Where empty offices, the right zoning and a working neighbourhood come together — and what could go wrong.
Five central properties of the Varna Regional Administration, with a house and administrative buildings on small plots, listed by the Government as no longer needed.
Risk: Small plots and buildings (the largest building 189 m² of footprint), heritage-zone constraints and a preliminary list: they may still be used as offices.
State workshops, warehouses and plots near the port and the western ring: a service hall, workshops and warehouses of the Ministry of Transport on Devnya street, and two Regional Administration plots with buildings in the West Industrial Zone.
Risk: Industrial buildings and plots, many under 400 m²; the table gives use but not condition.
State holiday bases and service buildings on the coast north of the city: four buildings at Chaika (246–853 m²), the "Kosmos" holiday base and two resort plots with buildings in Sv. Konstantin and Elena.
