Belgrade

Belgrade has no official count of empty or unfinished buildings (RTS, 29 October 2025), and the Republic’s public-property map answers map requests but not data queries. What is public: modern offices are about 5% empty (4.98% of 1.46 million m², Cushman & Wakefield / CBS, Q2 2026), the City sold 22 and 28 business premises at auction in June and July 2026, and a handful of large unfinished or idle buildings in New Belgrade and Dorćol are documented by name. The radar adds the mapped office stock and OpenStreetMap’s abandoned-building tags; nothing here is a vacancy register.

Office figures: Cushman & Wakefield / CBS International — 4.98% overall vacancy on 1,457,000 m² of modern office stock, Q2 2026 (vacant area = stock × rate). CBRE counts 4.7% on 1,104,000 m² of speculative stock. Map built 2026-10-09.

The map

Every building a record says stands empty, one point per building: filter by type, size and how sure the evidence is, and open one to see who says so. “Opportunities” switches to the co-op lens: public land, conversion potential and projects already under way, every source as its own layer.

No official register of empty, abandoned or unfinished buildings exists (RTS, 29 Oct 2025). A 2009 research project, “Empty Spaces of Serbia”, found more than 150 sites in Belgrade’s 17 municipalities; its database is not online (Kultura no. 129, 2010).

Check any building in Belgrade: could it become homes, and could the EHC model work there?

Where to look first

Buildings with evidence that they stand empty — a second source agrees, a public record names them, or we have checked them — ranked by a score you can read: co-op scale, daylight depth, a station nearby, a zone that allows homes, affordable land and an open route in. Checked buildings carry their result; nobody has visited them on site yet. Leerstandsmelder reports join the list when they sit in a large non-residential building and a second source agrees.

Districts where conversion makes sense

Where empty offices, the right zoning and a working neighbourhood come together — and what could go wrong.

A hand outlining a neighbourhood on a city map, with small houses drawn inside

New Belgrade — Block 20 and the Ušće axis

Three large unfinished or ruined projects stand within a few hundred metres of each other beside the Sava Centre and the Ušće: the RAD tower, the Elektrodistribucija building and the Museum of the Revolution’s foundations.

  • RAD tower: 13 floors, work stopped about 1998
  • Elektrodistribucija building: six levels, halted in the early 2000s
  • Museum of the Revolution: basement only, demolition planned

Risk: Split ownership (RAD), a public company that still runs a substation in part of its building, and a State demolition plan for the museum shell make every approach a different negotiation.

Dorćol riverside — the old power station

A 1930–32 power station on the Danube bank, a protected monument, sits idle; the Government gave it to the Nikola Tesla Museum in December 2020.

  • Government decision of 24 Dec 2020 to move the Tesla Museum in
  • OpenStreetMap maps the hall as abandoned

Risk: Monument protection and a State decision on the building’s future that has not visibly been carried out.

Public owner

City of Belgrade — City Administration

Sells and lets its business premises by public auction. In 2026 it offered 22 premises (5 June) and 28 (18 July; €18,000–388,960, none above 160 m², auction 11 August); in April 2025 it offered 179 for lease at 337–2,253 dinars per m². These are single units, but a co-operative can bid for ground-floor space and ask the City which premises sit in whole buildings it owns.

Public owner

Republic Directorate for Property (RDI)

Sells State property, including non-military buildings in Belgrade, in announced rounds; its round of November 2020 offered 45 properties, nearly half in Belgrade. Its register of public-property buildings is published as a map (gis.rdi.gov.rs) — a co-operative can ask the Directorate which of those buildings it holds as unused.

Land without current use and stalled construction, mapped from satellite imagery (Copernicus Urban Atlas 2006–2018)
European Environment Agency — Copernicus Land Monitoring Service
Urban Atlas class 13400 (brownfields, demolition sites and gaps in the built-up area, 0.25 ha and up) compared across the 2006, 2012 and 2018 editions, so each plot says how long it has stood unused; plus construction sites (13300) already under way in 2012, and 2012 construction sites left unused by 2018. Read from the EEA's open ArcGIS services, the same way in every radar city. The 2021 edition (Copernicus Data Space) drops plots built on since 2018 where scripts/reuse/import-urban-atlas-2021.ts has been run. Points are context, never evidence of vacancy.

What this radar cannot see yet

  • No official register of empty, abandoned or unfinished buildings exists (RTS, 29 Oct 2025). A 2009 research project, “Empty Spaces of Serbia”, found more than 150 sites in Belgrade’s 17 municipalities; its database is not online (Kultura no. 129, 2010).
  • The Republic Directorate for Property publishes the footprints of State and public buildings, with the right-holder’s name and area, as an ArcGIS map service (gis.rdi.gov.rs, javni_uvid/agpro_javnasvojinars, layers 5, 6, 12 and 13). Tested on 9 Oct 2026, the layers accept map requests but refuse attribute queries (“operation not supported”), so nothing is drawn; an export from the Directorate would add the best public-ownership layer.
  • The City’s sale and lease notices were read as news reports; the premises’ addresses are in the notices on beograd.rs, which were not parsed, so none of the 2025–26 lots is on the map.
  • No open orthophoto service was reachable: the Republic Geodetic Authority’s hosts (geosrbija.rs, ogc.geosrbija.rs, geoportal.gov.rs) did not answer on 9 Oct 2026. Floor areas come from the Global Building Atlas only.
  • Military complexes and war-damaged buildings (the former General Staff complex among them) are left out by rule, whatever their condition.

Open data cannot see everything. Tell us about a building in Belgrade that stands empty or barely used; once we have checked it, it joins the map under “Reported by visitors (checked)”.
