Bydgoszcz

Bydgoszcz publishes the owner's own description of its empty buildings: eight of the ten built properties the City and the State Treasury had on tender for October to December 2026 carry notices reporting emptied flats or an emptied building — among them ul. Śniadeckich 63 (1910, four storeys, 11 flats and two shops, PLN 5.96m), Jagiellońska 60 and Krakowska 2 (11 emptied flats, PLN 4.96m) and Sowińskiego 10 (10 emptied flats, PLN 1.8m). The City housing company ADM lists two free commercial premises (9 October 2026), and the national topographic database adds 239 buildings out of use and 112 ruined, the biggest cluster (29 records within 3 km) around the Zachem chemical works. The latest office figure found is end-2019: 6.6% vacant of 100,000 m² (Cushman & Wakefield).

Office figures: Cushman & Wakefield, "Rynek biurowy w Polsce 2020", data to the end of 2019 — Bydgoszcz: 100,000 m² of modern office stock, 6,600 m² (6.6%) vacant, 15,100 m² under construction. Not a current figure: Bydgoszcz is not among the eight regional markets BNP Paribas Real Estate reports (Q2 2026 average 17.3%), and no 2026 figure was found. Map built 2026-10-09.

The map

Every building a record says stands empty, one point per building: filter by type, size and how sure the evidence is, and open one to see who says so. “Opportunities” switches to the co-op lens: public land, conversion potential and projects already under way, every source as its own layer.

Where to look first

Buildings with evidence that they stand empty — a second source agrees, a public record names them, or we have checked them — ranked by a score you can read: co-op scale, daylight depth, a station nearby, a zone that allows homes, affordable land and an open route in. Checked buildings carry their result; nobody has visited them on site yet. Leerstandsmelder reports join the list when they sit in a large non-residential building and a second source agrees.

Districts where conversion makes sense

Where empty offices, the right zoning and a working neighbourhood come together — and what could go wrong.

A hand outlining a neighbourhood on a city map, with small houses drawn inside

Śródmieście — Śniadeckich, Jagiellońska, Sowińskiego and Dworcowa

Four tenements and a State-owned building in the central grid are on tender in October and November 2026, three of them with 10–11 emptied flats each, all on the heritage list or in a housing-and-services plan.

  • Śniadeckich 63: 4 storeys, 11 flats, emptied and secured, PLN 5.96m (19 Nov 2026)
  • Jagiellońska 60 / Krakowska 2: 11 emptied flats in a five-storey front building, PLN 4.96m (19 Nov 2026)
  • 84 BDOT10k out-of-use or ruined records within 2.5 km, 14 of them of 500 m² or more (27,270 m² of footprint in all)

Risk: Prices run from PLN 1.8m to PLN 5.96m, the buildings are heritage-listed and in some cases under inspectorate orders; a tender is open to anyone, so a co-op needs the council to limit it.

Fordon — Piekary and ul. Nad Wisłą

Small emptied City houses on the right bank are repeatedly tendered: Piekary 5–7 (third tender), Nad Wisłą 12 (second tender failed on 29 September) and Nad Wisłą 16 (an emptied three-flat building, tender 20 October).

  • Piekary 5–7: two 1918 semi-detached houses, "emptied and secured", PLN 425,000, 3rd tender 29 Oct 2026
  • Nad Wisłą 12: second tender failed for want of a deposit, PLN 452,000
  • 6 BDOT10k out-of-use or ruined records within 1.2 km (900 m² of footprint)

Risk: Single-family scale and part of the plots lie in flood-risk zones; repeated failed tenders suggest the market sees little value, which a co-op could use in negotiation.

Zachem — the former chemical works in the south-east

The largest block of out-of-use and ruined industrial buildings in the city sits on the former Zachem works, now partly let to dozens of firms.

  • 29 BDOT10k out-of-use or ruined records within 3 km of the works, 13 of them of 500 m² or more (16,496 m² of footprint in all)
  • 484 ha at its peak; production stopped in 2013; bankrupt in 2014; assets sold in parts

Risk: Contaminated land: a PLN 52.7m environmental assessment began in 2025 after an earlier clean-up project (2018–2023) that cost over PLN 93m, 85% from EU funds; housing is not a near-term use.

Miasto Bydgoszcz — Wydział Mienia i Geodezji (sale tenders in the BIP)

The City publishes each built property for sale with a notice that states the building's condition; on 9 October 2026 the BIP held 25 notices, 10 of them built properties on tender in October to December 2026 and several repeats (Piekary 5–7 third, Ogrodowa 14 fourth, Skorupki 65 sixth). A property that fails at several tenders is the moment to propose a limited tender or negotiation to the council; a co-op can ask the council to hold a property back for a limited tender under the co-operatives act.

Prezydent Miasta Bydgoszczy as starosta — State Treasury property

The President sells State Treasury property in the city too (ul. Dworcowa 65, front building 439 m² plus outbuildings, PLN 4m, first tender 8 December 2026, zoned for multi-family housing). A co-op can ask the President and the State Treasury's representative whether a limited or direct sale is possible.

Allocation rule

Rada Miasta Bydgoszczy — sales under the Housing Co-operatives Act

A municipal council may resolve to sell municipal real estate only to housing co-operatives and to members acting under a co-operation agreement, by limited written tender (Art. 12). The price can be offset against flats sold back to the municipality, paid in instalments over 5 to 20 years, and the sale carries a repurchase right if the homes are not built within five years (Arts. 12, 16, 17, 19). A group can ask the council to apply it to a property on the City's list; the act covers sale, not lease.

Urban Atlas class 13400 (brownfields, demolition sites and gaps in the built-up area, 0.25 ha and up) compared across the 2006, 2012 and 2018 editions, so each plot says how long it has stood unused; plus construction sites (13300) already under way in 2012, and 2012 construction sites left unused by 2018. Read from the EEA's open ArcGIS services, the same way in every radar city. The 2021 edition (Copernicus Data Space) drops plots built on since 2018 where scripts/reuse/import-urban-atlas-2021.ts has been run. Points are context, never evidence of vacancy.

What this radar cannot see yet

  • Bydgoszcz publishes tenders and monthly ADM lists, not a vacancy register: the ADM list holds two free premises, and no list of empty City flats was found.
  • Tender notices are DOC and DOCX files, read here with fixed patterns: a flag is set only when the notice says it, but the text varies and a building can be missing from the snapshot; only notices dated 1 October 2026 or later are kept.
  • The City map server (mapy.bydgoszcz.pl) and bip.bydgoszcz.pl did not answer from here, so ownership and building registers were not read; the investor database redirects to invest.barr.pl and was not opened.
  • No current office-market figure was found for Bydgoszcz; the 2019 value is old.
  • BDOT10k flags lag reality (Młyny Rothera are a cultural venue though flagged) and name no owner.
