Espoo

Espoo publishes no list of empty buildings. The national building register records 30 apartment blocks and 598 houses of 150 m² or more as empty, and the City is putting old heritage buildings up for sale or ground lease by application round — Kungsgårdsskolan (vacant since 2022), the Bemböle old school and Villa Rulludd. The larger reserve is offices: 17.1% of Espoo's office space, about 286,000 m², stood empty at the end of 2025 (Catella), and 21–22% in Leppävaara, Matinkylä and Otaniemi.

Office figures: Catella Market Review Finland, Spring 2026 (Q4 2025): Espoo offices 17.1% vacant, 286,000 m² empty; by sub-market Leppävaara 21.1% (60,000 m²), Otaniemi–Pohjois-Tapiola 21.7% (49,000 m²), Matinkylä–Niittykumpu 22.1% (37,000 m²), Tapiola 13.4%, Keilaniemi 13.0%. Helsinki Research Forum puts the capital region at 18.6% in September 2026. Map built 2026-10-09.

The map

Every building a record says stands empty, one point per building: filter by type, size and how sure the evidence is, and open one to see who says so. “Opportunities” switches to the co-op lens: public land, conversion potential and projects already under way, every source as its own layer.

Districts where conversion makes sense

Where empty offices, the right zoning and a working neighbourhood come together — and what could go wrong.

A hand outlining a neighbourhood on a city map, with small houses drawn inside

Leppävaara

The second office hub after Otaniemi–Keilaniemi, around a rail interchange; vacancy has stayed above one fifth.

  • 91 office buildings of 1,000 m² or more in postcodes 02600, 02610, 02630 and 02650, about 772,000 m² of floor area
  • Catella: 21.1% of Leppävaara's office space empty at the end of 2025, about 60,000 m²

Risk: The offices are privately owned and the register says nothing about vacancy; a conversion needs a plan change or an exception decision.

2 sources

Otaniemi, Keilaniemi and Pohjois-Tapiola

The largest concentration of office floor space, with older buildings next to new ones; two office-to-housing projects are under way in Pohjois-Tapiola.

  • 38 office buildings of 1,000 m² or more in postcode 02150, about 394,000 m²
  • Tietäjäntie 2 (5,060 m²) is being converted to housing for older people; the Tietäjäntie 13 commercial building is to be replaced by a block of flats

Risk: Keilaniemi's vacancy is lower (13.0%); the weak stock is the older space around Otaniemi (21.7%).

3 sources

Matinkylä and Olari

A sub-centre on the metro with the highest office vacancy of the city (22.1%).

  • 27 office buildings of 1,000 m² or more in postcodes 02200 and 02230, about 175,000 m²
  • Catella: 22.1% empty in Matinkylä–Niittykumpu, about 37,000 m²

Risk: Smaller buildings and a thinner market for conversion buyers than in Leppävaara.

2 sources

Kauklahti (Kurttila)

The City is looking for a buyer for the vacant 1910 Kungsgårdsskolan school, 700 m from the railway station.

  • School activity ended in summer 2022; 1,030 gross m² plus a 107 m² outbuilding
  • The neighbouring plot of about 7,200 m² (900 gross m² building volume) can be included in the same application

Risk: Protected building of about 1,000 m²: it needs renovation and a use the plan allows; the City found no applicant in 2025.

Public owner

City of Espoo — sale and ground lease of surplus buildings (Premises Services and plot unit)

The City offers buildings it no longer needs through open application rounds rather than a price auction: the applicant's plan for the building is judged, the buildings are sold and the land leased. Open now: Kungsgårdsskolan (continuous call), the Bemböle old school (to 16 Oct 2026) and Villa Rulludd (7 Oct – 21 Dec 2026). A co-operative with a housing concept for a heritage building can apply, but the uses the City lists are services, workspaces and culture.

Allocation rule

City Board's Business and Competitiveness Subcommittee — planning reservation (suunnitteluvaraus)

Where a plan change is needed the City gives the winner a planning reservation and a pre-agreement to buy the buildings; the final sale and the ground-lease contract follow once the plan is confirmed. The route fits a co-op that can carry a plan change for a protected building.

Private owner

Private office owners with high vacancy (Leppävaara, Matinkylä, Otaniemi)

Where an owner holds a half-empty office building, the City can allow housing by exception decision — its project page says Tietäjäntie 2 in Pohjois-Tapiola is being converted to housing for older people this way. A co-operative would buy or lease from the owner; the City decides the permit.

Urban Atlas class 13400 (brownfields, demolition sites and gaps in the built-up area, 0.25 ha and up) compared across the 2006, 2012 and 2018 editions, so each plot says how long it has stood unused; plus construction sites (13300) already under way in 2012, and 2012 construction sites left unused by 2018. Read from the EEA's open ArcGIS services, the same way in every radar city. The 2021 edition (Copernicus Data Space) drops plots built on since 2018 where scripts/reuse/import-urban-atlas-2021.ts has been run. Points are context, never evidence of vacancy.

What this radar cannot see yet

  • The national building register records a use status for every building, but for non-residential buildings “empty” is effectively the default (in Espoo 2,246 buildings of 150 m² or more of all uses carry it), so only apartment blocks and larger houses registered empty are shown.
  • There is no open register of empty commercial premises: Helsinki Research Forum publishes vacancy per office area, and its building-level database is available only on request (Rakli).
  • The City's layers of its own land and leases (lease areas, land by owner, plot allocation, building programme, building bans) answer 401 — access-controlled, not touched; the City's sale pages are web pages, entered here by hand.
  • The application brochures for Kungsgårdsskolan, Bemböle and Villa Rulludd are PDFs on espoo.fi, which disallows PDFs for crawlers; they were not read, so floor areas come from the building register and the City's news item.
  • Committee papers (espoo.oncloudos.com) were not mined: which buildings the City board has declared surplus is a lead for a person.
