Ostrava

Ostrava publishes no register of empty buildings, but the Moravian-Silesian Region's open brownfield database records 95 sites in the city with an occupancy flag: 70 are unoccupied and 50 of those are single buildings (field surveys of 2018–2022), 19 of them in Přívoz. The City's own programme to turn unused non-residential buildings into homes found six takers in 2023, none in 2024, and no third call was announced for 2025.

Office figures: Regional Research Forum (CBRE, Colliers, Cushman & Wakefield, iO Partners, Knight Frank, Savills), end of June 2026 — 28,090 m² vacant, 11.4% of 245,700 m² of modern offices (1.1 points above a year earlier); no office was completed in the half-year. Map built 2026-10-09.

The map

Every building a record says stands empty, one point per building: filter by type, size and how sure the evidence is, and open one to see who says so. “Opportunities” switches to the co-op lens: public land, conversion potential and projects already under way, every source as its own layer.

No register of empty buildings exists in Czechia, and the City of Ostrava's open-data portals carry operational and survey data, not property or vacancy. The regional brownfield database is the only building-level list; its surveys are from 2018–2022 and it names no owners.

Where to look first

Buildings with evidence that they stand empty — a second source agrees, a public record names them, or we have checked them — ranked by a score you can read: co-op scale, daylight depth, a station nearby, a zone that allows homes, affordable land and an open route in. Checked buildings carry their result; nobody has visited them on site yet. Leerstandsmelder reports join the list when they sit in a large non-residential building and a second source agrees.

Districts where conversion makes sense

Where empty offices, the right zoning and a working neighbourhood come together — and what could go wrong.

Přívoz

The densest cluster of empty buildings in Ostrava: 19 of the 50 unoccupied brownfield buildings, among them five owned by the City or the State.

  • 19 of Ostrava's 50 unoccupied brownfield buildings stand in Přívoz
  • Public owners: Hlučínská 892/14 and Koksární 119/6 (City); former VŠB workplace (438 m²), Zákrejsova 17 and the former SZM building (State)
  • Surveyed 2018–2019 (register dates); none re-checked since

Risk: The records are small — most buildings are under 1,000 m² of built-up area — and their field data are from 2018–2019; most owners are private.

Moravská Ostrava (centre)

The centre holds the largest single empty buildings in the database and two City-owned apartment houses, with the state-owned Czech Post building and the City-owned slaughterhouse close by.

  • Administrativní budova, Švabinského 9: 1,998 m² built-up area, unoccupied (field survey 11/2022)
  • Polský dům: 1,375 m², unoccupied (visit 5/2018)
  • City apartment houses Jílová 15 and Spodní 25 recorded unoccupied (2018–2019)

Risk: Most central buildings are private; the Věžák and Ostravica stories show how long a rebuild can wait for an investor.

Hrušov, Slezská Ostrava and Michálkovice (east)

Thirteen unoccupied buildings, including the former Hrušov railway station (State), a former school at Divišova 18 and the Kino Slezan in Michálkovice.

  • Hrušov 7, Slezská Ostrava 5 and Michálkovice 1 unoccupied buildings in the database
  • Kino Slezan, Michálkovice: 1,081 m², recorded from a web search in 2017
  • Former school, Divišova 18, Hrušov: 890 m², updated 2019

Risk: Industrial surroundings and mining subsidence; several records date from 2017–2019 web searches rather than visits.

Subsidy

City of Ostrava — programme for renovating unused buildings into housing

Since 2023 the City has run a subsidy that turns unused non-residential buildings back into flats (call 1: six grants approved in September 2023, four contracts signed; call 2 in 2024: no applicant; call 3 not announced for 2025 while the terms are rethought, with about CZK 4.6m of the CZK 5m budget moved to the heritage programme). A co-op that owns or buys an empty building has a funder that wants takers, and a council still writing the new terms.

Public owners of the empty buildings — City and State

Nine of the 50 unoccupied brownfield buildings are public: the City owns Hlučínská 892/14, Koksární 119/6, Jílová 15 and Spodní 25; the State owns the former VŠB workplace, Zákrejsova 17, Mariánskohorská 27, the Hrušov station and the former SZM building. A co-op can ask each owner what it plans.

State bodies — register of unneeded real estate

The mining company DIAMO, Česká pošta and the railways must list property they no longer need on portal.gov.cz: DIAMO offered the 1,806 m² archive building on Suderova for CZK 49m in 2025, Česká pošta the Poštovní 1368/20 building in 2023. None was open in October 2026; watch the register and the ÚZSVM offers (no Ostrava building listed).

Urban Atlas class 13400 (brownfields, demolition sites and gaps in the built-up area, 0.25 ha and up) compared across the 2006, 2012 and 2018 editions, so each plot says how long it has stood unused; plus construction sites (13300) already under way in 2012, and 2012 construction sites left unused by 2018. Read from the EEA's open ArcGIS services, the same way in every radar city. The 2021 edition (Copernicus Data Space) drops plots built on since 2018 where scripts/reuse/import-urban-atlas-2021.ts has been run. Points are context, never evidence of vacancy.

What this radar cannot see yet

  • No register of empty buildings exists in Czechia, and the City of Ostrava's open-data portals carry operational and survey data, not property or vacancy. The regional brownfield database is the only building-level list; its surveys are from 2018–2022 and it names no owners.
  • RÚIAN and the cadastre record approved use, not actual use; the only national condition flag is "zbořeniště" (ruined structure), which in Ostrava mostly marks mining and industrial remains.
  • The State lists nothing in Ostrava at present: the unneeded-property register had no Ostrava building open in October 2026 and ÚZSVM none.
  • The national brownfield database of CzechInvest (Databáze nemovitostí) needs a registration for its map and Prázdné domy z.s. answers with a bot challenge (never passed — its buildings are read from Wayback Machine captures since 9 Oct 2026, 27 in Ostrava); ask the owners of both for current exports.
  • The Region's own property viewer (Geocortex) is a web viewer without a download.
