Ljubljana

Slovenia's land register records what every unit of every building is used for, and in Ljubljana 107 buildings of 50 m² or more are entered as ruins — most of them small, a few large and in the city. The State and the City wholly own about 150 large office, shop and works buildings. The office market is tight and the City's housing fund is the main builder, with 676 public rental homes in development; a housing co-op pilot has been promised land before.

Office figures: CBRE — about 697,000 m² of modern (class A and B) offices in Ljubljana, 3% empty in Q2 2026 (vacant area = stock × rate; older stock not counted). Homes: our economic model’s conversion engine. Map built 2026-10-09.

The map

Every building a record says stands empty, one point per building: filter by type, size and how sure the evidence is, and open one to see who says so. “Opportunities” switches to the co-op lens: public land, conversion potential and projects already under way, every source as its own layer.

No register of empty buildings or homes by address, and no tax on empty homes; the land register's ruin entries are condition, not vacancy, and private owners are not in the open data.

Check any building in Ljubljana: could it become homes, and could the EHC model work there?

Where to look first

Buildings with evidence that they stand empty — a second source agrees, a public record names them, or we have checked them — ranked by a score you can read: co-op scale, daylight depth, a station nearby, a zone that allows homes, affordable land and an open route in. Checked buildings carry their result; nobody has visited them on site yet. Leerstandsmelder reports join the list when they sit in a large non-residential building and a second source agrees.

Districts where conversion makes sense

Where empty offices, the right zoning and a working neighbourhood come together — and what could go wrong.

A hand outlining a neighbourhood on a city map, with small houses drawn inside

Center

The City owns many old buildings in the core, and some of their units are entered in the land register as ruins (e.g. Mahrova hiša, 711 m²).

  • Mahrova hiša: 5,197 m², 711 m² of units recorded as ruin
  • JSS MOL plans 34 homes at Resljeva cesta

Risk: Heritage protection and mixed ownership by units make whole-building conversion slow.

Moste and the Šmartinska corridor

Former industry and warehouses along Šmartinska cesta; the largest building recorded as a ruin (2,997 m²) and the fund's biggest site (Povšetova, 361 homes) are here.

  • Povšetova: 361 public rental homes, 2026–2028
  • Litijska–Pesarska: 97 homes under construction

Risk: Land is held by property companies waiting for value; the public projects are the fund's own.

2 sources

Bežigrad

Plečnik's stadium has been closed for almost a decade behind a construction fence.

  • Stadium closed for almost a decade; only the colonnade open

Risk: A protected sports monument, not housing; its future is tied up in a long-running redevelopment dispute.

Rudnik and Rakova jelša

Public land on the southern edge: Rakova jelša I (99 homes) is being built and Rakova jelša III (53) is next — the site once offered in part to a housing co-op.

  • Rakova jelša I: 99 homes under construction
  • Rakova jelša III: 53 homes, 2027–2029

Risk: Flood-prone ground and a fund that now plans to build it itself.

Land without current use and stalled construction, mapped from satellite imagery (Copernicus Urban Atlas 2006–2018)
European Environment Agency — Copernicus Land Monitoring Service
Urban Atlas class 13400 (brownfields, demolition sites and gaps in the built-up area, 0.25 ha and up) compared across the 2006, 2012 and 2018 editions, so each plot says how long it has stood unused; plus construction sites (13300) already under way in 2012, and 2012 construction sites left unused by 2018. Read from the EEA's open ArcGIS services, the same way in every radar city. The 2021 edition (Copernicus Data Space) drops plots built on since 2018 where scripts/reuse/import-urban-atlas-2021.ts has been run. Points are context, never evidence of vacancy.

What this radar cannot see yet

  • No register of empty buildings or homes by address, and no tax on empty homes; the land register's ruin entries are condition, not vacancy, and private owners are not in the open data.
  • The national register of functionally degraded areas (FDO, 2017/2020) sits behind an archive account and a viewer that did not answer.
  • Aerial photos are open but published only in the Slovenian national grid, which the building cards cannot read yet.
  • The City's central property register is incomplete by its own account and not published.
