Kaunas

Kaunas is the one Lithuanian city that publishes the buildings it calls neglected, by address: the City Council's 2025 list holds 194 rows for 106 addresses (173 objects when first approved in October 2025), and from 1 January 2026 their owners pay 5% property tax instead of 3%. About a third of the structures on the 2024 list lay in UNESCO and other protected heritage areas. The State adds buildings through Turto bankas (Šv. Gertrūdos g. 4, Kęstučio g. 42), but the office market is tight: 2.3% vacancy in the first half of 2025.

Office figures: Newsec Kaunas Office Outlook 2025 H1: stock about 277,300 m², vacancy 2.3%, no new space delivered in the half-year, 23,600 m² due in H2 2025; A-class rents EUR 16–18 per m² a month. No 2026 figure was found and no m² figure for the empty space is published. Map built 2026-10-09.

The map

Every building a record says stands empty, one point per building: filter by type, size and how sure the evidence is, and open one to see who says so. “Opportunities” switches to the co-op lens: public land, conversion potential and projects already under way, every source as its own layer.

The City publishes the list only as a web table: there are no coordinates, owners, conditions or former uses, and “neglected” is not “empty” — the points are placed from street addresses and must be field-checked.

Check any building in Kaunas: could it become homes, and could the EHC model work there?

Where to look first

Buildings with evidence that they stand empty — a second source agrees, a public record names them, or we have checked them — ranked by a score you can read: co-op scale, daylight depth, a station nearby, a zone that allows homes, affordable land and an open route in. Checked buildings carry their result; nobody has visited them on site yet. Leerstandsmelder reports join the list when they sit in a large non-residential building and a second source agrees.

Districts where conversion makes sense

Where empty offices, the right zoning and a working neighbourhood come together — and what could go wrong.

Centro (Old Town, New Town, Žaliakalnis edge)

The most listed buildings: 16 addresses and 51 rows on the 2025 list, including Šv. Gertrūdos g. 38 and 40, Vytauto pr. 1 by the railway station, Savanorių pr. 63 (13 records) and the Kurpių g. ruin.

  • 16 addresses, 51 rows in Centro (of 106 addresses, 194 rows citywide)
  • Šv. Gertrūdos g. 4 (about 2,200 m², State) offered at auction in September 2026

Risk: Heritage protection and private owners who have sat on the list for years; the list does not say whether a building is empty.

3 sources

Aleksotas

Second only to Centro by rows: 11 addresses and 33 rows, led by Europos pr. 91 (11 records, mapped as the glass factory) and Europos pr. 21 (7 records).

  • 11 addresses, 33 rows in Aleksotas
  • Europos pr. 91 is one of the buildings the City names as listed year after year

Risk: Industrial buildings with unknown condition; the list names no owner.

Šančiai

An old industrial and railway district with 16 addresses and 20 rows on the list (A. Juozapavičiaus pr., Drobės g., Kranto al.), next to the State workshop on Drobės g. 11 that Turto bankas is selling.

  • 16 addresses, 20 rows in Šančiai
  • Drobės g. 11: workshops of 471 m² at a Turto bankas auction on 26–27 Oct 2026, starting price EUR 376,827

Risk: Small and mixed ownership; many addresses are outbuildings of larger plots.

Turto bankas (State property bank) — State buildings no longer needed

Turto bankas sells State buildings at public auctions: on 9 Oct 2026 the national auction portal listed Kęstučio g. 42 (1,029 m², 7–8 Dec), A. Mickevičiaus g. 25 (381 m²), Drobės g. 11 (471 m²) and A. Gustaičio g. 4A (371 m²), and the Šv. Gertrūdos g. 4 office building (about 2,200 m²) went to auction in September. A co-operative needs the starting price and a financing partner; Turto bankas's news pages announce the larger buildings weeks ahead.

Private owner

Owners of buildings on the City's neglected-property list

A listed owner pays 5% property tax on the building (3% before 2026), which pushes owners to restore or sell; the City also offers co-funding for façades through its Paveldotvarka and Įvaizdis programmes. A co-operative can approach owners of the 104 listed buildings as a buyer or long lessee — an owner may keep a building on the list for years, and the deputy mayor said in 2024 that some owners avoid the tax by imitating endless “construction”.

City of Kaunas — public auctions of City property (Real Estate Department)

The City sells property it no longer needs at public auctions listed on kaunas.lt; the autumn 2026 lots (Skuodo, Tilkos, Žemaičių, Slavų streets and others) are flats, small houses and outbuildings, not buildings of a size a co-operative would convert.

Urban Atlas class 13400 (brownfields, demolition sites and gaps in the built-up area, 0.25 ha and up) compared across the 2006, 2012 and 2018 editions, so each plot says how long it has stood unused; plus construction sites (13300) already under way in 2012, and 2012 construction sites left unused by 2018. Read from the EEA's open ArcGIS services, the same way in every radar city. The 2021 edition (Copernicus Data Space) drops plots built on since 2018 where scripts/reuse/import-urban-atlas-2021.ts has been run. Points are context, never evidence of vacancy.

What this radar cannot see yet

  • The City publishes the list only as a web table: there are no coordinates, owners, conditions or former uses, and “neglected” is not “empty” — the points are placed from street addresses and must be field-checked.
  • The City of Kaunas has no open map layer of its buildings or its property that was found; the national real-estate register's open attributes (use, storeys, areas) and building outlines are separate files with no public key between them.
  • No open orthophoto: the National Land Survey's geoportal services answer 401 and the City's planning company publishes none, so Kaunas's building cards show Esri's World Imagery instead.
  • The State property bank's site turtas.lt and the national auction portal show only sales already announced; the City's own auction lots are flats and small houses and were not wired.
  • The older lists (2021–2024) name further buildings; only the newest (2025) is wired. The City's next list is due in December 2026.
  • kaunas.lt's footer forbids copying without consent: the list is a Council decision, used with credit to the City and removed on request.
