private developer owns it and plans four residential buildings; neighbours' objections blocked the permit in 2019.

Gmina Miasta Gdańska — Wydział Skarbu (Referat Obrotu Nieruchomościami)

The City sells municipal property by oral tender at a price set by appraisers; on 9 October 2026 its list held 18 offers (ten flats, six unbuilt plots and two plots with houses; none a monument) and two tender rounds were announced for 26 October and 30 November 2026. Statutory lists of properties for sale or lease are published as annexes to the Mayor's orders in the City's Baza Aktów Własnych. A co-op can ask the council to hold a property back for a limited tender under the housing co-operatives act.

Allocation rule

Rada Miasta Gdańska — sales under the Housing Co-operatives Act

A municipal council may resolve to sell municipal real estate only to housing co-operatives and to members acting under a co-operation agreement, by limited written tender (Art. 12). The price can be offset against flats sold back to the municipality, paid in instalments over 5 to 20 years, and the sale carries a repurchase right if the homes are not built within five years (Arts. 12, 16, 17, 19). A group can ask the council to apply it to a property on the City's list; the act covers sale, not lease.

Gdańskie Nieruchomości — buildings on the City's evacuation lists

The City's housing administrator qualifies buildings for evacuation (wykwaterowanie) when their technical state makes renovation uneconomic; the City said on 31 January 2025 that the annual lists are approved at the end of March and that how many buildings are cleared depends on the replacement flats available. The lists are not published: a request under the access-to-information rules would show which buildings are on them (never sent by EHC), and a co-op could ask to be considered before sale or demolition.

European Environment Agency — Copernicus Land Monitoring Service
Urban Atlas class 13400 (brownfields, demolition sites and gaps in the built-up area, 0.25 ha and up) compared across the 2006, 2012 and 2018 editions, so each plot says how long it has stood unused; plus construction sites (13300) already under way in 2012, and 2012 construction sites left unused by 2018. Read from the EEA's open ArcGIS services, the same way in every radar city. The 2021 edition (Copernicus Data Space) drops plots built on since 2018 where scripts/reuse/import-urban-atlas-2021.ts has been run. Points are context, never evidence of vacancy.

What this radar cannot see yet

  • Gdańsk publishes offers, not vacancies: no register of empty municipal flats or buildings was found, and Gdańskie Nieruchomości's yearly evacuation lists are not published.
  • The City's ownership map ("Mapa własności", listed on the open-data portal as a WMS on geogdansk.pl) and its map server mapa.gdansk.gda.pl did not answer from here (connection timed out), so who owns the BDOT10k buildings could not be read; the open-data portal itself (ckan.multimediagdansk.pl) holds transport data and WMS links, not property lists.
  • trojmiasto.pl, gdansk.naszemiasto.pl and dziennikbaltycki.pl answered HTTP 403 to automated requests and were not read (leads: Krosienka 8A, Studzienki 67, the Zakłady Mięsne directors' building); nothing from them is used.
  • BDOT10k flags in Gdańsk are few and dated 13 December 2024; flags lag, and some records lie on industrial land since redeveloped.
