Helsinki

About 820,000 m² of office space stood empty in the Helsinki region's main office areas in September 2026 — 18.6% of the stock. The city owns most of its land and sells buildings it no longer needs every year, some of them offices it explicitly offers for a change of use. For a co-operative the hard part is price: sales and plots go by tender, and the city has not leased land below market rent to housing co-operatives.

Office figures: Helsinki Research Forum (CBRE, JLL, Cushman & Wakefield, Colliers, KTI, Reagle): about 820,000 m² empty in the capital region's main office areas at the end of September 2026, 18.6% of about 4.4 million m²; Grade A 8.9%. The map

Every building a record says stands empty, one point per building: filter by type, size and how sure the evidence is, and open one to see who says so. “Opportunities” switches to the co-op lens: public land, conversion potential and projects already under way, every source as its own layer.

Check any building in Helsinki: could it become homes, and could the EHC model work there?

Where to look first

Buildings with evidence that they stand empty — a second source agrees, a public record names them, or we have checked them — ranked by a score you can read: co-op scale, daylight depth, a station nearby, a zone that allows homes, affordable land and an open route in. Checked buildings carry their result; nobody has visited them on site yet. Leerstandsmelder reports join the list when they sit in a large non-residential building and a second source agrees.

Districts where conversion makes sense

Where empty offices, the right zoning and a working neighbourhood come together — and what could go wrong.

A hand outlining a neighbourhood on a city map, with small houses drawn inside

Pasila (West and East Pasila)

The second office centre after the city core: a large stock of 1970s–2000s office buildings around the main rail hub.

  • 52 office buildings of 1,000 m² or more in postcodes 00240 and 00520, about 734,000 m² of floor area
  • City office plot on offer at Ilmalantori 3 (10,000 k-m²)

Risk: The offices are privately owned and the register says nothing about vacancy; any conversion needs a plan change.

Kallio, Sörnäinen and Alppiharju

Dense inner-city housing districts with older office buildings, two of which the city is selling.

  • 75 office buildings of 1,000 m² or more in postcodes 00500, 00510 and 00530
  • Helsinginkatu 24 (7,258 k-m²): the buyer studies homes
  • Sturenkatu 25 (2,340 m²): sold as a development site

Risk: The city's own buildings here are sold with tenants or as development sites at market price.

2 sources

City centre (Kluuvi, Kaartinkaupunki, Kamppi)

The largest concentration of office floor space, where Grade A space lets but older buildings fall behind.

  • 135 office buildings of 1,000 m² or more in postcode 00100 alone, about 1.15 million m², 126 of them completed before 1990
  • Grade A makes up about 47% of the core's stock (Helsinki Research Forum)

Risk: Central prices; many buildings are protected.

2 sources

Laajasalo

Most of the buildings in the city's 2026 sale plan stand here, including sites sold with their plots for service and residential use.

  • Eight of the ten buildings proposed for sale in January 2026 are in Laajasalo
  • Vuorilahti course centre: 950 k-m² for a dormitory, restaurant and homes (sale 2027)

Risk: Mostly villas and small buildings, often protected — community projects rather than co-op housing at scale.

City of Helsinki — sale of city premises (kymp.yritystilamyynti)

The city decides every year which buildings it no longer needs and sells them by public tender (20 sites with 50 buildings in 2025). It lists what is for sale now and what comes next, with dates — a co-operative can prepare a bid for a listed building, such as the offices sold as development sites.

City of Helsinki — land allocation guidelines (tontinluovutuslinjaukset)

Housing plots are allocated mainly by competitions and price; a 2023 study found the city would not lease land below market rent to housing co-operatives, and the draft guidelines of September 2026 widen price competitions. A co-operative should take part in the consultation and plan for market-price land.

Urban Atlas class 13400 (brownfields, demolition sites and gaps in the built-up area, 0.25 ha and up) compared across the 2006, 2012 and 2018 editions, so each plot says how long it has stood unused; plus construction sites (13300) already under way in 2012, and 2012 construction sites left unused by 2018. Read from the EEA's open ArcGIS services, the same way in every radar city. The 2021 edition (Copernicus Data Space) drops plots built on since 2018 where scripts/reuse/import-urban-atlas-2021.ts has been run. Points are context, never evidence of vacancy.

What this radar cannot see yet

  • The national building register records a use status for every building, but for non-residential buildings “empty” is effectively the default: in Helsinki two in three public buildings and 60% of office and other work buildings carry it, against about 1% recorded in business use — so only apartment blocks registered empty are shown.
  • There is no open register of empty commercial premises: Helsinki Research Forum publishes vacancy per office area, and its building-level database is available only on request.
  • There is no open layer of city-owned buildings; the city's sale lists are web pages, entered here by hand.
  • The City's committee papers (ahjojulkaisu.hel.fi) disallow robots; under EHC's 8 Oct 2026 policy two were read by hand for the Sturenkatu and Nilsiänkatu buildings, but no automated reading of sale decisions exists yet.
  • The 17-building sale list of November 2025 (hel.fi news) answers 403 to automated requests, so only the buildings also listed elsewhere are on the map.
