Skopje

North Macedonia has no unified register of State real estate (RFE/RL, 10 February 2026), and the State Audit Office’s report of 5 February 2026 found inconsistencies in how State land is valued and used. Skopje’s own open data lists only city-owned parcels and premises, with no vacancy. The documented empty or failing places are a few: the unfinished Children’s Resort on Vodno, the State-controlled GTC shopping centre with more than 40 closed shops on its first floor, and the former OHIS chemical works under clean-up. The radar adds mapped office stock and OpenStreetMap’s abandoned-building tags.

Office figures: No current office-vacancy figure for Skopje was found (searched 9 Oct 2026); the Belgrade MarketBeat series does not cover it. Map built 2026-10-09.

The map

Every building a record says stands empty, one point per building: filter by type, size and how sure the evidence is, and open one to see who says so. “Opportunities” switches to the co-op lens: public land, conversion potential and projects already under way, every source as its own layer.

No register of State or city buildings that are empty. The City of Skopje’s open-data list “Property of the City of Skopje 2021” (data.gov.mk) holds about 70 rows of parcels and premises without coordinates or vacancy, so it is not drawn.

Check any building in Skopje: could it become homes, and could the EHC model work there?

Where to look first

Buildings with evidence that they stand empty — a second source agrees, a public record names them, or we have checked them — ranked by a score you can read: co-op scale, daylight depth, a station nearby, a zone that allows homes, affordable land and an open route in. Checked buildings carry their result; nobody has visited them on site yet. Leerstandsmelder reports join the list when they sit in a large non-residential building and a second source agrees.

Districts where conversion makes sense

Where empty offices, the right zoning and a working neighbourhood come together — and what could go wrong.

A hand outlining a neighbourhood on a city map, with small houses drawn inside

Vodno (Karpoš) — holiday homes left unfinished

Two Yugoslav-era holiday buildings on the mountain’s edge stand abandoned: the unfinished Children’s Resort and the post-office holiday home, both mapped as abandoned or ruined on OpenStreetMap.

  • Children’s Resort: derelict for about 40 years, unguarded
  • Mapped as ruins on OpenStreetMap

Risk: A hillside site away from the centre, with ownership unclear beyond a ministry named in one source.

Government — General and Common Affairs Service (SOZR)

Manages State land and buildings. Its director told RFE/RL the State has not decided whether to use or let the Ohrid villas, and named a 10–15-year concession (as at “Makedonsko selo” in Nerezi) as one option — the same lease model a co-operative could ask for on an idle State building. More than 600 State parcels (1.5 million m²) await cadastral registration.

No unified register of State property

RFE/RL reports that the State has no single register of real estate; the Cadastre registered 30–40 State facilities with unregulated status between July 2024 and January 2026; an audit found more than 600 unregistered parcels.

German and Austrian open-ended public property funds must list every property with its vacancy (or letting) rate in their annual and half-year reports. scripts/reuse/import-fund-reports.ts reads those lists; properties at 10 % vacancy or more are shown, those at 25 % or more count as evidence.

Land without current use and stalled construction, mapped from satellite imagery (Copernicus Urban Atlas 2006–2018)
European Environment Agency — Copernicus Land Monitoring Service
Urban Atlas class 13400 (brownfields, demolition sites and gaps in the built-up area, 0.25 ha and up) compared across the 2006, 2012 and 2018 editions, so each plot says how long it has stood unused; plus construction sites (13300) already under way in 2012, and 2012 construction sites left unused by 2018. Read from the EEA's open ArcGIS services, the same way in every radar city. The 2021 edition (Copernicus Data Space) drops plots built on since 2018 where scripts/reuse/import-urban-atlas-2021.ts has been run. Points are context, never evidence of vacancy.

What this radar cannot see yet

  • No register of State or city buildings that are empty. The City of Skopje’s open-data list “Property of the City of Skopje 2021” (data.gov.mk) holds about 70 rows of parcels and premises without coordinates or vacancy, so it is not drawn.
  • A 2023 academic chapter, “Identifying Abandoned Industrial Zones in Skopje …” (Springer), is the nearest inventory of idle industrial land; it is behind a login and was not read.
  • The Cadastre Agency’s hosts (katastar.gov.mk) did not answer on 9 Oct 2026; no open orthophoto service was found. Floor areas come from the Global Building Atlas only.
  • Only three places are curated: OpenStreetMap’s abandoned-building tags cover others (Hotel Jadran, a former bank branch, the abandoned Fikom flats) but no dated source for them was opened.
  • Military and war-damaged sites are left out by rule.

Know an empty building we have missed?

Open data cannot see everything. Tell us about a building in Skopje that stands empty or barely used; once we have checked it, it joins the map under “Reported by visitors (checked)”.
