Zagreb

Zagreb has about 55,000 empty flats by the Ministry's count, and the City publishes a list of its own empty shops, workshops and courtyard buildings — 262 of them, many in the old centre and many damaged since the 2020 earthquakes. Offices are almost full, so the openings are the City's property and its new affordable-rent programme.

Office figures: CBRE — about 1.2 million m² of class A and B offices in Zagreb, 2% empty in Q2 2026 (vacant area = stock × rate). Homes: our economic model’s conversion engine. Map built 2026-10-09.

The map

Every building a record says stands empty, one point per building: filter by type, size and how sure the evidence is, and open one to see who says so. “Opportunities” switches to the co-op lens: public land, conversion potential and projects already under way, every source as its own layer.

The City's empty-premises list has no coordinates: 144 of its 149 addresses are placed through the City's own house-number layer (one has no house number; 18 underpass kiosks are left off). It lists premises, not buildings — only four whole buildings.

Check any building in Zagreb: could it become homes, and could the EHC model work there?

Where to look first

Buildings with evidence that they stand empty — a second source agrees, a public record names them, or we have checked them — ranked by a score you can read: co-op scale, daylight depth, a station nearby, a zone that allows homes, affordable land and an open route in. Checked buildings carry their result; nobody has visited them on site yet. Leerstandsmelder reports join the list when they sit in a large non-residential building and a second source agrees.

Districts where conversion makes sense

Where empty offices, the right zoning and a working neighbourhood come together — and what could go wrong.

A hand outlining a neighbourhood on a city map, with small houses drawn inside

Donji grad (Lower Town)

Most of the City's empty premises that it calls unfit are here — courtyard buildings and cellars behind the street blocks, several weakened by the 2020 earthquakes.

  • Ilica 25: 927 m² empty, building under renovation
  • Petrinjska 11/13: 793 m² courtyard space

Risk: Many units are small and under restitution claims; heritage protection and shared ownership slow whole-building work.

Badel block and Gredelj (east of the centre)

Two former industrial sites among the City's five strategic regeneration projects, next to the centre and the main station.

  • Badel block: about 2,450 m² of City units listed empty and unfit
  • Gredelj gradually opened to the public (Mar 2026)

Risk: Neither site has an adopted plan yet, and railway land at Gredelj involves the State railways.

Republic of Croatia — Affordable Housing Act

Adopted 21 April 2026: affordable housing is rent or instalments of at most 30% of net income; local governments must adopt housing programmes, provide land and co-finance building — the frame a co-op proposal to the City would use.

Land without current use and stalled construction, mapped from satellite imagery (Copernicus Urban Atlas 2006–2018)
European Environment Agency — Copernicus Land Monitoring Service
Urban Atlas class 13400 (brownfields, demolition sites and gaps in the built-up area, 0.25 ha and up) compared across the 2006, 2012 and 2018 editions, so each plot says how long it has stood unused; plus construction sites (13300) already under way in 2012, and 2012 construction sites left unused by 2018. Read from the EEA's open ArcGIS services, the same way in every radar city. The 2021 edition (Copernicus Data Space) drops plots built on since 2018 where scripts/reuse/import-urban-atlas-2021.ts has been run. Points are context, never evidence of vacancy.

What this radar cannot see yet

  • The City's empty-premises list has no coordinates: 144 of its 149 addresses are placed through the City's own house-number layer (one has no house number; 18 underpass kiosks are left off). It lists premises, not buildings — only four whole buildings.
  • The building-by-building earthquake usability register (some 25,000 buildings inspected in 2020) is not published; the City's own tracker covers only 87 public buildings and stopped in March 2022.
  • No open register of public land, of empty State premises or of empty flats by address; the City's ArcGIS layers state no licence, and several of its folders need a token.
  • Building heights from the City's ZG3D 2022 3D model are not yet read by the radar's floor-area step (the snapshot carries them for the City premises).
  • Aerial photos come from the State Geodetic Administration's anonymous service, which stamps a watermark on the image.
