Minsk

Minsk publishes one open list of empty city property: the City Real Estate Centre’s monthly list of free premises for lease (935 rows in October 2026, mostly rooms and basements; 58 addresses with 300 m² or more free or a whole building). The national register of unused State property and the city executive committee’s site did not answer from outside Belarus. Offices are about 13% empty (Colliers, Q3 2025). A handful of unfinished or unsold company buildings are documented by their auction notices. No route in for a foreign social co-operative was found, and EU sanctions apply to dealings with some Belarusian State companies.

Empty buildings in Minsk

One point per building, from public records, open data and cited reports. Filter by type, size and how sure the evidence is; open one to see who says so and whether it could become homes.

The national registers of unused and empty property (eri2.nca.by, ngi.gki.gov.by, au.nca.by) answered 403 and minsk.gov.by answered 503 from outside Belarus (15–16 Oct 2026); none was worked around.

Where conversion makes sense, and who to talk to

The districts where empty space, the right zoning and a working neighbourhood come together, and the owners and programmes that open a door. 144,128 m² of offices stand empty (12.8% of the stock).

South-east industrial belt — Bekhtereva and Krasnoslobodskaya

One company is selling an unfinished 5–9-storey production block and a 3,300 m² kindergarten building a few streets apart in the Partizansky–Zavodskoy industrial area.

  • Bekhtereva 10/7: 50% built, from 2.7 million roubles (May 2026)
  • Krasnoslobodskaya 5: 3,303.6 m², repeat auction 30 Oct 2026

Risk: Both are company assets sold at auction to the highest bidder; the kindergarten’s current use is not stated.

Centre — free city premises around Independence Avenue

The largest blocks of free city-owned space on the lease list sit on and near Independence Avenue: 2,780 m² in the underground shopping centre at number 3 and about 1,270 m² at number 134.

  • Prospekt Nezavisimosti 3: 2,780 m² free in 4 units
  • Prospekt Nezavisimosti 134: about 1,270 m² free

Risk: These are shop units in centres that stay in use, not whole empty buildings.

Land without current use and stalled construction, mapped from satellite imagery (Copernicus Urban Atlas 2006–2018)
European Environment Agency — Copernicus Land Monitoring Service
Urban Atlas class 13400 (brownfields, demolition sites and gaps in the built-up area, 0.25 ha and up) compared across the 2006, 2012 and 2018 editions, so each plot says how long it has stood unused; plus construction sites (13300) already under way in 2012, and 2012 construction sites left unused by 2018. Read from the EEA's open ArcGIS services, the same way in every radar city. The 2021 edition (Copernicus Data Space) drops plots built on since 2018 where scripts/reuse/import-urban-atlas-2021.ts has been run. Points are context, never evidence of vacancy.

Probable era: estimated from a street photo (Panoramax, Mapillary, Google Street View)
Panoramax and Mapillary contributors; Google Street View (research use agreed with Google, 14 Oct 2026); estimate by EHC with a vision model
Where no register dates a building: its era read from a Panoramax or Mapillary photo looking at it — Google Street View only where no open photo answers (scripts/reuse/estimate-photo-eras.ts), only when the building is clearly visible and the model is confident, and only as “before 1945” or “1945 or later” — the split it got right for 89% of buildings with a register year in Amsterdam and Paris, and 89% from Street View pictures alone (photo-eras/calibration.json). An estimate: a sentence in the conversion check, never points.

What this radar cannot see yet

  • The national registers of unused and empty property (eri2.nca.by, ngi.gki.gov.by, au.nca.by) answered 403 and minsk.gov.by answered 503 from outside Belarus (15–16 Oct 2026); none was worked around.
  • The city’s lease list has addresses but no coordinates and mostly lists rooms; 19 of 58 qualifying addresses could not be placed. Its rows also carry contact names and phone numbers, which the import never copies.
  • Empty buildings held by companies are visible only through their sale notices; zerkalo.io and minsknews.by served bot challenges and were not read.
  • Military, security and police property and infrastructure operators are left out by rule. A former kindergarten and dormitory at Gikalo 22A, linked in the press to ОАО «Амкодор», a holding under EU sanctions, is not listed, and no company here is proposed as a partner.
  • No open orthophoto service was found (the national remote-sensing and cadastral map services answered 403 or state no licence). Floor areas come from the Global Building Atlas only.
