Nice

Nice has little spare office space — CBRE counts 37,000 m² available (a 4.7% vacancy rate) and 9,000 m² let in the first half of 2026 — and no published list of empty buildings. What it does publish is its public property for sale: the Métropole, the City and its social action centre list their buildings with each sale procedure on one site, among them a parking-and-office tower on boulevard Raimbaldi (in a three-phase consultation until the end of 2026), the former Carrefour Market on boulevard Gorbella (3,222 m², now allocated) and two villas offered "free of occupation". Since 2013, 54 permits have each created at least 300 m² of homes from offices, hotels, workshops and public buildings, and Cartofriches records 14 brownfields in the city with no project yet.

Homes potential—not in the economic model’s office data yet

Office figures: CBRE, first half of 2026, as reported by Le Journal des Entreprises — Nice Métropole: 37,000 m² of immediate supply and a 4.7% vacancy rate, 9,000 m² taken up in 37 transactions (Sophia Antipolis, outside the city: 102,000 m², 6.5%). Map built 2026-10-09.

The map

Every building a record says stands empty, one point per building: filter by type, size and how sure the evidence is, and open one to see who says so. “Opportunities” switches to the co-op lens: public land, conversion potential and projects already under way, every source as its own layer.

There is no open list of empty buildings or homes: the national vacant-homes file (LOVAC) is restricted to public authorities, and no vacancy register is published.

Check any building in Nice: could it become homes, and could the EHC model work there?

Where to look first

Buildings with evidence that they stand empty — a second source agrees, a public record names them, or we have checked them — ranked by a score you can read: co-op scale, daylight depth, a station nearby, a zone that allows homes, affordable land and an open route in. Checked buildings carry their result; nobody has visited them on site yet. Leerstandsmelder reports join the list when they sit in a large non-residential building and a second source agrees.

Districts where conversion makes sense

Where empty offices, the right zoning and a working neighbourhood come together — and what could go wrong.

A hand outlining a neighbourhood on a city map, with small houses drawn inside

Centre — Gare Thiers, Jean Médecin and Libération

The business core: more than a third of the city’s tall service buildings and nearly a third of its conversion permits lie within about 800 m of Jean Médecin, together with the Métropole’s Raimbaldi tower and the SNCF Réseau land at Gare Thiers.

  • 62 of the 166 service buildings of four storeys or more without homes lie within about 800 m of the Thiers station (BD TOPO)
  • 17 of the 54 conversion permits since 2013, among them 3,508 m² at 20 avenue Georges Clemenceau and 1,997 m² at 5 avenue Durante (Sitadel)
  • 2,300 m² Raimbaldi tower and 17,091 m² of SNCF Réseau land at Gare Thiers (sales site; Cartofriches)

Risk: Land values are the highest in the city and the two biggest public sites are in consultations run for developers; a co-op would have to join a team already in the process.

Port, Carabacel and Vieux-Nice

A tight historic quarter where small offices have already been turned into homes: 16 conversion permits since 2013 lie within about 900 m of the port, for instance 1,333 m² at 38 rue Ribotti and 1,175 m² at 7 rue de la Préfecture.

  • 16 of the 54 conversion permits since 2013 within about 900 m (Sitadel)
  • 39 service buildings of four storeys or more without homes within the same radius (BD TOPO)
  • Seven City and CCAS flats listed for sale in Vieux-Nice, most now allocated or sold (sales site)

Risk: Listed and protected fabric, narrow buildings and very high prices; the City and its CCAS also sell flats here one by one (the sales site has listed seven in Vieux-Nice, most now allocated or sold).

3 sources

Nice Ouest — Arénas, airport and Méridia

Where the city has put its newer business and industrial land: 31 tall service buildings and four brownfields within about 1.5 km, including ZAC Méridia lot 2.5a, listed with no project.

  • 31 service buildings of four storeys or more without homes (BD TOPO)
  • Four Cartofriches sites, among them ZAC Méridia lot 2.5a (11,651 m², EPA Éco-Vallée, no project)
  • Three conversion permits since 2013 (Sitadel)

Risk: The brownfields are plots and former industrial land held by the public development agency EPA Éco-Vallée or by companies, not empty buildings; conversion permits are few (three).

Métropole, City and CCAS — property sales by call for interest

The three bodies sell through one site, "Tous les biens de la ville de Nice, du CCAS et de la Métropole". Each file carries plans, surveys and a consultation rule. The Gorbella and Orangers sales were calls for interest with set deadlines (Gorbella: 5 September 2025, extended to 3 October); the villas were ranked on price and project quality. A housing co-operative can answer alone or with a social landlord.

Métropole Nice Côte d’Azur — appel à projets urbains et innovants

For its larger buildings the Métropole runs a competitive dialogue for developers, architects and operators, in phases with a data room and workshops (Raimbaldi: launched 15 September 2025, final offers 31 December 2026). A co-op would join a team before phase one closes; for later calls, read the next règlement for the date of the first phase.

State and its companies — public land for public-sector housing (law of 29 June 2026)

Law no. 2026-553 lets the authority depart from a local plan’s destination rules for housing projects on land held by a public body or public company, if at least half the homes go to public agents or public-service employees. SNCF Réseau’s Gare Thiers land and the State’s offices in Nice (23 in the 2021 inventory) are the kind of holdings it covers.

Urban Atlas class 13400 (brownfields, demolition sites and gaps in the built-up area, 0.25 ha and up) compared across the 2006, 2012 and 2018 editions, so each plot says how long it has stood unused; plus construction sites (13300) already under way in 2012, and 2012 construction sites left unused by 2018. Read from the EEA's open ArcGIS services, the same way in every radar city. The 2021 edition (Copernicus Data Space) drops plots built on since 2018 where scripts/reuse/import-urban-atlas-2021.ts has been run. Points are context, never evidence of vacancy.

What this radar cannot see yet

  • There is no open list of empty buildings or homes: the national vacant-homes file (LOVAC) is restricted to public authorities, and no vacancy register is published.
  • Building safety orders (péril, mise en sécurité) are individual acts: no list was found on the City’s or the Métropole’s open-data or legal-notice pages (9 Oct 2026), unlike Bordeaux, Marseille or Nantes.
  • Live disposals of State property (cessions.immobilier-etat.gouv.fr) answer "Access Denied" (403) to automated requests; the open State inventory is a stock list from 2021 with no occupancy field.
  • The Métropole’s property site has only a handful of live or recent listings, and its search page returned an error to automated requests, so listings were read one by one by number; no City list of vacant buildings was found.
  • The conversion-permit and brownfield files say what may be built or what is disused, not who owns a building or whether it stands empty today.
