Florence

Florence publishes no list of empty buildings: the radar shows what the State records as free — the Perotti barracks at Coverciano above all — the State's buildings in use that the May 2026 Piano Città is reshuffling, and a handful of confiscated homes. The City is recovering its own empty public flats (more than 270 brought back in 2025) and lets people waiting for a public home do the works themselves against their rent.

The map

Every building a record says stands empty, one point per building: filter by type, size and how sure the evidence is, and open one to see who says so. “Opportunities” switches to the co-op lens: public land, conversion potential and projects already under way, every source as its own layer.

The City publishes no list of its own empty buildings or empty public flats (Casa Spa reports them to the City, not to the public).

Check any building in Florence: could it become homes, and could the EHC model work there?

Where to look first

Buildings with evidence that they stand empty — a second source agrees, a public record names them, or we have checked them — ranked by a score you can read: co-op scale, daylight depth, a station nearby, a zone that allows homes, affordable land and an open route in. Checked buildings carry their result; nobody has visited them on site yet. Leerstandsmelder reports join the list when they sit in a large non-residential building and a second source agrees.

Districts where conversion makes sense

Where empty offices, the right zoning and a working neighbourhood come together — and what could go wrong.

A hand outlining a neighbourhood on a city map, with small houses drawn inside

Campo di Marte and Coverciano (east)

The largest free State floor space: the Perotti barracks and the Covercianino fuel depot.

  • 7 State buildings free or partly free, about 14,400 m² gross
  • 33 State buildings of 1,000 m² or more in use

Risk: Both are earmarked for the police, fire brigade and Carabinieri.

Historic centre and San Marco

Former convents and barracks the State holds next to the university: Sant'Apollonia, San Pancrazio and the Redi barracks.

  • 5 State buildings free or partly free, about 12,500 m² gross (8,561 m² of it a university building in use)
  • 64 State buildings of 1,000 m² or more in use

Risk: Short-term letting and luxury hotels compete for every central building; most are listed.

2 sources

Cascine, Novoli and Peretola (north-west)

The Cascine complex and the Quarleri barracks are the Piano Città's sites for student and social housing; former works (ex Meccanotessile, ex Gover) wait nearby.

  • Cascine complex: about 7,900 m² recorded free or partly free across three records
  • Quarleri: archive hub with social housing planned

Risk: The airport and its noise limit homes near Peretola.

Agenzia del Demanio, Comune di Firenze and the University — Piano Città degli immobili pubblici

Signed on 6 May 2026 for 17 properties (15 State, 2 City), open to public-private partnerships. The Redi barracks will get a temporary-use initiative before the Court of Auditors moves in, and Quarleri is to include social housing — a co-op can bid for temporary use or offer to run the social homes.

Allocation rule

Comune di Firenze — alloggi di risulta (empty public flats needing works)

Since June 2026 the City can call for applicants on the public-housing list to take an empty flat that needs works, pay for the works and deduct them from the rent (Tuscan regional law 2/2019, art. 16). The manager, Casa Spa, must tell the City which flats are free and what works they need. Groups of households organised as a co-op could take on several flats in one building.

Comune di Firenze — Piano pubblico per la casa

€20m over 2025–2027 through Casa Spa to bring empty public flats back into use: more than 270 restored and about 320 let in 2025. The City also regulates short-term lets in the centre (first such regulation in Italy, May 2025).

German and Austrian open-ended public property funds must list every property with its vacancy (or letting) rate in their annual and half-year reports. scripts/reuse/import-fund-reports.ts reads those lists; properties at 10 % vacancy or more are shown, those at 25 % or more count as evidence.

Land without current use and stalled construction, mapped from satellite imagery (Copernicus Urban Atlas 2006–2018)
European Environment Agency — Copernicus Land Monitoring Service
Urban Atlas class 13400 (brownfields, demolition sites and gaps in the built-up area, 0.25 ha and up) compared across the 2006, 2012 and 2018 editions, so each plot says how long it has stood unused; plus construction sites (13300) already under way in 2012, and 2012 construction sites left unused by 2018. Read from the EEA's open ArcGIS services, the same way in every radar city. The 2021 edition (Copernicus Data Space) drops plots built on since 2018 where scripts/reuse/import-urban-atlas-2021.ts has been run. Points are context, never evidence of vacancy.

Office buildings of 1,000 m² or more, with depth and storeys (EUBUCCO)
EUBUCCO (TU Berlin / ai4up), from the Spanish cadastre, Regione Lombardia’s building database and OpenStreetMap
EUBUCCO harmonises Europe's building footprints with their use, height and age. Only buildings whose source names the use are kept — the cadastre's office class in Barcelona and Madrid, Lombardy's "commerciale" in Milan, building=office in OpenStreetMap for Dublin and Lisbon — never EUBUCCO's machine-learning guesses. The footprint gives the plan depth, so the conversion score treats them like the German cadastre's offices (scripts/reuse/import-eubucco.ts → src/scripts/data/reuse/eubucco/, ODbL).

What this radar cannot see yet

  • The City publishes no list of its own empty buildings or empty public flats (Casa Spa reports them to the City, not to the public).
  • The Piano Operativo's transformation areas are published only as map tiles (tms.comune.fi.it, GeoWebCache) with no feature service, so they are not on the map; data.comune.fi.it asks all robots to stay away.
  • Floor area: Tuscany's official building heights reach EUBUCCO (81,499 Florence buildings) but are not yet wired as a floor source.
  • The open aerial photo is the Region's 2013 orthophoto; newer imagery is not published as an open service.
  • No broker publishes Florence office vacancy; the main local news sites block automated access.
