Brașov

Brașov has no register of empty buildings. Its tool is a tax on neglected buildings: 143 old properties are on the 2026 list, seven at the maximum 500%, mostly facades in the historic centre; the list is published as scanned annexes to one council decision. The City is itself a large owner of decaying buildings — it sent itself over a hundred repair notices in 2023 — and is turning disused heating points into community centres. Offices are the fullest of the regional cities, only 6.7% vacant.

Office figures: iO Partners — 6.7% of Brașov's modern office stock vacant, the lowest of the regional cities (reported May 2026); the report gives no stock, so no vacant area is computed. Map built 2026-10-09.

The map

Every building a record says stands empty, one point per building: filter by type, size and how sure the evidence is, and open one to see who says so. “Opportunities” switches to the co-op lens: public land, conversion potential and projects already under way, every source as its own layer.

No register of empty buildings, no open list of the City's vacant property: the City publishes lease and sale tenders, not an inventory.

Check any building in Brașov: could it become homes, and could the EHC model work there?

Where to look first

Buildings with evidence that they stand empty — a second source agrees, a public record names them, or we have checked them — ranked by a score you can read: co-op scale, daylight depth, a station nearby, a zone that allows homes, affordable land and an open route in. Checked buildings carry their result; nobody has visited them on site yet. Leerstandsmelder reports join the list when they sit in a large non-residential building and a second source agrees.

Districts where conversion makes sense

Where empty offices, the right zoning and a working neighbourhood come together — and what could go wrong.

A hand outlining a neighbourhood on a city map, with small houses drawn inside

Historic centre (Biserica Neagră – Piața Sfatului)

Most of the 143 buildings on the 2026 list are old buildings with unrenovated facades around the Black Church and the main square.

  • 143 properties on the 2026 list, 7 at the maximum rate
  • Strada Sforii closed when pieces of a cornice fell from a neglected building

Risk: Heritage rules, many co-owners per building and an owner base that has already been summoned for years.

Tractorul – Rulmentul – Aluminiului (the former industrial belt)

Disused City heating points and a large former industrial platform the City wants to turn into green space, education and culture.

  • Heating point at Strada Aluminiului 5: disused, in a June 2026 conversion tender
  • Rulmentul platform: design competition launched in 2023

Risk: The platform's ownership and extent are not in the public report; works depend on EU money.

Primăria Brașov and RIAL — the City's own decaying buildings

In 2023 the City's tax directorate sent notices to 103 buildings the City or its property company RIAL owns, some only in part; and since 2025 it converts eight disused heating points into community centres. A co-op could propose a long lease of a City building in return for repair.

Private owner

Owners on the neglected-building list

The decision lists every taxed building by rate, with company owners named in the annexes; the council ends an increase by a later decision (two decisions of July 2026 end increases from January 2027), so owners have a reason to sell or lease to someone who will repair.

Land without current use and stalled construction, mapped from satellite imagery (Copernicus Urban Atlas 2006–2018)
European Environment Agency — Copernicus Land Monitoring Service
Urban Atlas class 13400 (brownfields, demolition sites and gaps in the built-up area, 0.25 ha and up) compared across the 2006, 2012 and 2018 editions, so each plot says how long it has stood unused; plus construction sites (13300) already under way in 2012, and 2012 construction sites left unused by 2018. Read from the EEA's open ArcGIS services, the same way in every radar city. The 2021 edition (Copernicus Data Space) drops plots built on since 2018 where scripts/reuse/import-urban-atlas-2021.ts has been run. Points are context, never evidence of vacancy.

What this radar cannot see yet

  • No register of empty buildings, no open list of the City's vacant property: the City publishes lease and sale tenders, not an inventory.
  • The neglected-building lists are scanned annexes (individuals blacked out): 110 of about 143 buildings were read and 44 placed on OpenStreetMap; annex 1 lacks half its sheets.
  • The decision says a building is neglected, not that it is empty.
  • Floor areas come from the Global Building Atlas (no open national cadastre); aerial photos come from the 2017–2020 national orthophoto at 1.5 m resolution.
  • No seismic-class list for Brașov was found.
