Tampere

Tampere shows its empty buildings in two places: the national register (39 apartment blocks and 256 houses of 150 m² or more recorded empty) and the City's own sale page and property-disposal reports, which name buildings that have stood empty for years — the former Kalevan lastentalo (since 2017) and the Pyynikki hospital ward (since 2009), both protected and offered by tender. Offices are less distressed than in the capital region: 13.9% of Tampere's office space, about 133,000 m², stood empty at the end of 2025 (Catella).

Office figures: Catella Market Review Finland, Spring 2026 (Q4 2025): Tampere offices 13.9% vacant on a stock of about 950,000 m²; empty space about 133,000 m²; prime rent EUR 24 per m² a month, prime yield 7.75%. Map built 2026-10-09.

The map

Every building a record says stands empty, one point per building: filter by type, size and how sure the evidence is, and open one to see who says so. “Opportunities” switches to the co-op lens: public land, conversion potential and projects already under way, every source as its own layer.

Check any building in Tampere: could it become homes, and could the EHC model work there?

Where to look first

Buildings with evidence that they stand empty — a second source agrees, a public record names them, or we have checked them — ranked by a score you can read: co-op scale, daylight depth, a station nearby, a zone that allows homes, affordable land and an open route in. Checked buildings carry their result; nobody has visited them on site yet. Leerstandsmelder reports join the list when they sit in a large non-residential building and a second source agrees.

Districts where conversion makes sense

Where empty offices, the right zoning and a working neighbourhood come together — and what could go wrong.

A hand outlining a neighbourhood on a city map, with small houses drawn inside

Kaleva and Pyynikki

Three City-owned heritage buildings are on offer in these neighbourhoods: Kalevan lastentalo (3,257 m²), the former Pyynikki hospital ward (1,325 m²) and Rollikkahalli (5,056 m²).

  • Kalevan lastentalo empty since 2017, Pyynikki hospital building since 2009
  • Rollikkahalli sold through an idea competition decided in autumn 2026

Risk: All three are protected: demolition is forbidden and new building right is tied to renovating the old building first.

Hervanta

The southern office district: 15 office buildings of 1,000 m² or more, and the City is selling an office unit of 788 m² that can be split into three.

  • 15 office buildings of 1,000 m² or more, about 115,000 m²
  • Lindforsinkatu 8 E 92: 788 m² office unit for sale (City sale page, 24 Aug 2026)

Risk: Smaller buildings, mostly owned by funds and companies; the city's own offer is a single office unit, not a building.

City of Tampere — sale of buildings no longer needed (Kiinteistöpalvelut, Maanhankinta)

The City sells what it does not need by open tender, auction or idea competition and publishes the list on one web page; its report to the property committee names nine buildings on sale, eleven in sale preparation, twelve in plan work and eighteen awaiting action (November 2024). The Kalevan lastentalo sale is by tender; Rollikkahalli is sold on a concept (idea competition) rather than price, the format where a co-operative's housing model counts.

Land without current use and stalled construction, mapped from satellite imagery (Copernicus Urban Atlas 2006–2018)
European Environment Agency — Copernicus Land Monitoring Service
Urban Atlas class 13400 (brownfields, demolition sites and gaps in the built-up area, 0.25 ha and up) compared across the 2006, 2012 and 2018 editions, so each plot says how long it has stood unused; plus construction sites (13300) already under way in 2012, and 2012 construction sites left unused by 2018. Read from the EEA's open ArcGIS services, the same way in every radar city. The 2021 edition (Copernicus Data Space) drops plots built on since 2018 where scripts/reuse/import-urban-atlas-2021.ts has been run. Points are context, never evidence of vacancy.

What this radar cannot see yet

  • The national building register records a use status for every building, but for non-residential buildings “empty” is effectively the default, so only apartment blocks and larger houses registered empty are shown.
  • There is no open register of empty commercial premises; Tampere's city-centre office vacancy is a Catella city-wide figure, and the buildings behind it are not public.
  • The City publishes no layer of its own buildings; the sale page and the disposal report are documents, so the named buildings here are entered by hand. The report is from November 2024: several of its buildings have since been sold or let.
  • There is no open orthophoto: the City's 2011–2013 aerial photographs sit on a server that no longer resolves (opendata.navici.com), and the National Land Survey's current imagery needs an API key, which was not requested.
  • Whether Rollikkahalli and Hissikatu 3 are empty today is not stated in the sources opened; the City's committee papers (tampere.cloudnc.fi) were not mined beyond the one report.
