Plovdiv

Plovdiv publishes no list of empty buildings and no machine-readable list of municipal property; what the radar can show is the Government's June 2025 list of 18 State buildings, plots and units in the city it no longer needs and the few properties on forced sale. The best-known empty buildings, the Tobacco Town warehouses, burnt in 2016 and belong to private owners.

The map

Every building a record says stands empty, one point per building: filter by type, size and how sure the evidence is, and open one to see who says so. “Opportunities” switches to the co-op lens: public land, conversion potential and projects already under way, every source as its own layer.

No list of empty, abandoned or municipal buildings is published: the municipal property register is not open data, and the city's GIS host (gis.plovdiv.bg) shows only a server default page.

Check any building in Plovdiv: could it become homes, and could the EHC model work there?

Where to look first

Buildings with evidence that they stand empty — a second source agrees, a public record names them, or we have checked them — ranked by a score you can read: co-op scale, daylight depth, a station nearby, a zone that allows homes, affordable land and an open route in. Checked buildings carry their result; nobody has visited them on site yet. Leerstandsmelder reports join the list when they sit in a large non-residential building and a second source agrees.

Districts where conversion makes sense

Where empty offices, the right zoning and a working neighbourhood come together — and what could go wrong.

Tobacco Town (Odrin street area)

A protected ensemble of early-20th-century tobacco warehouses a few minutes from the centre, partly gutted by the 2016 fire; a rare group of large, plain industrial floors next to the Kapana quarter.

  • Fire of 20 August 2016 gutted the warehouses
  • Prosecutors ordered shoring-up on 25 August 2016

Risk: Private owners, heritage protection and a blocked quarter; the only dated source found is from 2016, so today's state and plans are unknown.

Vasil Aprilov boulevard — university hospital site

Ten outbuildings of the university hospital that the Government lists as no longer needed, close to the centre and its transport.

  • 10 buildings, 1,791 m² in all (areas as the table gives them)
  • Largest: a three-storey depot with offices, 837 m²

Risk: Small, old buildings (the table gives 1901 and 1985 dates and calls their condition poor) on a working hospital site; the hospital may still use them.

Община Пловдив — municipal property

Lets and sells municipal non-residential property by tender under the Municipal Property Act; the municipality's page "Procedures under the Municipal Property Act" carries the notices, but no register. A co-op can ask the Council for a whole building on a long lease in return for repair.

Government lists State properties it no longer needs

The Council of Ministers adopts a programme listing about 4,400 State properties as unneeded; 32 rows fall in Plovdiv, 18 of them outside defence and interior property.

    Fire in Tobacco Town

Prosecutors order the burnt tobacco warehouses shored up under the Cultural Heritage Act; no later dated report was found.

Open-ended real-estate funds (each point names its fund and report)
German and Austrian open-ended public property funds must list every property with its vacancy (or letting) rate in their annual and half-year reports. scripts/reuse/import-fund-reports.ts reads those lists; properties at 10 % vacancy or more are shown, those at 25 % or more count as evidence.

Land without current use and stalled construction, mapped from satellite imagery (Copernicus Urban Atlas 2006–2018)
European Environment Agency — Copernicus Land Monitoring Service
Urban Atlas class 13400 (brownfields, demolition sites and gaps in the built-up area, 0.25 ha and up) compared across the 2006, 2012 and 2018 editions, so each plot says how long it has stood unused; plus construction sites (13300) already under way in 2012, and 2012 construction sites left unused by 2018. Read from the EEA's open ArcGIS services, the same way in every radar city. The 2021 edition (Copernicus Data Space) drops plots built on since 2018 where scripts/reuse/import-urban-atlas-2021.ts has been run. Points are context, never evidence of vacancy.

What this radar cannot see yet

  • No list of empty, abandoned or municipal buildings is published: the municipal property register is not open data, and the city's GIS host (gis.plovdiv.bg) shows only a server default page.
  • The national open-data portal (data.egov.bg) answers HTTP 403 to automated clients and was not used.
  • The State list is the Government's preliminary table of June 2025; 13 rows of defence and interior property are left off by decision, one row has no outline, and rows may have been sold or dropped since.
  • Cadastral buildings (58,783 footprints on the cadastre's INSPIRE service) carry no use or storeys in the open data, so there is no building-stock layer beyond the 28 offices mapped on OpenStreetMap; floor areas fall back to the Global Building Atlas.
  • The orthophoto is the Ministry of Agriculture's, mirrored by OpenStreetMap Bulgaria; its licence is to be confirmed.

Know an empty building we have missed?

Open data cannot see everything. Tell us about a building in Plovdiv that stands empty or barely used; once we have checked it, it joins the map under “Reported by visitors (checked)”.

We publish the address, the kind of building and your description once we have checked it — never your email. Please do not name the people who own or live in a building.
