Poznań

Poznań's national topographic database records 177 buildings as out of use and 32 as ruined; the biggest are three industrial buildings of 10,000 to 27,000 m² footprint on the former ZNTK rolling-stock works at Dębiec. The City's property portal listed 32 offers on 9 October 2026, six of them built properties, among them a 3,551 m² building at Ratajczaka and Kościuszki in the Old Town zoned for education and science. Offices stand 11.5% empty, about 78,000 m², against a regional average of 17.3%.

Office figures: BNP Paribas Real Estate Poland, end of Q2 2026 — 11.5% of the stock vacant, about 78,000 m² (read from the report chart); the eight-city regional average is 17.3% (PINK). Kraków and Poznań together took over half of the second-quarter leasing, and Poznań holds 45% of the space under construction in the regional markets. Map built 2026-10-09.

The map

Every building a record says stands empty, one point per building: filter by type, size and how sure the evidence is, and open one to see who says so. “Opportunities” switches to the co-op lens: public land, conversion potential and projects already under way, every source as its own layer.

Check any building in Poznań: could it become homes, and could the EHC model work there?

Where to look first

Buildings with evidence that they stand empty — a second source agrees, a public record names them, or we have checked them — ranked by a score you can read: co-op scale, daylight depth, a station nearby, a zone that allows homes, affordable land and an open route in. Checked buildings carry their result; nobody has visited them on site yet. Leerstandsmelder reports join the list when they sit in a large non-residential building and a second source agrees.

Districts where conversion makes sense

Where empty offices, the right zoning and a working neighbourhood come together — and what could go wrong.

A hand outlining a neighbourhood on a city map, with small houses drawn inside

Dębiec and Wilda — the former ZNTK works

The largest block of recorded out-of-use industrial floor space in the city: three buildings of 10,253, 20,359 and 26,837 m² footprint on the old rolling-stock works, with further halls, offices and ruins around them.

  • 50 BDOT10k records within 1.5 km, 19 of them of 500 m² or more, 81,209 m² in all
  • OpenStreetMap maps the site as 'former ZNTK', with several buildings mapped as ruins and a former office building

Risk: A walled rail-works site of heavy industrial halls: remediation, ownership unknown, and heritage rules for the older halls.

Jeżyce and Garbary

The north-west holds the redevelopments already under way — the old slaughterhouse (Stara Rzeźnia) and the Gajowa tram depot — and a City-owned built plot at Dąbrowskiego and Polna.

  • Gajowa depot: vacant since 2010, Eiffage completing in Q4 2028; the hall is recorded out of use (record of 15 Apr 2026)
  • Stara Rzeźnia: about 5.5 ha bought from mBank by Vastint in 2018
  • 66 BDOT10k records within 2 km, 25 of them of 500 m² or more

Risk: The big sites are already in developers' hands; what is left is small and mostly the City's own plots.

Stare Miasto and the station area

Two of the City's largest built plots on its portal (Ratajczaka and Kościuszki, Al. Niepodległości and Przepadek) lie here, beside the old Poznań Główny station building, which was empty in 2022.

  • Ratajczaka and Kościuszki: 3,551 m² built plot, offer in preparation
  • Al. Niepodległości and Przepadek: about 15,155 m² built, seventeen parcels
  • 45 BDOT10k records within 1.5 km, 19 of them of 500 m² or more

Risk: Zoning is for education and science or a multi-family zone with infrastructure, not simply housing; the station is a heritage building under PKP S.A. and talks with the City were open in 2022.

Miasto Poznań — Wydział Gospodarki Nieruchomościami (property portal)

The City lists what it intends to sell with coordinates, plan symbols and stage: 32 offers on 9 October 2026, six built (3,551, 3,975, 15,155 and 17,300 m² plots among them) and 26 unbuilt. Most are oral, unrestricted tenders. A co-op can ask the council to put a built property into a limited tender under the co-operatives act, or to hold it back for one.

Allocation rule

Rada Miasta Poznania — sales under the Housing Co-operatives Act

A council may resolve to sell municipal land only to housing co-operatives and members acting under a co-operation agreement, by limited written tender, with a repurchase right if the homes are not built (Arts. 12–19). A group can ask the council to apply it to one of the City portal's plots. The act covers sale of land, not leases.

Urban Atlas class 13400 (brownfields, demolition sites and gaps in the built-up area, 0.25 ha and up) compared across the 2006, 2012 and 2018 editions, so each plot says how long it has stood unused; plus construction sites (13300) already under way in 2012, and 2012 construction sites left unused by 2018. Read from the EEA's open ArcGIS services, the same way in every radar city. The 2021 edition (Copernicus Data Space) drops plots built on since 2018 where scripts/reuse/import-urban-atlas-2021.ts has been run. Points are context, never evidence of vacancy.

What this radar cannot see yet

  • Poznań publishes offers, not vacancies: no register of empty municipal flats or buildings was found, and the City's built-property offers do not say whether a building is empty.
  • The City's own spatial portal (sipgeoportal.geopoz.poznan.pl) exposes no open EGiB or building service we could find in the time available, so storeys and floor area come from BDOT10k; bip.poznan.pl's robots.txt disallows its JSON and XML interfaces, so the bulletin's sale lists were not read.
  • BDOT10k flags lag reality and name no owner; the ZNTK works and the other large halls need an owner check and a site visit.
  • A regional newspaper report on the heritage villa Sołtysówka (Głogowska 37) answered HTTP 403 and was not read.
