Ankara

Ankara publishes no register of empty, derelict or unfinished buildings, and its metropolitan municipality's open-data map (Şeffaf Ankara) is a JavaScript application with no download we could use. What is public is a pattern: the capital's ministries and courts leave large old buildings behind as they move to new campuses — the former Treasury headquarters (55,300 m², emptied by March 2026 and heading for demolition), the Court of Cassation's Kızılay buildings (2021), six hospitals reported idle after the Bilkent City Hospital opened (2023) — while the metropolitan municipality sells land by sealed bid (three Çankaya plots of 8,957 to 19,068 m² on 20 August 2026, open to co-operatives), restores idle public buildings itself (an 11-storey former sports directorate for EGO, 2024) and street by street in Ulus (28 buildings on Tenekeciler, 121 on Anafartalar). The radar adds the mapped office stock and OpenStreetMap's brownfield tags; military, police and government-security sites are left out.

The map

Every building a record says stands empty, one point per building: filter by type, size and how sure the evidence is, and open one to see who says so. “Opportunities” switches to the co-op lens: public land, conversion potential and projects already under way, every source as its own layer.

No register of empty, derelict ('metruk') or unfinished buildings is published for Ankara; district municipalities demolish derelict buildings under urban-transformation and safety campaigns, and no list of them is open. A 2008 METU thesis studied three Ulus buildings of Emlakbank, Sümerbank and TEKEL left unoccupied after privatisation; their present state was not found.

Where to look first

Buildings with evidence that they stand empty — a second source agrees, a public record names them, or we have checked them — ranked by a score you can read: co-op scale, daylight depth, a station nearby, a zone that allows homes, affordable land and an open route in. Checked buildings carry their result; nobody has visited them on site yet. Leerstandsmelder reports join the list when they sit in a large non-residential building and a second source agrees.

Districts where conversion makes sense

Where empty offices, the right zoning and a working neighbourhood come together — and what could go wrong.

Ulus — the historic centre

The metropolitan municipality owns and restores here: it turned a building idle for about seven years into EGO's headquarters, and it is restoring whole streets of shops and workshops.

  • Former sports directorate, 11 storeys, idle about 7 years, restored for EGO (January 2024)
  • Tenekeciler Street: 28 buildings, 6 registered cultural assets (May 2026)
  • Anafartalar Street: 121 buildings, 25 registered cultural assets (August 2026)

Risk: Heritage listing, the municipality's own renewal plans for the Ulus area, and split ownership along the streets.

Kızılay–Sıhhiye — the old government and hospital quarter

Public bodies moved to new campuses and left large old buildings: the Court of Cassation's Holzmeister building and annexes, and hospitals such as Zekai Tahir Burak reported idle.

  • Yargıtay moved to Ahlatlıbel in 2021, leaving three Kızılay buildings
  • Six hospitals kept idle after the Bilkent City Hospital opened (2023 claim)
  • Demolition decision for the six-block Dışkapı hospital, March 2023

Risk: Heritage value, unknown allocation to other public bodies, and no list of what stands empty now; the 2021 and 2023 reports are not current.

Eskişehir Yolu — the former Treasury headquarters

A 55,300 m² State building on a main axis was emptied by March 2026; if the plot is re-planned instead of rebuilt as offices, it is one of the largest release sites in the city.

  • Built 1991 as Halkbank headquarters
  • Evacuation from 2023, complete by late March 2026
  • 55,300 m² of floor area

Risk: Demolition was expected within days; the owner and the replacement use are not published.

Ankara Büyükşehir Belediyesi — Emlak ve İstimlak Daire Başkanlığı

Sells municipal land by sealed bid before its Encümen. The 31 July 2026 notice offered three Çankaya (Lodumu) plots of 19,068, 10,032 and 8,957 m² (TL 2.1, 1.0 and 0.9 billion; bids by 20 August 2026; specification TL 10,000 plus VAT; 3% provisional guarantee) and lists the papers a co-operative must file — an operating certificate, a notarised general-assembly decision to buy property and a notarised representative signature. Plots, not buildings, so a co-operative needs a build programme and a partner.

Privatisation Administration (ÖİB) and the Treasury

Sells State property by sealed bid, then negotiation, then an open auction among the remaining bidders: the 31 July 2026 round had 12 properties in five provinces, three of them in Çankaya (bids by 20 August 2026). The notice's property-level details are in the Resmi Gazete text, which a co-operative should read for each round.

Ankara Büyükşehir Belediyesi as restorer of idle public buildings

Restores idle public buildings for its own use (the 11-storey former sports directorate for EGO, January 2024) and whole streets in Ulus. A co-operative's route is to propose a use or a partnership for buildings the municipality holds or is restoring, rather than a purchase.

European Environment Agency — Copernicus Land Monitoring Service
Urban Atlas class 13400 (brownfields, demolition sites and gaps in the built-up area, 0.25 ha and up) compared across the 2006, 2012 and 2018 editions, so each plot says how long it has stood unused; plus construction sites (13300) already under way in 2012, and 2012 construction sites left unused by 2018. Read from the EEA's open ArcGIS services, the same way in every radar city. The 2021 edition (Copernicus Data Space) drops plots built on since 2018 where scripts/reuse/import-urban-atlas-2021.ts has been run. Points are context, never evidence of vacancy.

What this radar cannot see yet

  • No register of empty, derelict ('metruk') or unfinished buildings is published for Ankara; district municipalities demolish derelict buildings under urban-transformation and safety campaigns, and no list of them is open. A 2008 METU thesis studied three Ulus buildings of Emlakbank, Sümerbank and TEKEL left unoccupied after privatisation; their present state was not found.
  • Şeffaf Ankara (seffaf.ankara.bel.tr) is the municipality's open-data and map portal. It answers, but its layers come from a service (seffafservice.ankara.bel.tr) that the page's JavaScript reaches with a client-side security manager that encrypts some request bodies; we did not try to reproduce it. acikveri.ankara.bel.tr and data.ankara.bel.tr did not answer. A request to the municipality for its property ('taşınmaz') layer would add the best public-ownership data.
  • Sale notices (the municipality's, the Privatisation Administration's, the Treasury's) carry district, neighbourhood and ada/parsel only. Without an open parcel-to-coordinates service (none was found) they cannot be placed on the map; the three Çankaya plots of 31 July 2026 are in the routes, not on the map.
  • emlakkulisi.com, a property news site that often reports municipal sales, answered 403 to automated fetches and was not read. Several current items (the Treasury building's demolition, the hospitals) need on-the-ground checks.
  • No open orthophoto service was found, so building cards show Esri's World Imagery instead. Floor areas come from the Global Building Atlas only.
  • Military, gendarmerie, police, intelligence and other government-security sites are excluded by rule, whatever their condition; the OpenStreetMap office layer also drops offices tagged government, diplomatic, military or police.
