Pristina

Kosovo publishes no list of empty buildings. Its largest pool of idle public property is the socially owned estate held by the Privatization Agency (PAK), whose spin-off, liquidation and direct-sale lists are public but carry no addresses we could place. In Pristina the documented cases are two Yugoslav-era landmarks: the Grand Hotel, State-owned and with about 1% of its rooms in use, and the Palace of Youth and Sports, whose 8,000-seat arena stands out of use under a title dispute between the Municipality and PAK. The radar adds mapped office stock and OpenStreetMap’s abandoned-building tags; office vacancy is not published.

The map

Every building a record says stands empty, one point per building: filter by type, size and how sure the evidence is, and open one to see who says so. “Opportunities” switches to the co-op lens: public land, conversion potential and projects already under way, every source as its own layer.

No register of empty or unused public buildings exists. PAK’s notices and sales report are PDFs and pages without addresses we could place; the asset reports were not parsed.

Districts where conversion makes sense

Where empty offices, the right zoning and a working neighbourhood come together — and what could go wrong.

A hand outlining a neighbourhood on a city map, with small houses drawn inside

Centre — Grand Hotel and Mother Teresa Boulevard

A State hotel in the centre, with about 1% of its rooms in use, is the clearest idle public building in the capital.

  • About 1% of rooms used for guests
  • Privatised on 13 Oct 2006 for €8.16 million; taken back by PAK in 2012
  • Minister of Justice: still State property (4 Jan 2025)

Risk: A contested privatisation and a live arbitration claim keep the title in play; no sale or renovation plan is stated.

Lakrishtë — Palace of Youth and Sports

A 1977 sports, shopping and convention complex next to the centre has an 8,000-seat arena out of use since a fire and a convention hall closed; the smaller arena is in use.

  • Larger arena out of use, serving as an indoor car park
  • Smaller arena refurbished in 2023 for about €200,000

Risk: The Municipality and PAK dispute ownership; a 2030 Mediterranean Games renovation plan is stated only as an expectation.

Privatization Agency of Kosovo (PAK)

Privatises socially owned enterprises by spin-off or liquidation and sells assets by tender or, under Regulation 08-2025, by direct sale on a request form. It publishes status notices for enterprises’ assets and a report of asset sales from 1 January 2023 to 31 July 2026. A co-operative can ask PAK which assets in Pristina it holds as unused and request a direct purchase.

Open-ended real-estate funds (each point names its fund and report)
German and Austrian open-ended public property funds must list every property with its vacancy (or letting) rate in their annual and half-year reports. scripts/reuse/import-fund-reports.ts reads those lists; properties at 10 % vacancy or more are shown, those at 25 % or more count as evidence.

Land without current use and stalled construction, mapped from satellite imagery (Copernicus Urban Atlas 2006–2018)
European Environment Agency — Copernicus Land Monitoring Service
Urban Atlas class 13400 (brownfields, demolition sites and gaps in the built-up area, 0.25 ha and up) compared across the 2006, 2012 and 2018 editions, so each plot says how long it has stood unused; plus construction sites (13300) already under way in 2012, and 2012 construction sites left unused by 2018. Read from the EEA's open ArcGIS services, the same way in every radar city. The 2021 edition (Copernicus Data Space) drops plots built on since 2018 where scripts/reuse/import-urban-atlas-2021.ts has been run. Points are context, never evidence of vacancy.

What this radar cannot see yet

  • No register of empty or unused public buildings exists. PAK’s notices and sales report are PDFs and pages without addresses we could place; the asset reports were not parsed.
  • The cadastre and national geoportal hosts (kca.rks-gov.net, geoportal-ks.org) did not answer on 9 Oct 2026, and the Kosovo open-data portal was unreachable; no orthophoto service was found (building cards show Esri's World Imagery instead). Floor areas come from the Global Building Atlas only.
  • Both curated buildings are described from Wikipedia’s summaries of their ownership and condition; no 2026 official source on their present use was found.
  • Religious, military, security-sensitive and war-damaged sites are left out by rule.

Know an empty building we have missed?

Open data cannot see everything. Tell us about a building in Pristina that stands empty or barely used; once we have checked it, it joins the map under “Reported by visitors (checked)”.
