Thessaloniki

Thessaloniki publishes no register of empty buildings, but its planning service counted 150 dangerous buildings in 2022, 185 in 2023 and 150 in 2024, and a press list names 44 listed buildings standing abandoned. The radar shows 13 of those with a matched house number, the 43 properties of the municipal property layer and 95 offices mapped on OpenStreetMap.

The map

Every building a record says stands empty, one point per building: filter by type, size and how sure the evidence is, and open one to see who says so. “Opportunities” switches to the co-op lens: public land, conversion potential and projects already under way, every source as its own layer.

No register of empty, abandoned or dangerous buildings is open: the Municipality's open-data portal (121 datasets) holds none; the planning service's counts reach the press as numbers, not lists.

Check any building in Thessaloniki: could it become homes, and could the EHC model work there?

Where to look first

Buildings with evidence that they stand empty — a second source agrees, a public record names them, or we have checked them — ranked by a score you can read: co-op scale, daylight depth, a station nearby, a zone that allows homes, affordable land and an open route in. Checked buildings carry their result; nobody has visited them on site yet. Leerstandsmelder reports join the list when they sit in a large non-residential building and a second source agrees.

Districts where conversion makes sense

Where empty offices, the right zoning and a working neighbourhood come together — and what could go wrong.

A hand outlining a neighbourhood on a city map, with small houses drawn inside

Ano Poli (Upper Town) and the old centre

The press list's abandoned listed houses lie across the old centre and the upper town, where the article says many serve as shelters for drug users (from Panagia Faneromeni to Agios Pavlos); 199 buildings of the centre were designated listed in 2016.

  • 44 listed buildings abandoned in poor condition (press list, 22 Jul 2022)
  • 199 buildings of the centre designated listed (decision 3428/30-9-2016)

Risk: Listed houses on small plots, steep streets and tangled ownership; some are "dangerously ruinous" and used by drug users; renovation is costly for owners.

West of the centre — FIX and the old slaughterhouses

A listed industrial building (FIX) and the Municipality's former slaughterhouses stand within about 400 m of each other on the western side of the municipality.

  • FIX: listed industrial building, disused on OpenStreetMap
  • Former municipal slaughterhouses: on the Municipality's property list

Risk: Industrial heritage with open ownership and use questions; both are named by a source but their present use was not confirmed.

Δήμος Θεσσαλονίκης — municipal property and planning service

The Municipality lists 43 properties in its property layer and its planning service inspects and orders action on dangerous buildings (150 in 2022, 185 in 2023, 150 in 2024). A co-op can propose a restoration-for-use lease of a municipal building, such as the former slaughterhouses, or approach the owners of dangerous listed buildings with a restoration offer.

Ministry of the Interior (Macedonia–Thrace) and the listing regime

Listed buildings are designated by the Ministry's department for traditional settlements and listed buildings, which designated 199 buildings of the centre in 2016; owners often see a listed building as a financial burden (Flow Magazine), so a co-op can approach them with a restoration-for-use proposal.

Public owner

Hellenic Public Properties Company (ETAD) and the State's unused portfolio

ETAD, TAIPED and EFKA together hold about 73,000 properties, of which about 4,000 are available for development; ETAD's e-auction layer lists none in Thessaloniki today, so a co-op would have to ask ETAD for the city's portfolio.

Open-ended real-estate funds (each point names its fund and report)
German and Austrian open-ended public property funds must list every property with its vacancy (or letting) rate in their annual and half-year reports. scripts/reuse/import-fund-reports.ts reads those lists; properties at 10 % vacancy or more are shown, those at 25 % or more count as evidence.

Land without current use and stalled construction, mapped from satellite imagery (Copernicus Urban Atlas 2006–2018)
European Environment Agency — Copernicus Land Monitoring Service
Urban Atlas class 13400 (brownfields, demolition sites and gaps in the built-up area, 0.25 ha and up) compared across the 2006, 2012 and 2018 editions, so each plot says how long it has stood unused; plus construction sites (13300) already under way in 2012, and 2012 construction sites left unused by 2018. Read from the EEA's open ArcGIS services, the same way in every radar city. The 2021 edition (Copernicus Data Space) drops plots built on since 2018 where scripts/reuse/import-urban-atlas-2021.ts has been run. Points are context, never evidence of vacancy.

What this radar cannot see yet

  • No register of empty, abandoned or dangerous buildings is open: the Municipality's open-data portal (121 datasets) holds none; the planning service's counts reach the press as numbers, not lists.
  • The press list (22 July 2022) cites earlier research and gives no owners; only 13 of its 43 addresses are shown (house number matched), and entries without a number or with a street-level match only are left off.
  • The municipal property layer holds 43 points, undated and with no use or vacancy; the Municipality's listed-building layers (973 and 274 points) show heritage, not vacancy, and are not drawn.
  • The Municipality's GeoServer also holds 8,103 active shop licences and building permits; neither says which buildings are empty and they were not read.
  • No storey or floor-area source: floor areas fall back to the Global Building Atlas. The aerial is the Hellenic Cadastre's open WMS, watermarked and with no licence stated; the Cadastre's own portal answers a bot wall (HTTP 403), which was not worked around.
  • The Allatini mills and FIX markers are placed from OpenStreetMap, which marks the mills at the flour-mill site and FIX as disused; neither source in the radar names an owner.
