Iași

Iași has no register of empty buildings, and its neglected-building tax keeps the annex with owners and addresses off the public record — in 2026 only three decisions name a building. What is public is scattered: the ISU's seismic list (199 blocks in classes I–III, 63 in class I, early 2023), City-owned buildings left empty for years, and 16 City premises offered for lease in December 2024, all unoccupied. Iași also has the emptiest modern offices of the four regional cities, 16.7% at the end of 2025.

Office figures: Cushman & Wakefield Echinox — 296,200 m² of modern offices, 16.7% vacant at the end of 2025 (vacant area = stock × rate); iO Partners puts it at 13.3% in 2026. Map built 2026-10-09.

The map

Every building a record says stands empty, one point per building: filter by type, size and how sure the evidence is, and open one to see who says so. “Opportunities” switches to the co-op lens: public land, conversion potential and projects already under way, every source as its own layer.

No register of empty buildings, no open list of the City's or the State's vacant buildings; the City's property list is not public and its GIS cadastre page offers documents, not a service.

Districts where conversion makes sense

Where empty offices, the right zoning and a working neighbourhood come together — and what could go wrong.

Păcurari and Sărărie (north-west)

A run of City-owned buildings emptied or left to decay: a block on Șoseaua Sărărie vacant for years and two old courtyard buildings on Păcurari and Vântu emptied for demolition.

  • Șoseaua Sărărie 17: about 1,050 m², empty since about 2018
  • Păcurari 108 and Vântu: residents relocated, demolition for risk of collapse (2023)
  • Păcurari 66: City premises of 24 m² offered for lease (December 2024)

Risk: Small plots, old residents' disputes and the City's own pace; some buildings are being demolished rather than reused.

Centre and Copou (Lascăr Catargi – Cuza Vodă – Ștefan cel Mare)

The old centre holds the ruined former Institute of Archaeology, City premises offered for lease and the cleared site of the Tineretului cinema.

  • Former Institute of Archaeology: collapsed roof, a ruin (2021)
  • 10 of the City's 16 premises offered for lease are in the central zone (December 2024)
  • Tineretului cinema: demolished in 2025, site returned to a parish (February 2026)

Risk: Restitution to churches and private heirs has taken several sites out of the City's hands.

Primăria Iași — its own empty buildings

The City holds buildings it has left empty for years (Sărărie 17) and leases unoccupied premises for five years (16 offered in December 2024). A co-op could ask for a long lease of a whole building in return for repair — the route the University of Arts proposed for Sărărie 17.

Land without current use and stalled construction, mapped from satellite imagery (Copernicus Urban Atlas 2006–2018)
European Environment Agency — Copernicus Land Monitoring Service
Urban Atlas class 13400 (brownfields, demolition sites and gaps in the built-up area, 0.25 ha and up) compared across the 2006, 2012 and 2018 editions, so each plot says how long it has stood unused; plus construction sites (13300) already under way in 2012, and 2012 construction sites left unused by 2018. Read from the EEA's open ArcGIS services, the same way in every radar city. The 2021 edition (Copernicus Data Space) drops plots built on since 2018 where scripts/reuse/import-urban-atlas-2021.ts has been run. Points are context, never evidence of vacancy.

What this radar cannot see yet

  • No register of empty buildings, no open list of the City's or the State's vacant buildings; the City's property list is not public and its GIS cadastre page offers documents, not a service.
  • The neglected-building decisions publish their annex (owner and address) only to the taxpayer: of 26 decisions found, three name one building each; none could be placed on the map.
  • The ISU seismic list is not published as a file we could find; only press summaries by street (63 class I blocks) exist.
  • The 16 City premises are units, not buildings, taken from a press report of the tender; the City's own notice was not opened.
  • No open cadastre of buildings (floor areas come from the Global Building Atlas); aerial photos come from the 2017–2020 national orthophoto at 1.5 m resolution.
