Vilnius

Vilnius publishes no list of empty buildings in the open: the City's own sites sit behind a bot challenge. What its planning company Vilniaus planas made public in September 2026 is a register of buildings an image-recognition model flagged as abandoned — 1,394 records, 132 of them “abandoned” with a footprint of 200 m² or more — without a stated licence. State property comes to market through Turto bankas: State bodies handed it 211 unused properties (30.6 thousand m²) in the first eight months of 2026, and the Buivydiškių g. 20 office building and the former Labour Inspectorate on Aguonų g. 4 sold for EUR 5.5 and 3.8 million. Office vacancy is 8.4% (Newsec, Q2 2026).

Office figures: Newsec Baltic Office Outlook Q2 2026: Vilnius vacancy 8.4% (9.7% in Q1; H1 take-up about 81,900 m², pipeline about 65,300 m²); Q1 stock about 1,271,900 m². Eika (Q1 2026): class A offices in the central area above 13% on 548,000 m², class B 8% on 659,000 m²; investors increasingly buy half-empty offices for conversion. No m² figure is published for the empty space. Homes: our economic model’s conversion engine. Map built 2026-10-09.

The map

Every building a record says stands empty, one point per building: filter by type, size and how sure the evidence is, and open one to see who says so. “Opportunities” switches to the co-op lens: public land, conversion potential and projects already under way, every source as its own layer.

vilnius.lt, opendata.vilnius.lt and maps.vilnius.lt answer a Cloudflare bot challenge, so the City's list of neglected property (the basis of a higher property-tax rate), its licence statements and its map layers could not be read; a person can download them.

Check any building in Vilnius: could it become homes, and could the EHC model work there?

Where to look first

Buildings with evidence that they stand empty — a second source agrees, a public record names them, or we have checked them — ranked by a score you can read: co-op scale, daylight depth, a station nearby, a zone that allows homes, affordable land and an open route in. Checked buildings carry their result; nobody has visited them on site yet. Leerstandsmelder reports join the list when they sit in a large non-residential building and a second source agrees.

Districts where conversion makes sense

Where empty offices, the right zoning and a working neighbourhood come together — and what could go wrong.

A hand outlining a neighbourhood on a city map, with small houses drawn inside

Inner city: Naujamiestis, Šnipiškės and Antakalnis

Three large buildings, 1,080–1,190 m² of footprint each, are flagged abandoned by the City's model and reported by residents; Šnipiškės lies beside the central office district.

  • Švitrigailos g. 40A (1,081 m²), A. Juozapavičiaus g. 30 (1,124 m²) and Antakalnio g. 40 (1,190 m²): model flag plus resident reports
  • Central class A offices were above 13% vacant in Q1 2026 (Eika)

Risk: Model-made evidence, owners unknown, no floor area; each building must be field-checked.

Paneriai and Naujininkai

The southern rail and industrial belt holds the most large buildings flagged abandoned: 28 in Paneriai and 6 in Naujininkai with a footprint of 200 m² or more.

  • 28 flagged buildings of 200 m² or more in Paneriai, 6 in Naujininkai (City model, 15 Sep 2026)
  • Antakalnis follows with 25 and Verkiai and Naujoji Vilnia with 10 each

Risk: Industrial and warehouse sheds whose floor plates may be deep; the model's flag is condition, not vacancy.

Šeškinė

The State sold a 1,200 m² empty administrative building with a 0.62 ha plot in the middle of the district; the plot lies in a zone where the general plan allows apartment blocks.

  • Buivydiškių g. 20: not in use, 1979, sold for EUR 5.525 million against a starting price of EUR 2.25 million
  • Turto bankas plans to put 235 State properties to market by the end of 2026

Risk: The State sells at auction to the highest bidder (EUR 5.5 million here, against a EUR 2.25 million start), so a co-operative needs a financing partner.

Turto bankas (AB, State property bank) — State property no longer needed

State bodies hand over buildings they no longer use (211 properties and 30.6 thousand m² in the first eight months of 2026) and Turto bankas offers them at public electronic auctions, announced on turtas.lt and the national auction portal evarzytynes.lt. The auctions are price competitions — prices rise about 20% above the start on average — so a co-operative needs a financing partner; ask Turto bankas which properties are coming before they are announced.

Private owner

Owners of half-empty offices (central class A, older class B)

Newsec says older, less competitive office stock is under growing pressure to consider alternative uses and Eika says investors increasingly buy half-empty offices for conversion rather than for letting; a co-operative can approach owners of older central offices as a buyer or long-term tenant. A change of use needs the City's permit.

European Environment Agency — Copernicus Land Monitoring Service
Urban Atlas class 13400 (brownfields, demolition sites and gaps in the built-up area, 0.25 ha and up) compared across the 2006, 2012 and 2018 editions, so each plot says how long it has stood unused; plus construction sites (13300) already under way in 2012, and 2012 construction sites left unused by 2018. Read from the EEA's open ArcGIS services, the same way in every radar city. The 2021 edition (Copernicus Data Space) drops plots built on since 2018 where scripts/reuse/import-urban-atlas-2021.ts has been run. Points are context, never evidence of vacancy.

What this radar cannot see yet

  • vilnius.lt, opendata.vilnius.lt and maps.vilnius.lt answer a Cloudflare bot challenge, so the City's list of neglected property (the basis of a higher property-tax rate), its licence statements and its map layers could not be read; a person can download them.
  • The only open register of abandoned buildings is model-made condition evidence with no stated licence; its flags ESO, BAS and NTR are undocumented, and it carries no owner, use or floor area. It is shown by decision, with credit, and comes off on request.
  • The City's 3D building model (storeys and an ownership flag, field NUOSAVYBE with no published code list; 2021) and its parcel-ownership layers carry no licence statement, and the parcel layers withhold geometry; they were not wired. Storeys from the 3D model are the likeliest floor-area source for Vilnius.
  • The national real-estate register's open building attributes (use, storeys, areas; CC BY 4.0) and its building outlines are separate files with no public key between them, so no open layer of building use with geometry exists.
  • turtas.lt shows only the properties Turto bankas has announced; the national auction portal listed no non-residential whole building of 300 m² or more for sale by the State or the City in Vilnius on 9 Oct 2026 (the 14 buildings listed were leases, shares, houses and garages).
  • The City's 2024 orthophoto tiles send no CORS header, so the 3D tour's ground needs a tile route.
