Sarajevo

Sarajevo has no list of empty buildings, but the Canton is moving: on 28 September 2026 its Government adopted a draft law taxing unused real estate at 4–6 KM per m² a year, and since May 2026 an online register shows the immovable property of cantonal bodies (152 of 224 obliged bodies had entered theirs by 16 September). Stari Grad municipality, the only owner here that publishes counts, lets 903 premises of 76,286 m². The one large complex we can source as shut is the privately owned tobacco factory, closed in 2022. Office vacancy is not published.

The map

Every building a record says stands empty, one point per building: filter by type, size and how sure the evidence is, and open one to see who says so. “Opportunities” switches to the co-op lens: public land, conversion potential and projects already under way, every source as its own layer.

No register or list of empty buildings is published for Sarajevo; the Canton’s draft tax does not define “unused” beyond exemptions, and the Prime Minister has floated electricity use as a test (Paragraf, 30 Sep 2026).

Novo Sarajevo — Pofalići and the tobacco factory

The tobacco factory in Pofalići stopped production in 2022 and is described as decaying; part is still used by companies of its owner.

  • Production ended in 2022
  • Owner: CID Adriatic Investments GmbH (about 95%)

Risk: Private owner (about 95% held by one foreign company), no redevelopment plan stated, and the reported mix of uses on site.

Stari Grad — municipal premises

The municipality lets 903 premises totalling 76,286 m² in five rent zones; zone A (55 premises, 8,200 m²) carries the highest rents, and 838 premises sit in zones B–D.

  • 903 premises, 76,286 m²
  • Rents of 3–120 KM per m² a month by zone

Risk: Premises, not buildings, mostly let already; the draft leasing decision was out for debate until 29 Aug 2025.

Draft tax on unused real estate

The Canton Government adopted a draft law with a flat 4–6 KM per m² a year (default 4), +200% on a second and +300% on a third property; revenue of 7–8 million KM a year is meant for housing building or rent subsidies. The Assembly must still adopt it and open at least 30 days of consultation.

Urban Atlas class 13400 (brownfields, demolition sites and gaps in the built-up area, 0.25 ha and up) compared across the 2006, 2012 and 2018 editions, so each plot says how long it has stood unused; plus construction sites (13300) already under way in 2012, and 2012 construction sites left unused by 2018. Read from the EEA's open ArcGIS services, the same way in every radar city. The 2021 edition (Copernicus Data Space) drops plots built on since 2018 where scripts/reuse/import-urban-atlas-2021.ts has been run. Points are context, never evidence of vacancy.

What this radar cannot see yet

  • No register or list of empty buildings is published for Sarajevo; the Canton’s draft tax does not define “unused” beyond exemptions, and the Prime Minister has floated electricity use as a test (Paragraf, 30 Sep 2026).
  • The Canton’s property register is drawn only as the 147 holders’ seat points (131 inside the city). Its table of 1,155 records — land, premises and buildings, with cadastral numbers and areas but no coordinates — is not placed building by building, and most holders use what they register.
  • Stari Grad’s 903 premises and the other municipalities’ lists carry no addresses in what is published; the rent study is aggregate.
  • No office-vacancy figure and no open orthophoto service were found (the Canton’s geodetic hosts did not answer); floor areas come from the Global Building Atlas only.
  • War-damaged and military sites — the Jajce barracks, the Dom penzionera ruin and similar — are left out by rule.
