Podgorica

Podgorica publishes no list of empty buildings, and the last remains of the Radoje Dakić works were demolished in February 2024 for new housing and shops (Investitor.me). The public cases that matter now are two. On 2 October 2026 the Ministry of Public Works and the Capital City opened a €5.27 million tender (bids to 3 November) to rebuild the former NA-MA department store, Podgoričanka (4,599 m²), on Independence Square. And in August 2024 the City bought six parcels (5,540 m²) of the former Radoje Dakić estate for a road; four other lots drew no bids. No office-vacancy figure is published.

The map

Every building a record says stands empty, one point per building: filter by type, size and how sure the evidence is, and open one to see who says so. “Opportunities” switches to the co-op lens: public land, conversion potential and projects already under way, every source as its own layer.

No register of empty or unused State or municipal buildings is published. A search of the national open-data portal (data.gov.me) for property returned one tax-debtor list and no building, property or vacancy dataset (9 Oct 2026).

Independence Square — Podgoričanka

A 4,599 m² former department store at the edge of the capital’s main square is being put out to tender for full reconstruction as an innovation and city centre.

  • Tender value €5,266,467 excluding VAT
  • Bids due 3 November; 18 months to build

Risk: The project is already specified and tendered by the State and the Capital; owner and current occupancy are not stated.

Former Radoje Dakić works

The former works’ estate is being sold lot by lot; the City took six parcels and four more lots found no buyer, so land from the estate may still be on offer.

  • City of Podgorica sole bidder: €1.87 million for 5,540 m² (about €337 per m²)
  • Total offer was €2.78 million; four parcels attracted no interest

Risk: Former workers hold liens on the property and the City wants the land for a road and roundabout; the lots are land, not buildings.

German and Austrian open-ended public property funds must list every property with its vacancy (or letting) rate in their annual and half-year reports. scripts/reuse/import-fund-reports.ts reads those lists; properties at 10 % vacancy or more are shown, those at 25 % or more count as evidence.

Land without current use and stalled construction, mapped from satellite imagery (Copernicus Urban Atlas 2006–2018)
European Environment Agency — Copernicus Land Monitoring Service
Urban Atlas class 13400 (brownfields, demolition sites and gaps in the built-up area, 0.25 ha and up) compared across the 2006, 2012 and 2018 editions, so each plot says how long it has stood unused; plus construction sites (13300) already under way in 2012, and 2012 construction sites left unused by 2018. Read from the EEA's open ArcGIS services, the same way in every radar city. The 2021 edition (Copernicus Data Space) drops plots built on since 2018 where scripts/reuse/import-urban-atlas-2021.ts has been run. Points are context, never evidence of vacancy.

What this radar cannot see yet

  • No register of empty or unused State or municipal buildings is published. A search of the national open-data portal (data.gov.me) for property returned one tax-debtor list and no building, property or vacancy dataset (9 Oct 2026).
  • Only one building is curated: the sources found for other Podgorica sites named no owner, date or status we could verify. OpenStreetMap tags six abandoned buildings, which the shared layer draws.
  • The Real Estate Administration’s data and the city’s property register are not open; geoportal.co.me answers but no open building layer or orthophoto service was found. Floor areas come from the Global Building Atlas only.
  • Podgoričanka’s owner and present use are not stated in the tender report; it is not confirmed to be empty.
  • Military and war-damaged sites are left out by rule.

Know an empty building we have missed?

Open data cannot see everything. Tell us about a building in Podgorica that stands empty or barely used; once we have checked it, it joins the map under “Reported by visitors (checked)”.
