Bari

Bari publishes no register of empty buildings; its open data hold only a 126-row list of property confiscated from organised crime. The big empty buildings are the State's and are already in programmes: the Ex Ospedale Militare Bonomo (about 41,000 m² gross in 20 buildings; a student-residence partnership presented to investors on 12 March 2026) and the Ex Caserma Magrone (about 100,000 m² unused, planned as a campus park with 150 student beds). The State's register records six smaller buildings as free, and the City itself declares almost all its 2,700 buildings in the Treasury's census as used.

Where to look first

Buildings with evidence that they stand empty — a second source agrees, a public record names them, or we have checked them — ranked by a score you can read: co-op scale, daylight depth, a station nearby, a zone that allows homes, affordable land and an open route in. Checked buildings carry their result; nobody has visited them on site yet. Leerstandsmelder reports join the list when they sit in a large non-residential building and a second source agrees.

Japigia and the Magrone barracks (south-east)

The Ex Caserma Magrone — about 100,000 m² the State calls unused — sits at the centre of a Japigia regeneration plan with a university campus and 150 student beds; the Parco della Giustizia was under construction on the next barracks in 2023.

Corso De Gasperi — the Bonomo hospital (south-west)

The hospital quadrangle between Corso De Gasperi, Via La Sorsa, Via Petroni and Via Pende is the largest single building stock: 41,000 m² gross in 20 buildings with an old park.

Central Bari and Bari Vecchia

Two State buildings recorded free sit in the centre: the Aeronautica flats at Via Dalmazia 70 (3,823 m²) and the Commissariato San Nicola building on Piazza San Pietro (2,150 m²).

Agenzia del Demanio — Bonomo partnership and State register

The Agency is courting investors for a public-private partnership at the Bonomo hospital (a university residence plus services) and has the Magrone compound in an agreement with Region, City, Politecnico and ADISU. A co-op can join the Bonomo partnership as an operator or partner for residential parts, or ask for one of the six buildings the register records as free.

Allocation rule

Comune di Bari — confiscated property

The City's open-data list names each confiscated unit and its new purpose — social use, housing emergency, storage — so a co-op can see which units sit in its target districts (Libertà, Murat, San Nicola, Japigia, Marconi). The City decides allocation; units marked for social use are the natural candidates for a co-op's social project.

Urban Atlas class 13400 (brownfields, demolition sites and gaps in the built-up area, 0.25 ha and up) compared across the 2006, 2012 and 2018 editions, so each plot says how long it has stood unused; plus construction sites (13300) already under way in 2012, and 2012 construction sites left unused by 2018. Read from the EEA's open ArcGIS services, the same way in every radar city. EUBUCCO harmonises Europe's building footprints with their use, height and age. Only buildings whose source names the use are kept — the cadastre's office class in Barcelona and Madrid, Lombardy's "commerciale" in Milan, building=office in OpenStreetMap for Dublin and Lisbon — never EUBUCCO's machine-learning guesses. The footprint gives the plan depth, so the conversion score treats them like the German cadastre's offices (scripts/reuse/import-eubucco.ts → src/scripts/data/reuse/eubucco/, ODbL).

What this radar cannot see yet

  • No vacancy data: the City's open-data portal has no list of empty, disused or ruined buildings; its other property dataset is a map of municipal cadastral parcels (a zip of shapes, not read).
  • ANNCSU, the national address register, holds no coordinates for Bari (75 of 73,230 numbers), so the City's confiscated-property units sit on streets, not houses (58 of 62 addresses).
  • ANBSC's own export (openregio.anbsc.it) answered HTTP 504 on every request on 9 Oct 2026.
  • No regional ruins or building-height layer for Puglia was read; floor areas come from the Global Building Atlas.
  • The Treasury's 2022 census shows Bari's City declaring nearly everything used; the housing agency's 556 units flagged 'not used' are single flats with no building context.
