Szczecin

Szczecin's housing administration ZBiLK lists 80 empty municipal flats on a permanent list of flats to be renovated by the future tenant, with 12 more on periodic lists and one ready to let (9 October 2026), and the City's property portal offers 23 plots sold with their buildings — among them the 9.2 ha Zielony Dwór, a children's home closed in 2012 and now offered at PLN 25m for a tender on 22 October 2026. The national topographic database records 357 buildings out of use and 85 ruined; the largest sit on the industrial belt around ul. Stołczyńska (a ruined 19,847 m² building). Offices are the tightest of the regional markets, 8.4% vacant or about 15,000 m² (BNP Paribas Real Estate, Q2 2026).

Office figures: BNP Paribas Real Estate Poland, end of Q2 2026 — Szczecin 8.4% of the stock vacant, about 15,000 m² (read from the report chart), the lowest of the eight regional markets; the average is 17.3%. Szczecin took under 2% of the quarter's leasing. Map built 2026-10-09.

The map

Every building a record says stands empty, one point per building: filter by type, size and how sure the evidence is, and open one to see who says so. “Opportunities” switches to the co-op lens: public land, conversion potential and projects already under way, every source as its own layer.

Where to look first

Buildings with evidence that they stand empty — a second source agrees, a public record names them, or we have checked them — ranked by a score you can read: co-op scale, daylight depth, a station nearby, a zone that allows homes, affordable land and an open route in. Checked buildings carry their result; nobody has visited them on site yet. Leerstandsmelder reports join the list when they sit in a large non-residential building and a second source agrees.

Districts where conversion makes sense

Where empty offices, the right zoning and a working neighbourhood come together — and what could go wrong.

A hand outlining a neighbourhood on a city map, with small houses drawn inside

Turzyn — al. Bohaterów Warszawy and ul. Żółkiewskiego

Two protected modernist brick buildings of 1923 have been unused for a long time next to the centre; the City is preparing to sell the plots once a new plan allows multi-family housing or services at 2–6 storeys.

  • Two buildings of 1923 by Adolf Thesmacher, managed by Szczecińskie TBS
  • New plan: 2–6 storeys, up to 19.5 m, ceramic-brick ground floors required
  • 26 BDOT10k out-of-use or ruined records within 1.5 km, 10 of them of 500 m² or more (14,022 m² of footprint in all)

Risk: The buildings are protected and the City's earlier redevelopment attempt failed on renovation costs; they are only temporarily secured and the courtyard is let as a guarded car park.

Zdroje — Zielony Dwór and Willa Grünebergów

The two best-known empty heritage complexes in the south sit a kilometre apart: the 9.2 ha Zielony Dwór (empty since 2012, now PLN 25m) and the Grünebergów villa (empty for years).

  • Zielony Dwór: 92,103 m² of plots, tender 22 October 2026, starting price PLN 25m, 50% discount on the heritage part
  • Willa Grünebergów: heritage register A-762, moved in 2014, bricked-up windows (May 2026)
  • 10 BDOT10k out-of-use or ruined records within 1.5 km (6,317 m² of footprint)

Risk: Zielony Dwór is on the heritage register with strict protection and the plan bars housing; the villa's fate waits on legal and formal questions and on the Voivodeship conservator.

Stołczyn and the port belt — ul. Stołczyńska and ul. Nad Odrą

The biggest recorded out-of-use floor space in the city is here: a ruined 19,847 m² industrial building, out-of-use halls of 4,031, 3,831 and 3,604 m², and the City's offer of a heritage-listed house at ul. Nad Odrą 6.

  • 26 BDOT10k out-of-use or ruined records within 2 km, 15 of them of 500 m² or more (43,329 m² of footprint in all)
  • Nad Odrą 6: heritage-listed house (225 m² footprint) on a 3,126 m² plot, offer in preparation

Risk: Working port land: ownership unknown, remediation likely, and the BDOT10k flag lags (halls may be let or cleared).

Golęcino–Gocław — Strzałowska and Dębogórska

The City offers four run-down office and warehouse buildings on a 4,351 m² plot at ul. Strzałowska 16 that the 2023 plan zones for multi-family housing, and the 180-year-old Stara Olejarnia on ul. Dębogórska is being turned into a hotel after 30 empty years.

  • Strzałowska 16: office 275 m², warehouses 227 and 57 m², office 191 m² (footprints), "technically poor", plan symbol P.G.1109.MW,U
  • Stara Olejarnia: conservation permit 28 January 2025, hotel by November 2028, owner Arche S.A.
  • 23 BDOT10k out-of-use or ruined records within 2 km (14,599 m² of footprint)

Risk: Strzałowska 16 buildings are in poor condition and the offer says nothing on vacancy; the Olejarnia is already in private hands with a hotel permit.

Zarząd Budynków i Lokali Komunalnych (ZBiLK) — empty municipal flats

ZBiLK publishes lists of empty flats: a permanent list of 80 flats to be renovated at the future tenant's cost (renovation cost and rent stated per flat), periodic lists of about six flats every few weeks, and a list of flats ready to let (new lists published on 5 and 7 October 2026). They are offered to individual tenants; a co-op can ask ZBiLK and the City to let a whole block's empty flats to a co-operative or its members.

Gmina Miasto Szczecin — Nieruchomości Szczecin (property portal)

The City sells by unrestricted oral tender in the Council chamber and lists every offer on one portal (174 offers on 9 October 2026, 23 of them plots with buildings; a heritage part can carry a 50% discount, as at Zielony Dwór). Offers "in preparation" show where the next tenders are coming; a group can ask for a built property to be offered by limited tender under the co-operatives act.

Rada Miasta Szczecin — sales under the Housing Co-operatives Act

A municipal council may resolve to sell municipal real estate only to housing co-operatives and to members acting under a co-operation agreement, by limited written tender (Art. 12). The price can be offset against flats sold back to the municipality, paid in instalments over 5 to 20 years, and the sale carries a repurchase right if the homes are not built within five years (Arts. 12, 16, 17, 19). A group can ask the council to apply it to a property on the City's list; the act covers sale, not lease.

Urban Atlas class 13400 (brownfields, demolition sites and gaps in the built-up area, 0.25 ha and up) compared across the 2006, 2012 and 2018 editions, so each plot says how long it has stood unused; plus construction sites (13300) already under way in 2012, and 2012 construction sites left unused by 2018. Read from the EEA's open ArcGIS services, the same way in every radar city. The 2021 edition (Copernicus Data Space) drops plots built on since 2018 where scripts/reuse/import-urban-atlas-2021.ts has been run. Points are context, never evidence of vacancy.

What this radar cannot see yet

  • ZBiLK's lists are of flats let to individual tenants; no list of empty municipal BUILDINGS was found, and no open ownership layer: the City's spatial portals (geoportal.szczecin.pl, gis.um.szczecin.pl) did not connect from here and dane.szczecin.eu answered HTTP 403.
  • The City portal gives no coordinates: 63 of the 156 placed offers sit on OpenStreetMap's geocoder answer and 18 of 174 could not be placed; plots in the area of a street are placed on the street.
  • gs24.pl answered HTTP 403 (a lead on the former kindergarten at Noakowskiego 64) and was not read; the former animal-shelter plot on al. Wojska Polskiego is not on the map because the article gives no address.
  • BDOT10k flags lag reality and name no owner; the Stołczyn port belt needs an owner check before it counts as empty.
